Photo: Evan Vucci\/AP.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Trump punished transportation, tourism, and remittances; banned business with an extensive \u201cblack list\u201d of companies linked to the Cuban military; paralyzed consular services after mysterious health problems suffered by U.S. diplomats; and bid farewell by <\/span><a href=\"https:\/\/oncubanews.com\/cuba-ee-uu\/estados-unidos-reingresa-a-cuba-en-la-lista-de-patrocinadores-de-terrorismo\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">returning Cuba to the list of sponsors of terrorism<\/span><\/a><span style=\"font-weight: 400;\">, from which it had been taken out in 2015.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For many, it was a strategy to win votes in Florida, the epicenter of Cuban exile.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Biden lived through the \u201cthaw\u201d as Barack Obama\u2019s vice president and, during his campaign, he advanced that he would retake it, canceling, at least, the measures that hinder relations between families on both sides.<\/span><\/p>\n<p><b>ONE SIGNATURE WOULD BE ENOUGH<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The question is this: how much room for maneuver does he have and how far will he go? But also: how open to a new rapprochement is the Cuban government, which in addition to being the aggrieved party has a hard sector historically more comfortable in a trench scenario?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBiden can immediately reverse each of Trump\u2019s sanctions using his executive powers, because that is how they were imposed,\u201d William LeoGrande, professor at the American University of Washington and author of <\/span><i><span style=\"font-weight: 400;\">Diplomacia encubierta con Cuba: Historia de las negociaciones secretas entre Washington y La Habana<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bureaucracy to remove Cuba from the list of sponsors \u201cmay take a few months,\u201d but it doesn\u2019t prevent the removal of the other sanctions, he clarified.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe elements to do so are available,\u201d said <\/span><a href=\"https:\/\/oncubanews.com\/cuba-ee-uu\/tarea-para-biden-sacar-a-cuba-de-la-lista\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Professor Arturo L\u00f3pez-Levy, from Holy Names University (California)<\/span><\/a><span style=\"font-weight: 400;\">, citing aspects such as the return by Cuba of several fugitives from U.S. justice even during the Trump administration.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are already voices in the U.S. asking the new president to give priority to Cuba, such as <\/span><a href=\"https:\/\/oncubanews.com\/cuba-ee-uu\/mcgovern-la-mayoria-de-los-estadounidenses-se-opone-al-embargo-a-cuba\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Democratic Congressman Jim McGovern<\/span><\/a><span style=\"font-weight: 400;\"> and weighty foreign policy organizations such as the Washington Office for Latin American Affairs (WOLA) or the Center for Democracy in the Americas (CDA).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They published a roadmap for Biden in which they recall that six decades of a hard line blocked issues of mutual interest, made life difficult for Cubans and paved the way for the influence of Russia and China.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As reasons to accelerate the rapprochement, they cite the crisis in Venezuela\u2014Cuba\u2019s main ally\u2014and the celebration this year in the U.S. of the 9th Summit of the Americas, a good setting for the presidents of both countries to dialogue.<\/span><\/p>\n<figure id=\"attachment_233645\" aria-describedby=\"caption-attachment-233645\" style=\"width: 755px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/LeoGrande41.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-233645\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/LeoGrande41.jpg\" alt=\"\" width=\"755\" height=\"490\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/LeoGrande41.jpg 755w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/LeoGrande41-300x195.jpg 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/LeoGrande41-750x487.jpg 750w\" sizes=\"auto, (max-width: 755px) 100vw, 755px\" \/><\/a><figcaption id=\"caption-attachment-233645\" class=\"wp-caption-text\">The bureaucracy to remove Cuba from the list of sponsors \u201cmay take a few months,\u201d but it doesn\u2019t prevent the removal of the other sanctions, William LeoGrande tells EFE. Guti\u00e9rrez Almeida\/OnCuba\/Archive.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The third reason is that doing so is, as LeoGrande explained, relatively easy: Biden can reverse Trump\u2019s orders with just a signature.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Analyst and former Cuban ambassador to the European Union Carlos Alzugaray agrees on this. He believes that some sanctions \u201cwill quickly go if it isn\u2019t necessary to wait\u201d for the island to be taken off the list of sponsors, although he warned that the supporters of maintaining them, like Republican Senator Marco Rubio, will argue that the target was the military.<\/span><\/p>\n<p><b>IN FAVOR: INTERNATIONAL SUPPORT AND A SMOOTH PATH<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The most compelling factor for Biden to reach out is that this policy, according to LeoGrande, was not only more effective, but most <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba-usa\/united-states-agricultural-coalition-with-cuba-asks-biden-to-resume-policies-favorable-to-bilateral-development\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u00a0Americans, businessmen\u2014especially the agri-food sector\u2014and Washington allies<\/span><\/a><span style=\"font-weight: 400;\"> support the understanding.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are also issues in which bilateral collaboration is essential, such as the fight against drugs, migration and the Venezuelan crisis, he listed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Alzugaray agrees and believes that the decision \u201cwould be welcomed by the majority of key allies and countries in the region such as Argentina and Mexico.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He also recalls that Obama tread the path when he reestablished diplomatic relations, signed 22 agreements still in force and sealed his legacy with a directive that can be restored.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt would be a clear sign with little political cost that the U.S. is returning to the \u2018soft power\u2019 policies and leaving behind Trump\u2019s coercions,\u201d said the former diplomat.<\/span><\/p>\n<figure id=\"attachment_233646\" aria-describedby=\"caption-attachment-233646\" style=\"width: 756px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/alzugaray5-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-233646\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/alzugaray5-2.jpg\" alt=\"\" width=\"756\" height=\"896\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/alzugaray5-2.jpg 756w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/alzugaray5-2-253x300.jpg 253w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2021\/01\/alzugaray5-2-750x889.jpg 750w\" sizes=\"auto, (max-width: 756px) 100vw, 756px\" \/><\/a><figcaption id=\"caption-attachment-233646\" class=\"wp-caption-text\">Health cooperation to face COVID-19 would also be a factor in favor, with the antecedent of joint work in Africa against Ebola, recalls Carlos Alzugaray. Photo: Milena Recio\/OnCuba\/Archive.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">For L\u00f3pez-Levy, Washington would also achieve \u201cgreater influence in the (economic) reform processes taking place in Cuba.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another argument, supported by Cuban Americans, is the need to normalize consular services to unblock immigration agreements, visas, and family reunification programs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Health cooperation to face COVID-19 would also be a factor in favor, with the antecedent of joint work in Africa against Ebola, recalls Carlos Alzugaray.<\/span><\/p>\n<p><b>AGAINST: HUMAN RIGHTS AND VOTES IN FLORIDA<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The factors against are summarized in the figures\u2014some powerful\u2014that systematically oppose a rapprochement as long as the island does not advance in democracy and human rights, conditions that \u201cthey know perfectly well Cuba is going to reject,\u201d said LeoGrande.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He recalled that some Democrats also fear the electoral cost in Florida, where Trump garnered more Cuban-American votes in 2020 than in 2016.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe Democrats will never outperform the Republicans when it comes to a hard line with Cuba. Instead, they should appeal to the growing Cuban-American segment that supports reconciliation,\u201d he said.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"1hQL0KpCM0\"><p><a href=\"https:\/\/oncubanews.com\/cuba-ee-uu\/puede-biden-terminar-lo-que-obama-comenzo\/\">\u00bfPuede Biden terminar lo que Obama comenz\u00f3?<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"\u00ab\u00bfPuede Biden terminar lo que Obama comenz\u00f3?\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/cuba-ee-uu\/puede-biden-terminar-lo-que-obama-comenzo\/embed\/#?secret=2Y69yiEN7c#?secret=1hQL0KpCM0\" data-secret=\"1hQL0KpCM0\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">Alzugaray also is of the opinion that this electoralist vision harms a rapprochement in which Biden would have to \u201cinvest political capital to cushion the consequences with sectors of his party such as Senator Bob Men\u00e9ndez from New Jersey, and some Republicans.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And \u201cin the grand scheme of things,\u201d with the many open fronts that the new president has, \u201cperhaps Cuba is not a priority,\u201d he pointed out.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf he does it separately in a context in which the U.S. continues to be overwhelmed by the crisis of the pandemic, it could be interpreted as a lack of adequate priorities,\u201d L\u00f3pez-Levy also warns.<\/span><\/p>\n<p><b>WHAT DOES CUBA SAY?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Despite the escalation of hostility, <\/span><a href=\"https:\/\/oncubanews.com\/cuba-ee-uu\/elecciones-en-eeuu-diaz-canel-cree-en-una-relacion-constructiva-y-respetuosa\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Cuban President Miguel D\u00edaz-Canel has reiterated that his country will dialogue as long as Washington does not expect political concessions and relations are based on common interests<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The latest gestures, however, don\u2019t go in that direction. Havana has not yet congratulated Biden\u2014at least publicly\u2014, the Cuban and Russian foreign ministers spoke by phone a day after the Democrat took office, and the rhetoric of the state media is not very friendly.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf there is no secret contact, many people have the feeling that Cuba\u2019s response is ambiguous. The media associated with the government seem to be suffering from \u2018post-Trump\u2019 traumatic shock and not giving Biden the warm welcome like other countries,\u201d said Alzugaray.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In contrast, a new head of mission, Lianys Torres, has arrived at the Cuban embassy in Washington these days, a diplomat whose long experience and good spirit have been highlighted by experts on the island\u2019s politics.<\/span><\/p>\n<p><b>THE ETERNAL EMBARGO<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Although the Democrats have taken over the White House and both Houses, the prospects for Biden to lift the embargo in force since 1962 and codified in the <\/span><a href=\"https:\/\/oncubanews.com\/tag\/ley-helms-burton\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Helms-Burton Act<\/span><\/a><span style=\"font-weight: 400;\"> (1996) seem distant.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Biden, LeoGrande said, a lot of political capital would be at stake in an issue with opposition not only from the Republicans, but from members of his own party such as Menendez or Congresswoman Debbie Wasserman-Schultz, among others.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"PCABJHr8Vm\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba-usa\/cuba-u-s-relations-a-five-year-chronology-of-the-thaw\/\">Cuba-U.S. relations: A five-year chronology of the \u201cthaw\u201d<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Cuba-U.S. relations: A five-year chronology of the \u201cthaw\u201d&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba-usa\/cuba-u-s-relations-a-five-year-chronology-of-the-thaw\/embed\/#?secret=gLOpfTSdwA#?secret=PCABJHr8Vm\" data-secret=\"PCABJHr8Vm\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">\u201cRepealing it would require the vote of two thirds of both houses, it is almost impossible,\u201d agrees Alzugaray, who suggests that an alternative that would deliver a \u201clethal blow\u201d to the embargo would be to pass a law that gives Americans freedom to travel to Cuba.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to L\u00f3pez-Levy, \u201cthe logical thing would be for the president to look for ways to give licenses to \u2018open holes\u2019 in the embargo, creating publics interested in its dismantling and who pressure the Legislative, as Obama was doing.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The arrival of Joe Biden to the White House opens a new scenario for relations between Cuba and the United States, marked by hostility and increased sanctions during Donald Trump\u2019s term in office.
