The Law on Expropriation for reasons of public utility or social interest, the draft of which had been published last March, was approved this Tuesday by the <\/span>National Assembly of People\u2019s Power<\/b><\/a> (ANPP) during its second day of meetings.<\/span><\/p>\n

Minister of Finance and Prices Meisi Bola\u00f1os Weiss, according to <\/span>quotes<\/b><\/a>\u00a0from the Agencia Cubana de Noticias (ACN) news agency, pointed out that, far from harming, \u201cit makes up for the absence of a single legal body to regulate expropriation\u201d until now controlled in scattered laws such as the General Housing Law.<\/span><\/p>\n

According to the official, the law establishes \u201cguarantees in procedural matters\u201d and \u201cstrengthens the form of compensation and specifically its determination criteria, provides the guarantees and postulates of legal security to the owner and right of the property that will be subject to expropriation.\u201d<\/span><\/p>\n

It ratifies the principle that people can only be deprived of their property solely for reasons of public utility or social interest in accordance with the provisions of the 2019 Constitution of the Republic and with due compensation.<\/span><\/p>\n

In addition, she explained that the houses can only be temporarily occupied in exceptional and disaster situations, without prejudice that the process later be promoted to determine the corresponding compensation. The government considers the use and conservation of natural resources \u201cof public utility or social interest\u201d; the construction of educational, health, sports, cultural, recreation centers or other works and infrastructures aimed at collective well-being or urban and rural development, according to the official.<\/span><\/p>\n

It includes the construction, expansion or alignment of public roads, execution of agricultural programs and the urbanization of areas and construction of dwellings for social or economic development purposes.<\/span><\/p>\n
