Are they a harbinger of the broader engagement Biden promised during the 2020 campaign, or an isolated attempt to ease political pressure on the White House over the migration crisis on the southern border?<\/p>\n<p>In March, the State Department announced that in May it would reopen\u00a0<a href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2022-03-03\/us-to-resume-some-visa-services-in-cuba-after-4-year-break#:~:text=HAVANA%20(AP)%20%E2%80%94%20The%20U.S.,been%20targeted%20for%20mysterious%20attacks.\" target=\"_blank\" rel=\"noopener\">the consular section<\/a>\u00a0of the U.S. Embassy in Havana, closed since 2017, and resume \u201climited\u201d processing of Cuban visa requests. Then, last week, the United States held migration talks with Cuba for the first time since July 2018 \u2014 the first substantive diplomatic dialogue between the two countries since Biden entered the White House. Cuba\u2019s negotiator, Vice-Minister Carlos Fern\u00e1ndez de Coss\u00edo,\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=Nw6HDi0X6Lw\" target=\"_blank\" rel=\"noopener\">characterized<\/a>\u00a0the talks as \u201cvery positive,\u201d \u201cvery constructive,\u201d and \u201ca very important step forward,\u201d noting that Cuba is also open to talks on a wide range of issues of mutual interest.<\/p>\n<p>The purpose of the migration talks, according to Secretary of Homeland Security Alejandro\u00a0<a href=\"https:\/\/www.voanews.com\/a\/blinken-mayorkas-to-attend-panama-talks-on-migration-other-issues\/6537304.html\" target=\"_blank\" rel=\"noopener\">Mayorkas<\/a>, was to \u201cexplore the possibility of resuming\u201d the U.S.-Cuban migration accords \u201cthat were discontinued.\u201d What he didn\u2019t say is that Washington discontinued them.<\/p>\n<p>Since 2017, the United States has been in violation of the\u00a0<a href=\"https:\/\/1997-2001.state.gov\/regions\/wha\/cuba\/migration.html\" target=\"_blank\" rel=\"noopener\">1994 migration accord<\/a>\u00a0the Clinton administration signed with Cuba to halt the last migration crisis. In that agreement, the United States pledged to provide at least 20,000 immigrant visas to Cubans annually and to hold periodic migration consultations \u2014 talks that were held semi-annually until 2018 when the Trump administration cut them off.<\/p>\n<p>Trump also failed to comply with the U.S. obligation to admit 20,000 Cuban immigrants annually. The U.S. Embassy\u2019s consular section was closed in 2017 when the State Department withdrew most of the embassy\u2019s staff after two dozen U.S. personnel in Havana experienced unexplained symptoms that were dubbed \u201c<a href=\"https:\/\/oncubanews.com\/en\/tag\/havana-syndrome\" target=\"_blank\" rel=\"noopener\">The Havana Syndrome<\/a>.\u201d Even though similar\u00a0<a href=\"https:\/\/www.state.gov\/anomalous-health-incidents-and-the-health-incident-response-task-force\/\" target=\"_blank\" rel=\"noopener\">Anomalous Health Incidents<\/a>\u00a0were subsequently detected in half a dozen other countries \u2014 including the United States itself \u2014 the embassy in Havana was not re-staffed and the consular section remained closed. To apply for a visa to enter the United States, Cubans had to travel to a U.S. embassy in a third country. Legal migration of Cubans to the United States fell by 90 percent.<\/p>\n<p>Irregular migration surged, as it has before when the Cuban economy is ailing. The twin blows of U.S. economic sanctions \u2014 especially restrictions on remittances \u2014 and the COVID pandemic that decimated the tourist industry have crippled Cuba\u2019s capacity to import basic goods like food, fuel, and medicine. As\u00a0<a href=\"https:\/\/www.reuters.com\/world\/americas\/long-lines-fuel-across-cuba-sparking-concerns-over-supply-rationing-2022-03-21\/#:~:text=HAVANA%2C%20March%2021%20(Reuters),short%20supply%20across%20the%20island.\" target=\"_blank\" rel=\"noopener\">living standards<\/a>\u00a0have fallen, the number of Cubans trying to reach the United States has risen rapidly.<\/p>\n<p>With legal channels of emigration closed, Cubans have been traveling to the Latin American mainland and joining Central Americans on the trek north to the U.S. southern border or risking their lives trying to cross the Florida Straits on small boats and rafts. In Fiscal Year 2020, U.S. Customs and Border Protection\u00a0<a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/nationwide-encounters\" target=\"_blank\" rel=\"noopener\">encountered<\/a>\u00a014,018 Cubans trying to enter the United States without authorization. In 2021, the number jumped to 39,303. In just the first five months of 2022, it has doubled to 79,835. At this pace, the number of irregular Cuban migrants this year will surpass the numbers from both the 1980\u00a0<a href=\"https:\/\/news.miami.edu\/stories\/2020\/04\/40-years-later-cuban-americans-reflect-on-the-mariel-boatlift.html\" target=\"_blank\" rel=\"noopener\">Mariel<\/a>\u00a0migration crisis and the 1994 \u201c<a href=\"https:\/\/www.tampabay.com\/news\/humaninterest\/20-years-ago-35000-balseros-fled-castros-cuba-on-anything-that-would-float\/2193473\/\" target=\"_blank\" rel=\"noopener\">balsero<\/a>\u201d (rafters) crisis.<\/p>\n<p>Migration crises tend to upset the political status quo governing U.S.-Cuban relations. Normally, Cuba policy is a salient political issue only for Cuban Americans, especially those concentrated in south Florida. Consequently, they have disproportionate political clout, and historically most have opposed U.S. engagement. In 2020, Cuban Americans handed Democrats a decisive\u00a0<a href=\"https:\/\/thehill.com\/opinion\/white-house\/560536-fear-of-florida-why-biden-doesnt-act-on-cuba\/\" target=\"_blank\" rel=\"noopener\">political defeat<\/a>\u00a0in Florida: more than 60 percent of them voted for Donald Trump, and Democrats lost two south Florida House seats they thought were safe. President Biden\u2019s failure to keep his campaign promise to resume President Obama\u2019s policy of engagement with Cuba is traceable to the White House\u2019s political anxieties in the wake of that electoral drubbing.<\/p>\n<p>But immigration is an issue that energizes voters nationwide, and Republicans have become adept at weaponizing it. President Trump\u2019s policy of \u201cmaximum pressure\u201d on the Cuban economy \u2014 a policy maintained by Biden \u2014 has exacerbated the migration problem on the southern border, the political perils of which far outweigh the risk of angering Cuban Americans in Miami. In February 2022,\u00a0<a href=\"https:\/\/news.gallup.com\/poll\/389708\/dissatisfaction-immigration-level-rises.aspx\" target=\"_blank\" rel=\"noopener\">Gallup polls<\/a>\u00a0found that 58 percent of the public was dissatisfied with the level of immigration and Biden\u2019s\u00a0<a href=\"https:\/\/www.nbcnews.com\/politics\/elections\/bidens-handling-immigration-gets-low-marks-survey-conducted-pollster-rcna17787\" target=\"_blank\" rel=\"noopener\">own polling<\/a>\u00a0firm found that 66 percent of likely mid-term voters disapprove of his handling of the issue. So President Biden, like President Jimmy Carter and President Bill Clinton before him, is willing to talk to Cuba about migration in hopes of limiting the political damage being caused by the surge in irregular arrivals.<\/p>\n<p>The resumption of migration talks is a positive development, the first in U.S.-Cuban relations since Barack Obama left office. But it may not presage broader diplomatic discussions on the full range of issues \u2014 law enforcement, human trafficking, Coast Guard cooperation, environmental protection, and more \u2014 that were underway before Trump shut them all down. If the past is prologue, Washington will try to make headway on migration, taking some of the pressure off the southern border, without improving the overall bilateral relationship.
