
{"id":250680,"date":"2022-03-22T16:59:18","date_gmt":"2022-03-22T20:59:18","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=250680"},"modified":"2022-03-22T16:59:18","modified_gmt":"2022-03-22T20:59:18","slug":"lets-talk-about-agriculture","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/opinion\/columns\/counterbalance\/lets-talk-about-agriculture\/","title":{"rendered":"Let\u2019s talk about agriculture"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">That the year 2021 <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2022\/03\/14\/agricultura-en-el-2021-uno-de-los-peores-anos-de-la-ultima-decada-en-cuba\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">has been one of the worst<\/span><\/a><span style=\"font-weight: 400;\"> in the Cuban agricultural sector was to be expected. This sector has accustomed us to its performance being far from the approved plans and, above all, far from the expectations of the population. What was different in 2021 is that \u201cweather issues\u201d were not high on the list of causes of poor performance. This year, the rain regime was not so bad, and none of the cyclones, always expected, came close enough to cause major damage that would affect the sector\u2019s results by several percentage points. But the sector had to face other hurricanes, \u201cthe tightening of the blockade, the pandemic, the economic crisis and the implementation of the monetary reorganization.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is true, however, that geography matters. Being an elongated archipelago from east to west, located in the tropics, with just a few mountains below 2,000 meters, makes our agriculture very seasonal, and the variety of productions is relatively limited due to this fact. It also makes the conservation of agricultural products a challenge. Cuba is not the only country subjected to conditions of this type, but it is an objective fact that other countries have solved it better than us.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That after more than 60 years of transformations, the Cuban agricultural sector continues to be a factor of uncertainty and instability and steadily contributes to increasing our food dependency gives us much food for thought.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our agriculture comes from a dichotomous productive structure, on the one hand, large estates dedicated to export crops with a certain financial leverage and a relatively \u201csafe\u201d market \u2014the United States; on the other hand, thousands of small farmers, sharecroppers, and day laborers produced for a relatively small national market, highly concentrated in the capital of the republic and in the six provincial capitals. An agriculture with backward production technologies, with very little or no incorporation of science and technology, and with high levels of exploitation, and very precarious living conditions for an immense mass of rural inhabitants.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It was not by chance that the Revolution began there. The agricultural sector, before 1989, was the direct recipient of multiple transformations, some tremendously profound, and the indirect beneficiary of many others. I\u2019ll list some of them:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Two deep agrarian reforms that created more than 100,000 private owners and generated potential conditions for an expansion of the internal market.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A great cultural and educational reform:<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0o Literacy Campaign<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0o Worker-farmer schools.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0o Training of technicians in different specialties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0o Creation of university careers with an agricultural profile<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0o Training of highly qualified scientific personnel<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0o Creation of dozens of research institutes<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Foreign technical assistance<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Cooperation projects; that are still maintained<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Free availability of workforce for almost 30 years (volunteer work of various kinds, schools to the countryside, schools in the countryside, etc.)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Technological reform:<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u03bf <\/span><span style=\"font-weight: 400;\">Technology transfer at a very low cost<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u03bf <\/span><span style=\"font-weight: 400;\">Increased machining<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u03bf <\/span><span style=\"font-weight: 400;\">Increase in the area under irrigation<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 o Intensive use of chemicals<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Soft tax treatment;<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 o Dozens of years with tax exemption for producers<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 o Subsidized prices of inputs (fuel, fertilizers, pesticides and herbicides)<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lax credit treatment:<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0o Low or no requirement of guarantees for its granting,<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0o Credits for losses, etc.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Then, in the 1990s; the creation of the UBPCs; the Handing over of idle lands; the revision of the operation bases of the cooperatives, and recently <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/gobierno-aprueba-paquete-de-medidas-para-destrabar-produccion-agropecuaria-en-cuba\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">63 measures<\/span><\/a><span style=\"font-weight: 400;\"> that contain more than 650 actions to boost agricultural production should be sufficient to achieve that purpose, however, in the short term the results are far from the created expectations.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"90OCFHZhBQ\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/cuba-boosts-tobacco-production-to-raise-revenues-in-2020\/\">Cuba boosts tobacco production to raise revenues in 2020<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Cuba boosts tobacco production to raise revenues in 2020&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/cuba-boosts-tobacco-production-to-raise-revenues-in-2020\/embed\/#?secret=zod30q6B6V#?secret=90OCFHZhBQ\" data-secret=\"90OCFHZhBQ\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">What I mean is that it has not been for lack of measures that the Cuban agricultural sector has not met those expectations. Measures have rained on it for many decades and now, in these hard times, they are raining again.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is also true that, given the natural delay in the reaction of production, with respect to the regulatory design, very different results should not be expected in a period of months and even one or two years. But at the same time, it would not be useless to ask what is happening that despite all these measures for so many years and decades, the debt of the sector with the people\u2019s aspirations, far from diminishing, continues to increase.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rereading the review published in <\/span><a href=\"http:\/\/www.onei.gob.cu\/sites\/default\/files\/organizacion_institucional_enero_-_diciembre_2021.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Cubadebate<\/span><\/a><span style=\"font-weight: 400;\">, some of the realities described draw attention, I list and comment on several of them:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If our country advances every day in the regulations on the economy in all its aspects and dimensions as part of the necessary regulation in the face of a more diverse economy and with more \u201cactors\u201d that interact with each other, then why should cooperatives to hire their own legal advisor be authorized by the Ministry of Justice? Isn\u2019t it something that a cooperative must decide and be able to do directly? Who is limited, the legal advisor by regulations of his ministry or the cooperative for the same reason? By the way, also the labor groups, which must sign a contract with the enterprise and incur obligations with it, need consultancy to protect them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">How much does livestock control depend on the elimination of landless holders? Are they perhaps the cause of the so-called lack of control? What does their elimination mean, perhaps the expropriation of their cattle or the handing over of land so that they can maintain them and produce more?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What is meant by recovering the dairies? Does it refer to infrastructure works and\/or recovering livestock? How much would it cost? How long would it take to recover an extremely deteriorated livestock mass after a long process of genetic deterioration that has left us with cows that look like goats and bulls that look more like large calves? How to achieve a rapid genetic improvement that will give us back a herd better conditioned to pasture, that is, with less dependence on concentrates? And in the meantime, what do we do with those premises without cattle?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the year 2022, there were <\/span><a href=\"http:\/\/www.onei.gob.cu\/sites\/default\/files\/organizacion_institucional_enero_-_diciembre_2021.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">89 state-owned enterprises of the Livestock Group<\/span><\/a><span style=\"font-weight: 400;\"> and of them, 65 were in losses, this is 73% of the total. Reducing them to 26 (29% of the total) will be a tough task.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the National Office of Statistics and Information in its <\/span><a href=\"http:\/\/www.onei.gob.cu\/sites\/default\/files\/organizacion_institucional_enero_-_diciembre_2021.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">report <\/span><\/a><span style=\"font-weight: 400;\">on the institutional organization of the country in 2021, the Ministry of Agriculture had 376 enterprises, those 182 enterprises in losses represent 48% of the total.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">How will these more than 9 billion in losses accumulated by this group of enterprises be resolved? Will they ask for credit to pay the debt? Do they have a strategy to be able to pay principal and interest? Will a bank assume that risk?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Undoubtedly, allocating resources where higher levels of productivity and efficiency are achieved is a good option, whether these are the \u201cproductive hubs\u201d or any other of the actors in the sector.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is a hard and long road that awaits the workers in this sector to be able to eliminate\/dilute obstacles and deformations that have lasted for decades and that have brought us here. It is even more difficult because it has to be done in unprecedented conditions. There are enough good, capable and loving people in the sector.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A good friend told me this fable: \u201cAlready on his deathbed the father revealed to his son a long-promised secret, he called him and very quietly said: My son, the secret of life is this: cows don\u2019t give milk\u2026 you have to milk
