However, no mention of it was made at the meeting of the Council of State\u2014the body in charge of its approval\u2014held this Tuesday, when three other decree-laws <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/three-new-decree-laws-approved-but-animal-welfares-still-pending\/\"><span style=\"font-weight: 400;\">were approved<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"VKHdhpBiCa\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/cuban-animal-protectors-talk-with-representatives-of-ministry-of-agriculture-after-protest\/\">Cuban animal protectors talk with representatives of Ministry of Agriculture after protest<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Cuban animal protectors talk with representatives of Ministry of Agriculture after protest&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/cuban-animal-protectors-talk-with-representatives-of-ministry-of-agriculture-after-protest\/embed\/#?secret=3Y0Iv5Bk70#?secret=VKHdhpBiCa\" data-secret=\"VKHdhpBiCa\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">The above set off the alarms of activists and animal protectors, a group of which held a peaceful demonstration this Friday outside the headquarters of MINAG, as a result of which it was received by several of its authorities. At the meeting, the animal protectors\u2014mostly young\u2014presented their complaints and criteria to the officials, and the latter \u201cratified the will that a higher-ranking legal regulation that promotes animal welfare be approved this month and in which all the concerns and requirements of animal lovers in Cuba are collected and considered,\u201d according to <\/span><a href=\"https:\/\/www.minag.gob.cu\/node\/3275\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a note<\/span><\/a><span style=\"font-weight: 400;\"> published by MINAG after the meeting.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its communication, the state entity affirmed that the meeting was held \u201cas evidence of the commitment of the Cuban government and state to give the population participation in the construction of the country\u2019s public policies\u201d and pointed out that it \u201ctook place in an environment of respect and understanding between both parties.\u201d First Deputy Minister Ydael P\u00e9rez Brito, the director of Animal Health, Yobani Guti\u00e9rrez Ravelo, the legal director of MINAG, Orlando D\u00edaz Rodr\u00edguez and the head of the Independent Department of Communication, Luis Montero Mustelier, exchanged with the animal protectors.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cTopics such as animal abuse, regulations on veterinary care, sanctions contemplated for prohibited fights with the intervention of animals, the conditions of veterinary clinics and offices, aspects that coincide with concerns expressed by other animal lovers in previous meetings and in the opinions expressed through the consultation that was made through established channels and that have been contemplated in the new regulation were discussed at the meeting,\u201d the note states.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, in its social networks the MINAG affirmed that the regulation on animal welfare \u201cis a matter of national priority\u201d and \u201cis on the legislative schedule\u201d and confirmed that it had communicated today to animal protectors that its approval \u201cwill take place this month of February.\u201d<\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"es\"><a href=\"https:\/\/twitter.com\/hashtag\/LeyBienestarAnimal?src=hash&amp;ref_src=twsrc%5Etfw\">#LeyBienestarAnimal<\/a> es un tema de prioridad nacional, est\u00e1 en el cronograma legislativo, el <a href=\"https:\/\/twitter.com\/MINAGCuba?ref_src=twsrc%5Etfw\">@MINAGCuba<\/a> comunica hoy en encuentro con j\u00f3venes que la aprobaci\u00f3n del decreto Ley se realizar\u00e1 en este mes de febrero. <a href=\"https:\/\/twitter.com\/hashtag\/Cuba?src=hash&amp;ref_src=twsrc%5Etfw\">#Cuba<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/CubaLegisla?src=hash&amp;ref_src=twsrc%5Etfw\">#CubaLegisla<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/CubaViva?src=hash&amp;ref_src=twsrc%5Etfw\">#CubaViva<\/a> <a href=\"https:\/\/t.co\/OBtmpHzjL0\">pic.twitter.com\/OBtmpHzjL0<\/a><\/p>\n<p>\u2014 Ministerio de la Agricultura de Cuba (@MINAGCuba) <a href=\"https:\/\/twitter.com\/MINAGCuba\/status\/1362807788267831301?ref_src=twsrc%5Etfw\">February 19, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><span style=\"font-weight: 400;\">In its note, the Ministry of Agriculture recalled the call made last year \u201cto the general population to legislate on the subject, a context in which,\u201d it said, \u201copinions and suggestions have been received through the website and all channels such as social networks and institutional emails.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMany of these issues have been included in the new decree-law,\u201d the note says, according to which \u201cin that process more than two thousand comments were received through different channels,\u201d while \u201cMINAG authorities and specialists have held meetings with anyone who has had any concern in this regard,\u201d among which, it states, \u201call have expressed their opinions and concerns, concepts and definitions have been clarified and they have referred to the importance of having a legal body that establishes regulations on the behaviors and actions of people in their relationship with animals.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For their part, activists who went to MINAG this Friday appreciated the opportunity to exchange with the authorities and have insisted that their action does not follow a political agenda but is the result of their love for animals and impunity in the face of the mistreatment of many without there being yet a legal way to protect them. We did not want to wait another minute to ask for justice, so that something is done against such criminal acts, and, logically, justice could not be done if the Decree-Law on Animal Welfare has still not been approved,\u201d Enma Silvente, one of the animalist lovers participating in the protest and in this Friday\u2019s meeting, told <\/span><b>OnCuba<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enma described the dialogue held at the MINAG as \u201cvery productive\u201d and said that \u201cthanks to the cordial and respectful meeting, we were able to raise many concerns.\u201d The meeting took \u201calmost three hours,\u201d she said, \u201cwith questions and answers, because they (the officials) took all the time to explain to us step by step all the work done to get to the point of being able to approve the decree-law.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThey explained to us that the president (Miguel D\u00edaz-Canel) himself last year was the one who told them that the issue of animals had to be given the importance it deserves. It was very good to hear that the penal code will take into account sanctioning dog fights, animal abuse, everything related to animals and personal enrichment, also for example in the case of coachmen who mistreat their animals with many hours of work, their animals will be confiscated, the same with those who use animals to work in the fields,\u201d she said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For her part, another animal rights activist, Keila Torres, acknowledged on Facebook that she had gone to MINAG in fear of possible reprisals, but said that \u201cmy patience was running out since half of February had gone by and there was no means to report these barbarities (such as the death of Pasitos).\u201d \u201cUncertainty has never been something that is well digested when you have to cry for an animal every day,\u201d she said.<\/span><\/p>\n<p>&nbsp;<\/p>\n<div class=\"fb-post fb_iframe_widget\" data-href=\"https:\/\/www.facebook.com\/keila.torresperez.1\/posts\/3539502892941959\" data-width=\"500\" data-show-text=\"true\"><iframe loading=\"lazy\" class=\"\" title=\"fb:post Facebook Social Plugin\" src=\"https:\/\/www.facebook.com\/v9.0\/plugins\/post.php?app_id=&amp;channel=https%3A%2F%2Fstaticxx.facebook.com%2Fx%2Fconnect%2Fxd_arbiter%2F%3Fversion%3D46%23cb%3Df294bb0a5f2bac4%26domain%3Doncubanews.com%26origin%3Dhttps%253A%252F%252Foncubanews.com%252Ff1cc729006d6e1%26relation%3Dparent.parent&amp;container_width=0&amp;href=https%3A%2F%2Fwww.facebook.com%2Fkeila.torresperez.1%2Fposts%2F3539502892941959&amp;locale=es_ES&amp;sdk=joey&amp;show_text=true&amp;width=500\" name=\"f215b050c410fcc\" width=\"500px\" height=\"1000px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-testid=\"fb:post Facebook Social Plugin\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p><span style=\"font-weight: 400;\">The young woman said that the concerns of the group of activists who went to the MINAG \u201cwere heard\u201d and that the dialogue held with the officials was \u201cdiverse, cordial, firm, insistent, sometimes disorderly, with anecdotes, proposals for solutions&#8230;just like each one of those who were present.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe were promised not to distort the dialogue held to discredit us,\u201d she added, later clarifying that \u201ctoday, it does not rhyme with \u2018financing,\u2019 \u2018mercenaries,\u2019 etc. It rhymes with LOVE, PASSION, CAUSE, JUSTICE.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In recent years, Cuba has seen how a movement of activists in favor of animal welfare has grown, demanding regulations to protect pets, work animals and those used as food for humans.
