{"id":231251,"date":"2020-12-04T08:42:47","date_gmt":"2020-12-04T13:42:47","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=231251"},"modified":"2020-12-04T08:42:47","modified_gmt":"2020-12-04T13:42:47","slug":"cuba-regulates-international-cooperation-without-conditions-or-interference-in-internal-affairs","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba\/cuba-regulates-international-cooperation-without-conditions-or-interference-in-internal-affairs\/","title":{"rendered":"Cuba regulates international cooperation \u201cwithout conditions\u201d or \u201cinterference in internal affairs\u201d"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Cuban government promulgated a group of regulations related to the international cooperation the island provides and receives, which establishes that it will be free from \u201ceconomic, political or social conditions that imply interference in internal affairs.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It concerns a Decree-Law and eight resolutions of various ministries, a legal package in which this activity is conceptualized and procedures are defined by which it seeks to make it more efficient and speed up and make the approval processes more flexible, the official site<em> Cubadebate <\/em><\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2020\/12\/01\/cuba-promulga-paquete-de-nuevas-normas-juridicas-sobre-cooperacion-internacional\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The regulations, published in the <\/span><a href=\"https:\/\/www.gacetaoficial.gob.cu\/sites\/default\/files\/goc-2020-o85_0.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">Gaceta Oficial No. 85 Ordinaria<\/span><\/i><\/a><span style=\"font-weight: 400;\"> of this December 1, 2020, will come into force as of March 31 of next year, and with them, \u201cthe legal dispersion and existing legal gaps in some cases\u201d are eliminated, according to Magalys Estrada, general director of Economic Collaboration of the Ministry of Foreign Trade and Investment (MINCEX), cited by the source.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They apply to all national and foreign subjects, and establish the mechanisms and procedures for the island\u2019s international assistance in other countries, the official explained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The basic norm is Decree-Law 16\/2020, approved by the Council of State last September, and which states that the international cooperation that Cuba offers and receives is carried out \u201cwithout affecting the unity of Cuban society and with strict respect for the sovereignty, self-determination, laws, culture, religion and customs of the country that benefits from the cooperation, following the principles of international law.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This decree provides for the creation of a Committee for the Management and Approval of International Cooperation Programs and Projects, \u201cto make all legal processes and procedures more flexible\u201d and also establishes that the Council of Ministers will approve the proposals for international cooperation actions that Cuba offers, which will be presented by the head of MINCEX, prior to any negotiation with the foreign party, the <\/span><i><span style=\"font-weight: 400;\">Agencia Cubana de Noticias (ACN) <\/span><\/i><span style=\"font-weight: 400;\">news agency <\/span><a href=\"http:\/\/www.acn.cu\/cuba\/73436-establecen-marco-legal-de-la-cooperacion-internacional-que-cuba-ofrece-y-recibe\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"vj3ZAGJAnk\"><p><a href=\"https:\/\/oncubanews.com\/en\/coronavirus\/european-union-paho-and-cuba-to-expand-cooperation-against-the-pandemic\/\">European Union, PAHO and Cuba to expand cooperation against the pandemic<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;European Union, PAHO and Cuba to expand cooperation against the pandemic&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/coronavirus\/european-union-paho-and-cuba-to-expand-cooperation-against-the-pandemic\/embed\/#?secret=PyXR6rsC3L#?secret=vj3ZAGJAnk\" data-secret=\"vj3ZAGJAnk\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">In addition, the legal norm \u201crecognizes as international cooperation modalities disaster or emergency, economic and technical aid\u201d and among the aspects it regulates \u201cis that related to free training for students from other countries and medical care free of cost to foreign patients in the national territory.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIn the case of the cooperation received, it is intended to provide an assurance in the plan and budget for these actions, which allows, in the first place, to attract more external resources to the country based on the strategic lines that it has proposed, above all as a complement to economic and development efforts and to better implement these cooperation funds,\u201d added Estrada, who emphasized that it is an open legal framework.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOne of the features of these regulations is that the concepts are very general and open to accommodate all sources of external financing that cooperate and wish to cooperate with Cuba,\u201d she said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The MINCEX official also explained that work is underway on the preparation of a digital platform on the Internet, a one-stop window to inform and expedite permits, and that a training process will be developed \u201cfor all persons and institutions that present collaborative projects.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The publication of this package of regulations takes place in the context of the coronavirus pandemic, during which Cuba has provided its collaboration to various countries, particularly in the field of medicine, and has received cooperation from governments and international organizations.
