
{"id":248390,"date":"2022-01-23T07:43:50","date_gmt":"2022-01-23T12:43:50","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=248390"},"modified":"2022-01-23T07:44:56","modified_gmt":"2022-01-23T12:44:56","slug":"cubans-can-continue-entering-the-island-with-an-expired-passport-and-debate-the-family-code-from-abroad","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba\/cubans-can-continue-entering-the-island-with-an-expired-passport-and-debate-the-family-code-from-abroad\/","title":{"rendered":"Cubans can continue entering the island with an expired passport and debate the Family Code from abroad"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/oncubanews.com\/tag\/minrex\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Cuban Ministry of Foreign Affairs (MINREX)<\/span><\/a><span style=\"font-weight: 400;\"> confirmed that a group of measures for nationals residing abroad adopted since 2020 due to the <\/span><a href=\"https:\/\/oncubanews.com\/tag\/coronavirus\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">COVID-19<\/span><\/a><span style=\"font-weight: 400;\"> pandemic remain in force.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ernesto Sober\u00f3n Guzm\u00e1n, MINREX general director of consular affairs and attention to Cubans living abroad, reported this Thursday that the decision to allow the entry into the country of permanent Cuban residents who have expired passports and without extension remains in force; they can update them once in Cuba.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, the extension beyond the 24 months officially provided by law for the time of stay abroad of Cuban citizens is also maintained \u201cuntil further notice,\u201d without this entailing the loss of their residence on the island, <\/span><a href=\"http:\/\/www.cubadebate.cu\/especiales\/2022\/01\/20\/los-peligros-de-la-emigracion-ilegal-hacia-estados-unidos-y-otros-temas-migratorios-video\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">according to what was specified<\/span><\/a><span style=\"font-weight: 400;\"> by Sober\u00f3n in the television program Mesa Redonda.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These temporary measures have been maintained even when Cuba gave the green light to the large-scale resumption of international air operations since last November.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On March 19, 2020, the MINREX announced that \u201cCuban citizens close to serving 24 months\u201d abroad would not need to request extensions at the island\u2019s consulates to maintain their \u201cstatus of permanent residents in the national territory.\u201d Then, the Foreign Ministry assured that the measure would allow those who were in this case \u201cto remain outside of Cuba until further notice.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, in October of that same year it <\/span><a href=\"https:\/\/cubasi.cu\/es\/noticia\/cubanos-podran-permanecer-en-el-exterior-hasta-octubre-de-2021-sin-perder-su-residencia\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">was announced<\/span><\/a><span style=\"font-weight: 400;\"> that Cubans residing on the island, who after March 19 had not been able to return to the country before the expiration of the 24 months, could remain abroad until October 12, 2021 without losing their permanent residency.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, the Cuban consulates reestablished the tariff for each month of extension abroad, after the announcement by Havana of a new plan to confront COVID-19 and the then entry of most of the country into the so-called \u201cnew normal\u201d due to the improvement of the health situation that the island was experiencing at that time.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The provision, however, was quickly rectified, after criticism and discomfort generated in a large part of the Cuban community abroad. Just four days after the reestablishment of the charge, the <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/nacion-y-emigracion\/suspendido-el-cobro-de-prorroga-por-estancia-de-cubanos-en-el-exterior\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">MINREX announced<\/span><\/a><span style=\"font-weight: 400;\"> that it was extending \u201cthe possibility for our nationals to return to the country without having to go through consular procedures to extend their stay abroad, while this situation persists.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Then, Sober\u00f3n <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/nacion-y-emigracion\/minrex-prorroga-sin-costos-para-cubanos-en-el-exterior-se-mantendra-hasta-que-se-normalicen-los-vuelos\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">explained<\/span><\/a><span style=\"font-weight: 400;\"> that the collection of the extension for the stay of Cubans abroad beyond the 24 months established by law would remain suspended until \u201cnormality is achieved in terms of regular flights,\u201d but then it has continued extending its period without, until now, having been informed of any date for its end.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In September 2021, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/nacion-y-emigracion\/siguen-vigentes-medidas-para-cubanos-en-el-exterior-adoptadas-por-la-pandemia\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a note<\/span><\/a><span style=\"font-weight: 400;\"> from the Foreign Ministry itself reported that these provisions remained in force, with the aim of \u201cprotecting our nationals, who request services, from possible contagion and increasing the quality of consular services.\u201d<\/span><\/p>\n<p><b>Debate on Family Code abroad<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Sober\u00f3n himself reported this Friday that Cubans residing abroad will be able to participate in the debates on the draft of the <\/span><a href=\"https:\/\/oncubanews.com\/tag\/codigo-de-las-familias\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Family Code<\/span><\/a><span style=\"font-weight: 400;\">, as part of the popular consultation on the subject scheduled to take place between the months of February and April of this year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a live broadcast from the Foreign Ministry\u2019s Facebook page, the diplomat assured that, \u201cas was done in the debate on the new Constitution, nationals residing outside the country will be able to participate in the popular consultation through an interface enabled in The Nation and Emigration website,\u201d according to <\/span><a href=\"http:\/\/www.acn.cu\/cuba\/89845-debatiran-codigo-de-las-familias-cubanos-residentes-en-el-exterior\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a report<\/span><\/a><span style=\"font-weight: 400;\"> by the Agencia Cubana de Noticias (ACN) news agency.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On that website, whose address is www.nacionyemigraci\u00f3n.cu, it will be possible to access the text of the draft legislation, and there will be \u201can interface where all Cubans, wherever they are, will be able to access and transfer their criteria and opinions in relation to the Code as many times as they deem so,\u201d said the MINREX general director of consular affairs and attention to Cubans residing style=\"font-weight: 400;\">According to Sober\u00f3n, quoted by the ACN, one of the goals of this initiative is that \u201cCubans from abroad can contribute important criteria to the final version of the legislation, based on their experience in different societies\u201d and thus be able to \u201cmake an important contribution\u201d to Cuban society.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This, he said, \u201cwill be one more step in terms of strengthening ties with nationals living outside the country, based on the benefits of new technologies.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The official pointed out that during the debates on the new Constitution, \u201c40% of the opinions that were conveyed (by Cubans residing outside the island), through the website itself, were included in the final text of the Magna Carta.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, he said that the new Family Code \u201cis inclusive, aims to
