the policies on the use of the platform, one of its executives confirmed to <strong>OnCuba<\/strong>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Director of Global Communications of Twitter, Ian Plunkett, shared with <strong>OnCuba<\/strong> through an email the actions that the company considered as violations by the suspended official accounts of the Cuban media and some journalists and officials.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among the <\/span><a href=\"https:\/\/help.twitter.com\/en\/rules-and-policies\/platform-manipulation\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">platform manipulation policies<\/span><\/a><span style=\"font-weight: 400;\"> that were considered infringed are those related to the artificial amplification of information through several accounts at the same time.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following we reproduce exactly the executive\u2019s response.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">You can\u2019t artificially amplify or disrupt conversations through the use of multiple accounts.\u00a0This includes:<\/span><\/p>\n<p><em><span style=\"font-weight: 400;\">-Overlapping accounts: operating multiple accounts with overlapping use cases, such as identical or similar personas or substantially similar content;<\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">-Mutually interacting accounts: operating multiple accounts that interact with one another in order to inflate or manipulate the prominence of specific Tweets or accounts; and<\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">-Coordination: creating multiple accounts to post duplicative content or create fake engagement<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">Some of the &#8220;fake exchanges&#8221; alerted by the company include &#8220;publishing identical or substantially similar Tweets or hashtags of multiple accounts that a person operates; participating (retweets, likes, mentions, votes in the Twitter survey) repeatedly with the same Tweets or accounts of several accounts that a person operates; and coordinating or compensating others to participate in an artificial exchange or amplification, even if the persons involved use only one account,&#8221; the company warns.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;We communicate policy violations directly to the account holder,&#8221; said Plunkett.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As to whether they will be restored soon or any other information on the subject, the executive simply replied: &#8220;We&#8217;ve nothing further to share at this time.&#8221;<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"dptzq0l1yJ\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/twitter-suspends-official-cuban-media-accounts-government-denounces-it\/\">Twitter suspends official Cuban media accounts; UPEC said in the <\/span><a href=\"https:\/\/www.cubaperiodistas.cu\/index.php\/2019\/09\/declaracion-de-la-upec-twitter-censura-masivamente-a-periodistas-y-medios-en-cuba\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">statement<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Eugenio Mart\u00ednez Enr\u00edquez, General Director for Latin America and the Caribbean of the Cuban Ministry of Foreign Affairs, wrote a tweet directly to the company&#8217;s CEO, Jack Dorsey, who has visited the island before, to ask for an explanation about what happened.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Dear <a href=\"https:\/\/twitter.com\/jack?ref_src=twsrc%5Etfw\">@jack<\/a> Dorsey: You&#39; ve visited <a href=\"https:\/\/twitter.com\/hashtag\/Cuba?src=hash&amp;ref_src=twsrc%5Etfw\">#Cuba<\/a> some months ago. Yesterday your company simultaneously suspended dozens of cuban journalists twitter accounts, while the President of <a href=\"https:\/\/twitter.com\/hashtag\/Cuba?src=hash&amp;ref_src=twsrc%5Etfw\">#Cuba<\/a> <a href=\"https:\/\/twitter.com\/DiazCanelB?ref_src=twsrc%5Etfw\">@DiazCanelB<\/a> was making a national presentation. Could you kindly tell us what happens? <a href=\"https:\/\/twitter.com\/twitter?ref_src=twsrc%5Etfw\">@Twitter<\/a> <a href=\"https:\/\/t.co\/v79Eb1QIQD\">pic.twitter.com\/v79Eb1QIQD<\/a><\/p>\n<p>&mdash; Eugenio Mart\u00ednez Enr\u00edquez (@EugenioMtnez) <a href=\"https:\/\/twitter.com\/EugenioMtnez\/status\/1172119350129635328?ref_src=twsrc%5Etfw\">September 12, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><span style=\"font-weight: 400;\">Mart\u00ednez emphasized the fact that Dorsey had <\/span><a href=\"https:\/\/twitter.com\/jack\/status\/1009910969328431111\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">visited Cuba<\/span><\/a><span style=\"font-weight: 400;\"> in previous months and in a second tweet invited him to send him a private message if he thought it more convenient.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dorsey has not given a public statement on the issue.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In his personal account (recently hacked), he maintains among his main tweets one of 2018 that explains: &#8220;We have witnessed abuse, harassment, troll armies, manipulation through bots and human-coordination, misinformation campaigns, and increasingly divisive echo chambers. We aren\u2019t proud of how people have taken advantage of our service, or our inability to address it fast enough.&#8221;<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Why? We love instant, public, global messaging and conversation. It\u2019s what Twitter is and it\u2019s why we\u2018re here. But we didn\u2019t fully predict or understand the real-world negative consequences. En una evidente operaci\u00f3n concertada se trat\u00f3 de limitar los pronunciamientos de los revolucionarios en favor de la verdad. <a href=\"https:\/\/t.co\/N1Dm8wtytW\">pic.twitter.com\/N1Dm8wtytW<\/a><\/p>\n<p>&mdash; Canciller\u00eda de Cuba (@CubaMINREX) <a href=\"https:\/\/twitter.com\/CubaMINREX\/status\/1171942758824783872?ref_src=twsrc%5Etfw\">September 12, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><span style=\"font-weight: 400;\">Camilo Condis, one of the most followed and active Cuban users on Twitter, considered &#8220;unfortunate the inclusion of official media and Cuban officials&#8221; in the suspension of accounts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;While many of us fight on Twitter for the guarantee of freedom of opinion and expression, for the same reason we must support the right to these official Cuban media and official journalists to have their presence on Twitter,&#8221; Condis told <strong>OnCuba<\/strong>.<\/span><\/p>\n<p><strong>Twitter continues the suspensions<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">This Thursday Twitter suspended the accounts of former Cuban President Ra\u00fal Castro and his daughter Mariela Castro, a deputy and director of the National Center for Sex Education (CENESEX), after blocking the day before the island\u2019s main media, which described the measure as an &#8220;act of mass censorship,&#8221; EFE reported.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, other accounts such as those of Ren\u00e9 Gonzales were also deactivated.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although Twitter explained that the suspension would be linked to violations of the terms of use, other users who are not linked to state media were also suspended, such as the case of independent journalist Aynel Mart\u00ednez.<\/span><\/p>\n<p>https:\/\/www.facebook.com\/photo.php?fbid=2376843555764125&#038;set=a.597670847014747&#038;type=3<\/p>\n<p><span style=\"font-weight: 400;\">Mart\u00ednez, who previously worked at <em>Cubadebate<\/em> and today is the director of the independent CubaLite media, considers these actions as an &#8220;act of censorship.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;I haven\u2019t published any content that violates Twitter\u2019s policies, or at least I think so. I don&#8217;t think there\u2019s any raison d\u2019\u00eatre for this censorship,&#8221; he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a second contact with Twitter to inquire about the reasons behind the massive suspension of Cuban accounts, Plunkett simply responded that the company&#8217;s policies &#8220;apply to everyone.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;If the account holder feels that his account was suspended by mistake, he can appeal <\/span><a href=\"https:\/\/help.twitter.com\/forms\/general\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">,&#8221; he concluded.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><em>*Some of the personal accounts were reestablished on the evening of September 12.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Twitter suspended the accounts of the main Cuban news media, as well as that of some journalists and officials, for considering that they &#8220;violate&#8221; the policies on the use of the platform, one of its executives confirmed to OnCuba.
