{"id":255936,"date":"2022-08-01T13:24:43","date_gmt":"2022-08-01T17:24:43","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=255936"},"modified":"2022-08-01T13:24:43","modified_gmt":"2022-08-01T17:24:43","slug":"cuba-new-law-on-food-sovereignty-published-in-the-official-gazette","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba\/cuba-new-law-on-food-sovereignty-published-in-the-official-gazette\/","title":{"rendered":"Cuba: new Law on Food Sovereignty published in the Official Gazette"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The new Law on <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/food-sovereignty-and-security\" target=\"_blank\" rel=\"noopener\"><b>Food Sovereignty<\/b><\/a><span style=\"font-weight: 400;\"> and Food and Nutritional Security (SSAN Law) of Cuba was published this Thursday in the island\u2019s <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/the-official-gazette\" target=\"_blank\" rel=\"noopener\"><b>Official Gazette<\/b><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The law, which was approved in an extraordinary session of the <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/cuban-national-assembly\" target=\"_blank\" rel=\"noopener\"><b>National Assembly of People\u2019s Power<\/b><\/a><span style=\"font-weight: 400;\"> last May, appears published along with its regulations with the methodological guide and its implementation schedule.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The regulation has nine titles, 24 chapters, 101 articles and four final provisions, and will come into force 90 days after <\/span><a href=\"https:\/\/www.gacetaoficial.gob.cu\/sites\/default\/files\/goc-2022-o77.pdf\" target=\"_blank\" rel=\"noopener\"><b>its publication in the Official Gazette<\/b><\/a><span style=\"font-weight: 400;\">, that is, at the end of October.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mayra Cruz Leg\u00f3n, legal director of the Ministry of Agriculture, explained to the press that from now on \u201ca process divided into three stages begins, which includes the dissemination of its content and the training of the actors and organizations involved in it, until its start-up.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The SSAN Law, the official specified, \u201cestablishes the legislative framework with a view to achieving food sovereignty and guaranteeing the right of every person to healthy and adequate food,\u201d <\/span><a href=\"http:\/\/www.acn.cu\/cuba\/97417-publican-en-la-gaceta-ley-de-soberania-alimentaria\" target=\"_blank\" rel=\"noopener\"><b>according to<\/b><\/a><span style=\"font-weight: 400;\"> the Agencia Cubana de Noticias (ACN) news agency.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, \u201cit regulates the organization of local, sovereign and sustainable food systems that articulate the production, marketing and consumption of food.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among the novelties of the text, according to Cruz Leg\u00f3n, is the establishment of \u201ca national education system that is based on good eating practices.\u201d Also, \u201cstrengthening municipal autonomy, regulating the reduction of food waste losses and promote the practice of sustainable agriculture on agroecological bases.\u201d<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"XdSTXFf2gm\"><p><a href=\"https:\/\/oncubanews.com\/en\/opinion\/columns\/counterbalance\/the-food-we-need\/\">The food we need<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;The food we need&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/opinion\/columns\/counterbalance\/the-food-we-need\/embed\/#?secret=2EIBpnWgMP#?secret=XdSTXFf2gm\" data-secret=\"XdSTXFf2gm\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">With the implementation of this regulation, \u201cthe decrease in the import of food, raw materials and supplies\u201d is also foreseen, as well as \u201cguaranteeing the quality and safety of food,\u201d the news agency pointed out.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To \u201ccontribute to its compliance,\u201d the dispatch said, \u201cFood Sovereignty and Food and Nutritional Security commissions will be created, which will be directed by the highest government bodies at the different levels (national, provincial and municipal)\u201d and \u201cagricultural producers will be part of it, in search of production chains to take advantage of resources and use them rationally.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The SSAN Law \u201cwas conceived with antecedents of articles 77 and 78 of the Constitution of the Republic on citizen\u2019s right to a healthy diet, the Food Sovereignty and Security Plan and the policies for territorial development present in the 2030 Agenda,\u201d the official abounded.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The issue of food sovereignty has been present in academic and governmental debates in Cuba in recent years, in a context marked by the economic crisis and serious difficulties for food production in the country, which are reflected in the supply deficit and the sustained increase in prices.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this scenario, the authorities have implemented measures and strategies seeking to increase agricultural production, reduce its dependence on imports and improve the nutritional education of the population, without these plans having achieved the expected results so far.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The law, which was approved in an extraordinary session of the National Assembly of People\u2019s Power last May, appears published along with its regulations with the methodological guide and its implementation schedule.
