It began right at the beginning with a <\/span><a href=\"https:\/\/oncubanews.com\/tag\/tornado-en-la-habana\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">devastating tornado<\/span><\/a><span style=\"font-weight: 400;\"> in January and continued with a blow to tourism with the end of cruises and other travel restrictions imposed by the United States.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The economic difficulties forced the Executive of <\/span><a href=\"https:\/\/oncubanews.com\/tag\/miguel-diaz-canel\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Miguel D\u00edaz-Canel<\/span><\/a><span style=\"font-weight: 400;\"> to decree an alarming \u201ctemporary energy situation\u201d in September, and to juggle all year round with measures such as the opening of stores selling in dollars. Meanwhile, the crisis in Ecuador and Bolivia put an end to the island\u2019s health cooperation in those nations and brought to a close the income it generated.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The proclamation of the <\/span><a href=\"https:\/\/oncubanews.com\/tag\/constitucion-cubana\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">new Magna Carta<\/span><\/a><span style=\"font-weight: 400;\">, the celebration of Havana\u2019s half millennium, the visit of the king and queen of Spain and the increase in activism beyond the government, also marked the news agenda in the year that ends. We are focusing on these and other issues in a tight top ten list of what happened in Cuba in the last 12 months.<\/span><\/p>\n<p><strong>1-Constitution proclaimed, D\u00edaz-Canel ratified<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Everyone knew it, but in short it was news. After a popular consultation and the approval of the final draft by the National Assembly in 2018, the new Constitution was <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/ratifican-resultados-del-referendo-que-aprobo-nueva-constitucion-cubana\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">ratified in the referendum<\/span><\/a><span style=\"font-weight: 400;\"> of last February 24 with the support of 86.85% of the votes, and then <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/new-constitution-proclaimed-and-cuba-will-have-a-prime-minister-this-year\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">proclaimed<\/span><\/a><span style=\"font-weight: 400;\"> on April 10 by the island\u2019s parliament.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following a pre-established route, the National Assembly approved in July the new Electoral Law\u2015which maintains the process of direct election of the deputies and the indirect election of the President, the Council of State and the majority of government posts\u2015, and in October it ratified D\u00edaz-Canel at the head of the Executive. The circle closed on December 21 with the\u2015for many surprising\u2015designation of the hitherto minister of tourism, <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/manuel-marrero-appointed-prime-minister-of-cuba\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Manuel Marrero, as Prime Minister<\/span><\/a><span style=\"font-weight: 400;\">, a position recovered by the current Magna Carta.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"rA7YK8W5P9\"><p><a href=\"https:\/\/oncubanews.com\/cuba\/cuba-en-referendo\/\">Cuba en referendo<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"\u00abCuba en referendo\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/cuba\/cuba-en-referendo\/embed\/#?secret=8eJiWNG7Yi#?secret=rA7YK8W5P9\" data-secret=\"rA7YK8W5P9\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><strong>2-Havana, the 500 and a tornado<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Although sights had been set on Havana&#8217;s 500th anniversary long before the start of the year, in 2019 the countdown entered its final stretch. The works were speeded up\u2015a total of more than 2,000 were executed, according to official data\u2015and the consequent inaugurations, among them those of the San Rafael boulevard, the Coppelia ice cream parlor, the Cuatro Caminos Market\u2015the scene of an <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/incidents-cause-temporary-closure-of-cuatro-caminos-market-on-its-reopening-day\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">unfortunate and publicized pitched battle<\/span><\/a><span style=\"font-weight: 400;\"> on its opening day\u2015and the brand new National Capitol, whose staircase hosted the anniversary gala on the night of November 16.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the festivities were surrounded by tension from early on, as a result of the terrible tornado that hit several Havana municipalities on the night of January 27. The meteorological event left a balance of seven dead, almost 200 injured and some 10,000 displaced, and damaged about 8,000 homes and other buildings, which led to a rapid constructive movement and government support\u2015not exempt of <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/oficina-de-tramites\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">complaints and dissatisfactions<\/span><\/a><span style=\"font-weight: 400;\">\u2015and international donations and by Cuban civil society, which mobilized as never before to help the victims.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"dO3PBHEDGV\"><p><a href=\"https:\/\/oncubanews.com\/opinion\/columnas\/abalorios\/triptico-del-dolor-ajeno\/\">Tr\u00edptico del dolor ajeno<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"\u00abTr\u00edptico del dolor ajeno\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/opinion\/columnas\/abalorios\/triptico-del-dolor-ajeno\/embed\/#?secret=8YUvVLx4zI#?secret=dO3PBHEDGV\" data-secret=\"dO3PBHEDGV\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><strong>3-The king and queen, and prince and princess, arrive\u00a0<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">2019 will go down in history as the year in which Cuba received two unprecedented royal visits. For the first time a King of Spain and a Prince of Wales, heir to the British crown, made official visits to the island, events that at the same time marked a milestone in relations between these European countries and Cuba, and confirmed their progress, experienced in recent times.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">King Felipe VI and Queen Letizia carried out <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/reyes-de-espana-se-despiden-de-cuba-tras-visita-a-santiago\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">an extensive agenda<\/span><\/a><span style=\"font-weight: 400;\"> in Cuba between November 11 and 14, a visit in the context of Havana&#8217;s 500th anniversary that included a meeting with the Cuban president, cultural activities and a trip to the eastern city of Santiago. Meanwhile, Prince Charles of England and his wife Camila, Duchess of Cornwall, also walked through the capital, met with entrepreneurs and were received by D\u00edaz-Canel on their trip of <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/principe-carlos-inicia-proyecto-de-parque-solar-con-fondos-britanicos-en-cuba\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">three days to the island<\/span><\/a><span style=\"font-weight: 400;\"> at the end of March.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"HrtI8bFf2e\"><p><a href=\"https:\/\/oncubanews.com\/cuba\/carlos-camila-y-juan-en-un-parque-de-la-habana\/\">Carlos de Gales y su esposa visitan estatua de John Lennon en La Habana<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"\u00abCarlos de Gales y su esposa visitan estatua de John Lennon en La Habana\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/cuba\/carlos-camila-y-juan-en-un-parque-de-la-habana\/embed\/#?secret=4SlT1jjtEu#?secret=HrtI8bFf2e\" data-secret=\"HrtI8bFf2e\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><strong>4-Living \u201ctemporary situations\u201d<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">On September 11, the Cuban president <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/diaz-canel-niega-un-nuevo-periodo-especial-y-anuncia-medidas-ante-crisis-energetica\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">announced in person on television<\/span><\/a><span style=\"font-weight: 400;\"> that the country was suffering from an energy crisis derived from U.S. government measures to prevent the arrival of oil to the island and thus \u201casphyxiate the Cuban economy.\u201d At the time, D\u00edaz-Canel assured that it was a \u201ctemporary\u201d situation and denied that it was a return to the Special Period, the severe crisis suffered by Cuba during the 1990s.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This \u201ctemporary situation\u201d forced the Cuban government to stop, reduce or change the schedule of productions and works in progress, reduce fuel allocation and public transportation and prioritize basic services and \u201cfundamental economic activities,\u201d such as tourism, among other measures. However, the president himself has warned that, although the crisis <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/diaz-canel-cuba-ha-ido-remontando-crisis-energetica-coyuntural\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">has gradually improved<\/span><\/a><span style=\"font-weight: 400;\">, the country\u2019s current scenario makes it necessary to strengthen savings and maintain policies adopted during the \u201ctemporary situation.\u201d<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"DacVIoMceD\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/temporary-problem-or-structural-crisis-in-cuba\/\">Temporary problem or structural crisis in Cuba?<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Temporary problem or structural crisis in Cuba?&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/temporary-problem-or-structural-crisis-in-cuba\/embed\/#?secret=AUTOXWaxfE#?secret=DacVIoMceD\" data-secret=\"DacVIoMceD\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><strong>5-The return of the dollar and the \u201ccapped\u201d prices<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">The confirmation of the \u201ctemporary energy crisis\u201d was not the only important announcement of the last twelve months. 2019 brought with it government measures that shook Cuba\u2019s socioeconomic landscape, which included the opening\u2015or rather the rescue\u2015of <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/what-is-known-about-the-new-stores-in-foreign-currency-for-cubans\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">retail stores for the selling in dollars<\/span><\/a><span style=\"font-weight: 400;\">\u2015although not in cash, but through debit cards associated with bank accounts \u2015of a group of products at \u201ccompetitive prices,\u201d with the imperative objective of \u201ccapturing foreign currencies.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to the opening of these stores\u2015of which <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/more-than-40-stores-selling-in-dollars-will-operate-in-cuba-by-the-end-of-the-year\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">at the close of 2019 some 40 should be operating<\/span><\/a><span style=\"font-weight: 400;\"> throughout the island\u2015, the Cuban government also decreed an increase in state salaries and pensions that benefited more than 2.7 million persons, and a controversial policy of \u201ccapped prices\u201d both in the state sector and, above all, in the private sector, to try to prevent prices from skyrocketing as a result of the economic crisis and the wage increase. Other eye-catching measures were <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/dos-tiendas-en-cuc-de-la-habana-ya-dan-vueltos-en-pesos-cubanos\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the giving change in Cuban pesos (CUP)<\/span><\/a><span style=\"font-weight: 400;\"> in stores that mainly operate in convertible pesos (CUC) and the suspension of the use of the latter currency in border, which have triggered alarms about an increasingly close monetary unification.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"UNjDdyXO2z\"><p><a href=\"https:\/\/oncubanews.com\/en\/opinion\/columns\/counterbalance\/the-economy-and-hope\/\">The economy and hope<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;The economy and hope&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/opinion\/columns\/counterbalance\/the-economy-and-hope\/embed\/#?secret=6tvPxPIH2b#?secret=UNjDdyXO2z\" data-secret=\"UNjDdyXO2z\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><strong>6-Backward step for tourism\u00a0<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">The performance of <\/span><a href=\"https:\/\/oncubanews.com\/tag\/turismo-en-cuba\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">tourism<\/span><\/a><span style=\"font-weight: 400;\">, one of the undisputed driving forces of the Cuban economy, confirms the ups and downs of the year that ends. 2019 began with the government&#8217;s aim of reaching 5 million visitors for the first time, a goal that seemed primarily possible due to the sustained growth of cruises and the recovery of the Canadian market. Up to April, for example, more than 1.8 million visitors <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/turismo-a-cuba-crecio-un-72-hasta-abril\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">had arrived<\/span><\/a><span style=\"font-weight: 400;\"> on the island, which represented an increase of 7.2% compared to 2018 and fueled optimism for the coming months.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba-usa\/u-s-bans-cruise-trips-to-cuba\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">new sanctions<\/span><\/a><span style=\"font-weight: 400;\"> by the U.S. government such as the prohibition of cruises and the elimination of people-to-people educational and cultural travel, together with other restrictions on visits to Cuba, were a blow to the so-called smokeless industry, which forced tourism authorities to drastically lower their forecast for the year to 4.3 million and to strengthen the search for emerging markets. The most resounding and saddest of all was <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/two-cuban-doctors-kidnapped-in-kenya\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the kidnapping last April 12<\/span><\/a><span style=\"font-weight: 400;\"> of two collaborators in the African continent. Doctors Landy Rodr\u00edguez and Assel Herrera were allegedly kidnapped by members of the Al-Shabaab terrorist group in the town of Mandera, in an area of \u200b\u200bKenya bordering Somalia and Ethiopia, and eight months later little is known about their situation. The Cuban authorities, citing their Kenyan peers, say they are \u201cwell\u201d and that they are working for their \u201csafe return.\u201d But, beyond this, very little has been made public.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, this year also marked the end of Cuba&#8217;s medical collaboration in Bolivia and Ecuador, two of its main strongholds in Latin America. In the first case, it took place after the forced resignation of President Evo Morales and <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/cuba-denuncia-detencion-de-la-jefa-de-su-mision-medica-y-otros-colaboradores-en-bolivia\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the arrest of several of its members<\/span><\/a><span style=\"font-weight: 400;\"> in the midst of the political upheaval that the South American nation was experiencing. In Ecuador it was due to the <\/span><a href=\"https:\/\/oncubanews.com\/articulos-revista\/cuba-y-ecuador-confirman-fin-de-pactos-de-servicios-medicos-y-cientificos\/\"><span style=\"font-weight: 400;\">end of the agreements<\/span><\/a><span style=\"font-weight: 400;\"> between Havana and the government of Len\u00edn Moreno, which alleged economic reasons, but which had previously suggested the participation of Cuban collaborators in the social unrest that shook that country, something that Cuba has denied and has blamed a campaign organized from the United States to discredit Cuban medical collaboration.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"ZJHWAnkP3p\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/kidnapped-cuban-doctors-are-fine-says-vice-president\/\">Kidnapped Cuban doctors \u201care fine,\u201d says vice president<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Kidnapped Cuban doctors \u201care fine,\u201d says vice president&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/kidnapped-cuban-doctors-are-fine-says-vice-president\/embed\/#?secret=2Iot76YwdN#?secret=ZJHWAnkP3p\" data-secret=\"ZJHWAnkP3p\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><strong>8-Baby Paloma, Ferrer, the government responds<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Several cases related to Cuba in 2019 made the headlines inside and outside the island, to the point of the Cuban government having to respond. One of them was <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/baby-girl-dies-in-cuba-after-vaccination-four-other-children-were-affected\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">the death<\/span><\/a><span style=\"font-weight: 400;\"> of baby Paloma Dom\u00ednguez Caballero, barely a year old, after being vaccinated in a Havana polyclinic, while other children were also hospitalized for this cause. Paloma&#8217;s parents\u2015who finally left the island\u2015denounced on the social media what happened and demanded a government response that finally came within a month of the events. The Ministry of Public Health denied that the vaccine applied had problems and said that what happened was due to \u201cviolations of established norms\u201d for which those responsible were sanctioned.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another case that jumped into public opinion was the arrest of opponent Jos\u00e9 Daniel Ferrer, who further fueled mutual accusations between Cuba and the U.S., and prompted an <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/tv-cubana-transmite-reportaje-sobre-detencion-de-opositor-jose-daniel-ferrer\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">unusual television response<\/span><\/a><span style=\"font-weight: 400;\"> from the Cuban government. The animal lovers carried out numerous actions throughout 2019, including a large march through the streets of Havana, authorized by the government. Ortega, 82, died of cancer, of which he suffered. He had already distanced himself from his post as archbishop of Havana, which he held for more than three decades.
