The official website Razones de Cuba <\/em><\/span>denied<\/span><\/a> this Wednesday the complaints of animal protectors who in recent days denounced in the social media a massive pick up and putting to sleep of stray dogs in Havana, on the occasion of the visit of the king and queen of Spain and the city\u2019s 500th anniversary.<\/span><\/p>\n

In an editorial note, the website attributes to \u201cmisrepresentation\u201d or \u201cignorance\u201d the \u201cmedia campaign that has been unleashed on the Internet,\u201d in which \u201cheated statements\u201d of \u201cdown Zoonosis,\u201d \u201czoonazis\u201d or even the accusation of \u201cmurderers\u201d or \u201cgenocides\u201d can be found in several posts.<\/span><\/p>\n

Razones de Cuba recognizes that the Zoonosis program, under the Ministry of Public Health (MINSAP), \u201chas among its functions picking up stray dogs and cats,\u201d which, it says, are put to sleep if they are not claimed after 72 hours. But it denies that \u201ca \u2018special collection\u2019 is being carried out due to the arrival of the king and queen of Spain to Cuba or the celebrations for the 500th anniversary of Havana,\u201d and that the animals that are picked up are thrown to the lions.<\/span><\/p>\n

It affirms that this program, which at the national level is directed by veterinarian Jusayma Gonz\u00e1lez, is aimed at \u201creducing the incidence in human beings of any zoonotic disease, not at controlling animal populations.\u201d In addition, it denies\u2015as some activists have said on the social media\u2015that 15 vehicles of the entity officially called the Canine Observation Center have gone out to \u201cclean\u201d Havana, because \u201cit doesn\u2019t even have the three cars it\u2019s supposed to have.\u201d<\/span><\/p>\n

\u201cCurrently, only one pick-up vehicle is operating, given the fuel limitations imposed by the U.S. sanctions,\u201d explains the note, which states that \u201cthe photos circulating on the social media are outdated.\u201d<\/span><\/p>\n

\u201cApart from the strictly technical and material limitations, the collections by the Canine Observation Center are aimed at responding to complaints from work centers or people who ‘call Zoonosis’ to solve problems of animal overpopulation, violent animals or behavior changes, suspicions of rabies,\u201d it adds.<\/span><\/p>\n

However, the note admits that \u201cit is true that the personnel working in this center are not the most qualified, nor do they handle the animals they pick up with the greatest skill\u201d and that \u201cmany times they behave abruptly and even violently, which is something that must be improved,\u201d for which it asks for \u201cthe help of the protectors and civil society in general.\u201d<\/span><\/p>\n

It also recognizes that for the putting to sleep of animals \u201cstrychnine is used, a substance that is not approved internationally and that MINSAP officials themselves admit should not continue being used.\u201d And although it affirms that \u201cthe alternatives are not simple\u201d because of the \u201climitations\u201d Cuba is experiencing \u201cin the matter of medicines,\u201d it says that \u201cthere are other methods, such as the overdose of anesthetics,\u201d those \u201cthat can put dogs to sleep in a less painful way\u201d and \u201care being studied for their use.\u201d<\/span><\/p>\n

Given the undeniable existence on the island of animal abuse, the publication calls for \u201ca greater link between the Zoonosis program and animal protectors, whether or not they belong to associations or organizations (which may or may not be recognized by law)\u201d and it affirms that \u201cgiving a home to all those dogs that roam the streets of Cuba is everyone’s responsibility.\u201d<\/span><\/p>\n

Although it does not mention the protest held last Monday by a group of activists in front of a Zoonosis program center, which culminated in <\/span>the rescue of animals<\/span><\/a> that were there, Razones de Cuba<\/em> does report on the meeting held a day later between representatives of the protectors and MINSAP authorities, which, it says, \u201cwas, in short, a first step to strengthen an alliance between the state sector and civil society to contribute to the aim that both share as an ideal: animal welfare.\u201d<\/span><\/p>\n

The note quotes Valia Rodr\u00edguez, one of the participants, who narrates that in the meeting \u201cit was agreed to hold on November 15 an extended meeting with the Ministry of Agriculture, Animal Health, because they are important actors in the search for solutions.\u201d At that meeting, according to Rodriguez, a short-term work plan must be coordinated for joint work between state entities and protectors on issues such as \u201cthe pickup of dogs, putting them to sleep, a rabies program and an education and awareness program on responsible possession and against abuse.\u201d<\/span><\/p>\n

Razones<\/em>\u2026 also affirms that \u201cwork is underway on an Animal Welfare Law,\u201d one of the Cuban protectors\u2019 repeated requests, for which \u201cthe Ministry of Agriculture is coordinating a national commission, responsible for drawing up this legislation (the first of its type in Cuba).\u201d<\/span><\/p>\n

In that commission, it says, \u201cspecialists from the Ministry of Science, Technology and Environment, zoos, Hygiene and Epidemiology, veterinary institutes and clinics, among other institutions, are participating.\u201d<\/span><\/p>\n

Similarly, it explains that four draft laws had previously been submitted and that the current one \u201calready forms part of the legislative schedule of the National Assembly of People’s Power for approval.\u201d In addition, it ensures that a project for the creation of a Pet Registry, which \u201cdoes not require an enabling law,\u201d was also recently presented on the island.<\/span><\/p>\n

This registry, the note concludes, \u201cwould be a step forward for this joint work to be carried out by the Zoonosis program, MINSAP and other state institutions, together with the passionate animal advocates emerging today from our civil society.\u201d<\/span><\/p>\n

Also on Tuesday, the \u201cHola Habana\u201d program of the Cuban capital\u2019s television channel criticized the campaign of recent days of animal rights activists, which has been joined by artists and other public figures. The program stated that the photos being disseminated on the Internet were false and that many comments from the protectors about the work of the Zoonosis program were due to \u201cmisleading information,\u201d which has generated a wave of reactions and criticisms in the social media.<\/span><\/p>\n
