
{"id":211191,"date":"2019-12-23T08:08:30","date_gmt":"2019-12-23T13:08:30","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=211191"},"modified":"2019-12-23T08:08:30","modified_gmt":"2019-12-23T13:08:30","slug":"manuel-marrero-appointed-prime-minister-of-cuba","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba\/manuel-marrero-appointed-prime-minister-of-cuba\/","title":{"rendered":"Manuel Marrero appointed Prime Minister of Cuba"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The until now Minister of Tourism of Cuba, Manuel Marrero, was appointed Cuban Prime Minister by the National Assembly, at the proposal of President <\/span><a href=\"https:\/\/oncubanews.com\/tag\/miguel-diaz-canel\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Miguel D\u00edaz-Canel<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The appointment of the Prime Minister, a figure that reappears on the island with the <\/span><a href=\"https:\/\/oncubanews.com\/tag\/constitucion-cubana\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">new Constitution<\/span><\/a><span style=\"font-weight: 400;\"> and was absent for more than four decades, was one of the highlights of the current parliamentary session and had generated great expectation among analysts and the general population.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the current Magna Carta, when Marrero\u201556 and who has been running the Ministry of Tourism since 2004\u2015occupies this position he becomes the Head of Government of the Republic for a period of five years, during which he will head the Council of Ministers and must render account of his work before the President of the Republic and the Legislative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Marrero&#8217;s proposal was unanimously supported by the Assembly. His appointment came as somewhat of a surprise, as the former minister of tourism was not the favorite candidate of the analysts, who were mainly inclined for Roberto Morales and In\u00e9s Mar\u00eda Chapman, who were Vice Presidents of the Council of Ministers and who were now designated as two of the six Deputy Prime Ministers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Together with them, the historic commander Ramiro Vald\u00e9s, Ricardo Cabrisas and Jorge Luis Tapia, who until now were also Vice Presidents of the Council of Ministers, were appointed. The sixth Deputy Prime Minister is <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/ministro-de-economia-la-unificacion-monetaria-se-hara-cuando-esten-creadas-las-condiciones\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Alejandro Gil<\/span><\/a><span style=\"font-weight: 400;\">, who will combine this function with his position as Minister of Economy, for which he was ratified this Saturday.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, Jos\u00e9 Armando Ricardo Guerra was ratified as secretary of the Council of Ministers.<\/span><\/p>\n<p>https:\/\/twitter.com\/AsambleaCuba\/status\/1208435731263361024<\/p>\n<p><span style=\"font-weight: 400;\">At the proposal of President D\u00edaz-Canel, the remaining members of the Council of Ministers were also appointed, which include six new ministers: Marta Elena Feito, as Minister of Labor and Social Security; Juan Carlos Garc\u00eda, as Minister of Tourism, replacing Marrero; Martha Sabina, as Minister-President of the Central Bank of Cuba; Jorge Santiago Sobrino, as Minister of the Food Industry; Eloy \u00c1lvarez, as Minister of Industries; and Nicol\u00e1s Arrente, as the new Minister of Energy and Mines.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The rest of the ministers were ratified in their positions. They are:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Leopoldo Cintra Fr\u00edas, Minister of the Revolutionary Armed Forces<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Julio C\u00e9sar Gandarilla, Minister of Interior<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Jos\u00e9 Ram\u00f3n Saborido, Minister of Higher Education<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ena Elsa Vel\u00e1zquez, Minister of Education<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Meisi Bola\u00f1os, Minister of Finance and Prices<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ren\u00e9 Mesa Villafa\u00f1a, Minister of Construction<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Rodrigo Malmierca, Minister of Foreign Trade and Investment<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Bruno Rodr\u00edguez, Minister of Foreign Affairs<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Eduardo Rodr\u00edguez, Minister of Transportation<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Elba Rosa P\u00e9rez, Minister of Science, Technology and Environment<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Oscar Manuel Silvera, Minister of Justice<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Betsy D\u00edaz, Minister of Domestic Trade<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Alpidio Alonso, Minister of Culture<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Jorge Luis Perdomo, Minister of Communications<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Jose \u00c1ngel Portal, Minister of Public Health<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Alejandro Gil, Minister of Economy<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Gustavo Rodr\u00edguez, Minister of Agriculture<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Antonio Rodr\u00edguez, Institute of Hydraulic Resources\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Alfonso Noya, Cuban Institute of Radio and Television<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Osval Vento, National Institute of Sports, Physical Education and Recreation (INDER)<\/span><\/li>\n<\/ol>\n<p><strong>Legislative schedule approved<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">This Saturday the Cuban deputies also approved the legislative schedule of the National Assembly until 2022, \u201cwhose compliance will be assessed annually by the Parliament, which will approve the necessary changes,\u201d the official <em>Cubadebate<\/em> website <\/span><a href=\"http:\/\/www.cubadebate.cu\/temas\/politica-temas\/2019\/12\/21\/minuto-a-minuto-parlamento-cubano-designara-al-primer-ministro-y-aprobara-cronograma-legislativo\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As part of this, and following the guidelines of the recently enacted Magna Carta, 39 new laws and 31 decree laws are included, totaling 70 higher-level legal norms. Extraordinary sessions of the Assembly are also expected in April and October with \u201cthe objective of approving an important number of legal norms during the next year.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Minister of Justice Oscar Silvera affirmed that \u201cthe planned dates were based on seeking a balance between the priorities of the country and real possibilities of the dynamics of work of the National Assembly,\u201d in search of \u201ceach law strictly complying with what has been approved.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For his part, the president of the Assembly and the Council of State, Esteban Lazo, explained that due to the extension of the legislative schedule derived from the current Constitution, the laws and decrees laws based on it \u201ccannot be addressed in their totality in the current Legislature, so others will have to be deferred for the next one.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the parliamentary session it was specified that the Family Code, one of the most awaited legislative drafts because it could include the controversial issue of same-sex marriage, will be presented at the National Assembly in March 2021, after which it will be submitted to a popular consultation.
