rel=\"noopener\"><span style=\"font-weight: 400;\">climate crisis<\/span><\/a><span style=\"font-weight: 400;\">, despite the \u201ctightening of the <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/us-embargo\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">blockade<\/span><\/a><span style=\"font-weight: 400;\">\u201d imposed by the <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/cuba-usa-relations\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">U.S. government<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In her intervention before the plenary session of the COP26 climate summit, the Cuban official denounced the measures that lead to the \u201cexclusion or limitation for some countries\u201d to receive international funds, which makes it difficult to implement \u201ctheir obligations to the convention and the Paris style=\"font-weight: 400;\">During her speech, P\u00e9rez Montoya listed some of the goals achieved by her government after the end of the first stage of the \u201cState Plan against Climate Change,\u201d also known as \u201cTarea Vida,\u201d as well as other measures designed for the coming years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAll of the above is being done despite the tightening of the economic, commercial and financial blockade imposed by the United States government against Cuba,\u201d stressed the minister, who said that \u201cthe real impact\u201d of the initiatives presented during this summit will depend \u201con the developed countries\u2019 fulfillment of commitments regarding financial resources, technology and capacity building.\u201d<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"mqUZpUzRzB\"><p><a \u201cglobal goal\u201d and a \u201cwork program\u201d focused on creating a \u201cnew financial commitment\u201d based \u201con the principle of common but differentiated responsibilities.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In her speech, she quoted Cuban President Miguel D\u00edaz-Canel, who maintains, she said, that a part of the \u201cmillions worth\u201d dedicated to the \u201carms race\u201d would be enough to \u201csupport actions in favor of the climate.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Scottish city of Glasgow is hosting until December 12 the COP26, a summit organized by the United Nations on climate change.<\/span><\/p>\n<p><i><span style=\"font-weight:
