Instead of\u00a0making you\u00a0wait for hours, the trucks\u00a0are\u00a0“one behind the other\u00a0,” she says.<\/div>\n
<\/div>\n
And the\u00a0way of management has also changed:\u00a0from\u00a0the\u00a0state to cooperative.<\/div>\n
<\/div>\n
These\u00a0means of\u00a0transportation now belong to\u00a0one of the 124\u00a0non-agricultural\u00a0cooperatives\u00a0that have joined\u00a0recently\u00a0the independent sector\u00a0of the Cuban economy. This is\u00a0a measure qualified\u00a0as\u00a0“bold”by\u00a0analysts,\u00a0which\u00a0benefits, in addition to the\u00a0service consumers, to the\u00a0cooperative members\u00a0and the state, which\u00a0is released from\u00a0productive activities which are not fundamental\u00a0and\u00a0have not beenefficiently\u00a0developed\u00a0so far.<\/div>\n
<\/div>\n
Areas such as\u00a0construction and services\u00a0are\u00a0also linked to\u00a0this initiative.\u00a0However, some\u00a0others, such as\u00a0those belonging to artistic\u00a0industry or computing\u00a0must\u00a0continue waiting.<\/div>\n

“I thought\u00a0that our Government had already approved something\u00a0that is actually functioning in a cooperative\u00a0way for\u00a0so\u00a0long\u00a0like the audiovisual\u00a0production companies, ”\u00a0Alejandro says,\u00a0young\u00a0graduate from the Faculty of\u00a0Arts\u00a0of the\u00a0Audiovisual\u00a0Media of the Higher Institute\u00a0of\u00a0Art.<\/div>\n

Meanwhile, Fernando\u00a0Rojas,\u00a0Deputy Culture Minister\u00a0told\u00a0recently\u00a0in an\u00a0interview to OnCuba\u00a0that the\u00a0topic\u00a0of\u00a0cultural\u00a0cooperatives\u00a0is still in a\u00a0very early stage\u00a0of\u00a0discussion.<\/div>\n

“The\u00a0cultural sector\u00a0has a\u00a0business model that\u00a0has proved being successful, “he said.” I\u00a0think\u00a0the business management\u00a0will\u00a0become more\u00a0efficient and\u00a0flexible in its relationship with the artist.\u00a0“<\/div>\n

The implementation of\u00a0non-agricultural\u00a0cooperatives\u00a0is another step in the process of\u00a0transformations\u00a0derived from\u00a0the Guidelines for the Economic and Social Policy, adopted\u00a0in April 2011,\u00a0and proposes\u00a0modifying old guiding\u00a0principles and procedures\u00a0of\u00a0the Cuban economy,\u00a0associated with\u00a0exclusive\u00a0state ownership\u00a0or\u00a0centralization.\u00a0However, for\u00a0some, this document does not reflect\u00a0clearly the\u00a0model\u00a0to which Cubans aspire\u00a0and the way and\u00a0time\u00a0to get it.<\/div>\n

“There might be\u00a0a strategy, but\u00a0we do not know it.\u00a0I\u00a0do want to have more\u00a0clear where\u00a0my country\u00a0goes\u00a0and what steps\u00a0will be given for\u00a0get it, ”\u00a0Alexis, a\u00a0graduate of\u00a0social\u00a0communication in the Havana University, says.<\/div>\n

It is true that\u00a0there is no\u00a0rush for now.\u00a0“There is a long and complex way\u00a0to update\u00a0our\u00a0economic and social model,\u201d\u00a0President\u00a0Raul\u00a0Castro noted\u00a0in a recent speech\u00a0in the National Assembly.<\/div>\n

Some\u00a0changes\u00a0are already noticeable in everyday life. The\u00a0restrictions\u00a0that\u00a0Cubans suffered for a long\u00a0time to travel,\u00a0having a cell phone\u00a0under their own name,\u00a0staying in hotels\u00a0or selling their own houses and cars,\u00a0are history.\u00a0All this\u00a0is happening and at the same time\u00a0the number of\u00a0self-\u00a0employed\u00a0persons reaches\u00a0nearly half million.<\/div>\n

But the GDP growth of 3 percent during last year is not still useful for ordinary Cubans, who continue trying to survive with a definitively insufficient salary.<\/div>\n

\u201cI earn almost 700.00 Cuban pesos (CUP), and that is because I have two specializations and a master\u2019s degree\u201d, Mariela, a surgeon tells. \u201cBut I have to buy almost everything in CUC (convertible currency), so I only earn at about 30.00 CUC. As you see I have to make miracles\u201d.<\/div>\n
<\/div>\n
This situation,\u00a0generalized\u00a0in\u00a0state jobs,\u00a0is one of the main causes\u00a0of the\u00a0inertia shown by many\u00a0towards work.\u00a0Raul\u00a0Castro\u00a0himself\u00a0has\u00a0repeatedly\u00a0talked about\u00a0the\u00a0impossibility of increasing\u00a0wages if there is not productivity\u00a0and referred to monetary\u00a0duality\u00a0as “one of\u00a0the most important obstacles\u00a0for the progress of\u00a0the nation.\u00a8\u00a0But\u00a0many of those earning a\u00a0state payroll\u00a0see\u00a0the problem from\u00a0their own perspective.\u00a0“I spend all I earn when going twice for food to the agro-market.\u00a0Salary is not enough\u00a0to think ofclothes,\u00a0holidays,\u00a0and much less\u00a0on saving\u00a0\u201cYohan, an\u00a0accounting graduate adds.\u201dI do not think that\u00a0productivity\u00a0can grow this way, and\u00a0without producing more,\u00a0wages can not be increased.\u00a0It’s likethe story\u00a0of\u00a0the chicken\u00a0or the egg\u00a0“.<\/div>\n

Leonardo\u00a0Padura\u00a0, one\u00a0of the most important\u00a0Cuban writers,\u00a0summarizes:\u00a0“The Cuban Government is\u00a0implementing a\u00a0reform and we can not\u00a0have an\u00a0economic future without it,\u00a0and\u00a0that\u00a0is the solutionto the trap\u00a0of\u00a0the\u00a0double\u00a0currency,\u00a0which existence\u00a0deforms\u00a0all levels\u00a0of the economy, from\u00a0the\u00a0macro\u00a0to the\u00a0domestic one.”<\/div>\n
