
{"id":188236,"date":"2018-10-22T17:57:44","date_gmt":"2018-10-22T21:57:44","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=188236"},"modified":"2018-10-22T18:08:39","modified_gmt":"2018-10-22T22:08:39","slug":"u-s-doesnt-expect-to-meet-visa-quota-for-cubans","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba-usa\/u-s-doesnt-expect-to-meet-visa-quota-for-cubans\/","title":{"rendered":"U.S. doesn\u2019t expect to meet visa quota for Cubans"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The U.S. government \u201cexpects it won\u2019t reach the minimum of 20,000 annual immigrant visas for Cubans,\u201d <\/span><a href=\"https:\/\/www.elnuevoherald.com\/noticias\/mundo\/america-latina\/cuba-es\/article220094115.html\" target=\"_blank\" rel=\"noopener\"><b>according to<\/b><\/a> <i><span style=\"font-weight: 400;\">El Nuevo Herald<\/span><\/i><span style=\"font-weight: 400;\">, which cites a Department of State report.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The cited report, which makes a half-yearly balance for Congress, shows that up to late July 2018 only 3,195 visas were issued, \u201cwhich makes it very improbable\u201d that in the current fiscal year the Donald Trump government reaches the goal of the 20,000 visas \u201cestablished in the two countries\u2019 migration agreements,\u201d the publication recalls.\u00a0<\/span><span style=\"font-weight: 400;\">This comes together with the fact that since the start of the fiscal year, October 1, 2017, until last August 3, 2018, U.S. consular officials had issued 134 family reunification documents, \u201ceven though the United States had more than 20,000 unresolved applications,\u201d according to <\/span><i><span style=\"font-weight: 400;\">El Nuevo Herald<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even so, the report affirms that the Department of State and the Citizenship and Immigration Service \u201care studying options\u201d so that the family reunification program can continue.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regarding the applications for refugee status for Cubans, it explains that since the start of the fiscal year applications have not been accepted nor have the already presented ones been processed, at least in the aforementioned six months.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Already by early 2018, the Herald <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/sociedad-cuba\/migraciones\/eeuu-podria-incumplir-acuerdos-migratorios-cuba\/\" target=\"_blank\" rel=\"noopener\"><b>had advanced<\/b><\/a><span style=\"font-weight: 400;\"> that the U.S. government could not meet the quota of visas for Cubans, citing a spokesperson from the Department of State, who, however, at the time said that the United States maintained its commitment \u201cof supporting a safe, orderly and legal migration.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Months later, reality confirmed that prediction, according to the cited report.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/oncubanews.com\/cuba-ee-uu\/eeuu-no-espera-cumplir-cuota-de-visas-para-cubanos\/\" target=\"_blank\" rel=\"noopener\">Denied Visa, no prejudice?<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/oncubanews.com\/tag\/ataques-acusticos\/\" target=\"_blank\" rel=\"noopener\"><b>alleged attacks<\/b><\/a><span style=\"font-weight: 400;\"> suffered by some 20 U.S. diplomats in Havana, whose veracity is questioned by the Cuban government, led to the withdrawal of approximately two thirds of the U.S. officials in the capital of the island, with the subsequent halting of the majority of consular procedures.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAlmost all the visa processing in Havana is suspended,\u201d confirmed the Department of State, which in addition affirmed that the processing of immigrant visas for Cubans in embassies outside the island is being managed \u201cat a much more reduced capacity.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The aforementioned refers to the moving of the issuing of Cuban immigrant visas first to Bogot\u00e1, Colombia, and later to Georgetown, Guyana, while the application for visas to visit the United States must also be made in U.S. consulates outside Cuba. However, the <\/span><i><span style=\"font-weight: 400;\">Herald<\/span><\/i><span style=\"font-weight: 400;\"> notes that \u201cmany Cubans cannot afford to make those expensive trips to Guyana and Colombia to apply for the immigrant visa, especially without being sure that it be granted to them.\u201d<\/span><\/p>\n<p><b>\u201cSignificant\u201d reduction of immigrants<\/b><\/p>\n<p><span style=\"font-weight: 400;\"> The drastic decrease in the issuing of visas to Cubans also has as a backdrop the notable drop in Cubans\u2019 irregular migration to the United States after the elimination in January 2017 of the <\/span><a href=\"https:\/\/oncubanews.com\/ecos\/sin-pies-secos-pies-mojados-que-cambia-y-que-se-mantiene\/\" target=\"_blank\" rel=\"noopener\"><b>\u201cwet foot\/dry foot\u201d<\/b><\/a><span style=\"font-weight: 400;\"> policy that allowed those who illegally arrived from the island to easily enter U.S. territory and request permanent residence after a year and one day.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, now the Cubans who try to enter the United States without a visa run the risk of being deported, \u201cwhich places them in the same situation as potential immigrants from other countries,\u201d explained <\/span><i><span style=\"font-weight: 400;\">El Nuevo Herald<\/span><\/i><span style=\"font-weight: 400;\">, which also recalls that \u201cthe U.S. Coast Guard Service and the Cuban Border Patrol regularly cooperate in matters of maritime immigration.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The publication sets at 5,651 the number of Cubans intercepted at sea by the U.S. Coast Guard in the fiscal year of 2016 and at 1,606 in 2017. But up to August 14 of this fiscal year the number was barely 200. Meanwhile, Cuba has reported 27 cases, according to the Department of State report.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The amount of Cubans who try to get to the United States by land through the border with Mexico \u201chas also dropped significantly\u201d this fiscal year. In the previous period Customs and Border Protection had 15,557 \u201cinteractions with Cuban citizens,\u201d a number that had descended to 5,465 until August 21 of this year.<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/oncubanews.com\/cuba\/sociedad-cuba\/migraciones\/la-emigracion-cubana-a-eeuu-en-cifras\/\" target=\"_blank\" rel=\"noopener\">Cuban immigration to U.S in numbers<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">In terms of the deportations to the island established in the migration agreements between both countries, the report says that out of the 2,746 Cubans who had left the island during the Mariel exodus and who the United States declared ineligible to remain in the country for different reasons, 2,034 have already been deported while 254 have died. Up to August of this fiscal year five Cubans from that list were returned.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, according to the report, there are another 37,000 Cubans with definitive deportation orders, many of them convicted criminals who have served their sentences for crimes committed in the United States. The U.S. government \u201cin recent years\u201d has presented to Havana 2,000 cases of Cubans it wishes to deport and, according to the report, in December 2017 Cuba accepted the repatriation of 10.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also up to August 8 the Immigration and Customs Enforcement (ICE) has presented the cases of 697 Cubans it wishes to deport because they tried to enter the United States after January 12, 2017, following the guidelines of the <\/span><a href=\"https:\/\/oncubanews.com\/sociedad\/cesa-eeuu-politica-de-pies-secos-pies-mojados-para-inmigrantes-cubanos\/\" target=\"_blank\" rel=\"noopener\"><b>joint statement <\/b><\/a><span style=\"font-weight: 400;\">issued at the time. But, according to the report, Havana has refused the entry of 362 of them due to the differences in the interpretation of the agreement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe Department of State and the ICE are attempting to resolve this difference in interpretation,\u201d says the report.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Official Cuban and U.S. representatives met for the last time to deal with migratory relations <\/span><a href=\"https:\/\/oncubanews.com\/cuba-ee-uu\/conversaciones-migratorias-entre-cuba-y-eeuu\/\" target=\"_blank\" rel=\"noopener\"><b>in July 2018<\/b><\/a><span style=\"font-weight: 400;\"> in Washington. \u201cBoth parties recognized the benefits of the Joint Statement of January 12, 2017,\u201d according to a Cuban Foreign Ministry <\/span><a href=\"http:\/\/www.minrex.gob.cu\/es\/celebrada-ronda-migratoria-entre-cuba-y-los-estados-unidos\" target=\"_blank\" rel=\"noopener\"><b>note<\/b><span style=\"font-weight: 400;\">.<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Both countries\u2019 authorities expect to again hold talks on the subject late this year, according to <\/span><i><span style=\"font-weight: 400;\">El Nuevo Herald<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The U.S. government \u201cexpects it won\u2019t reach the minimum of 20,000 annual immigrant visas for Cubans,\u201d according to El Nuevo Herald, which cites a Department of State report.
