
{"id":264297,"date":"2023-01-29T15:23:08","date_gmt":"2023-01-29T20:23:08","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=264297"},"modified":"2023-01-29T15:23:08","modified_gmt":"2023-01-29T20:23:08","slug":"how-the-u-s-can-support-cubas-emerging-private-sector","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba-usa\/how-the-u-s-can-support-cubas-emerging-private-sector\/","title":{"rendered":"How the U.S. Can Support Cuba\u2019s Emerging Private Sector"},"content":{"rendered":"<p>There is one aspect of U.S. policy toward Cuba\u2014and only one\u2014that Presidents Barack Obama, Donald Trump and Joe Biden all agreed on: supporting Cuba\u2019s private business sector. Ever since the Cuban government legalized small businesses in the 1990s, Washington has seen the private sector as an actor that could move Cuba toward a more open economy and, as it gains economic power, toward more democratic politics. Last May, President\u00a0<strong><a href=\"https:\/\/www.state.gov\/biden-administration-expands-support-to-the-cuban-people\/\" target=\"_blank\" rel=\"noopener\">Biden promised<\/a><\/strong>\u00a0to increase U.S. support for independent Cuban entrepreneurs, but he has not actually done much so far.<\/p>\n<p>The Cuban government\u2019s attitude toward the private sector (or \u201cnon-state\u201d sector, including cooperatives as well as private businesses) has been ambivalent. In 1968, seeking a shortcut to communism, Fidel Castro ordered the seizure of more than 55,000 small private shops and banned all private businesses except family farms. For the next two decades, the only private entrepreneurs in Cuba were black marketeers.<\/p>\n<p>In the 1990s, after the collapse of the Soviet Union threw Cuba into deep depression, Castro grudgingly legalized some forms of self-employment (<em>cuentapropismo<\/em>) because the state could no longer provide jobs for all. But Castro saw the re-emergence of private business as a concession to capitalism and tied the sector up with so much regulatory red tape that it remained economically marginal.<\/p>\n<p>Ra\u00fal Castro, by contrast, saw the private sector as a dynamic element in his broader economic reform plan to shift the Cuban economy from Soviet-style central planning to a socialist market economy. Photo: AP\/Ram\u00f3n Espinosa.<\/figcaption><\/figure>\n<p>In 2019, Cuba\u2019s new constitution explicitly <strong><a href=\"https:\/\/www.reuters.com\/world\/americas\/cuba-approves-long-sought-legal-status-private-businesses-2021-06-02\/\" target=\"_blank\" rel=\"noopener\">recognized<\/a><\/strong> the right of private property and in 2021, the government\u00a0passed a law\u00a0giving private businesses clear legal standing. As a result of this liberalization, the number of private businesses in Cuba has increased dramatically,\u00a0<strong><a href=\"https:\/\/www.granma.cu\/cuba\/2022-10-21\/mas-de-152-000-personas-se-han-incorporado-al-trabajo-en-el-pais\" target=\"_blank\" rel=\"noopener\">today employing\u00a0a third of the labor force<\/a><\/strong>.<\/p>\n<p>The impact of U.S. policy on Cuba\u2019s private sector has had its ups and downs as well. When President Obama announced his intent to normalize relations, his first\u00a0<strong><a href=\"https:\/\/home.treasury.gov\/system\/files\/126\/fr80_2291.pdf\" target=\"_blank\" rel=\"noopener\">regulatory changes<\/a>\u00a0<\/strong>relaxing the embargo focused on helping the private sector. Photo: Alejandro Ernesto.<\/figcaption><\/figure>\n<p>But the re-imposition of economic sanctions by President Trump took a heavy toll on Cuba\u2019s private businesses, despite the fact that his\u00a0<strong><a href=\"https:\/\/www.federalregister.gov\/documents\/2017\/10\/20\/2017-22928\/strengthening-the-policy-of-the-united-states-toward-cuba\" target=\"_blank\" rel=\"noopener\">stated policy<\/a><\/strong>\u00a0was to \u201cencourage the growth of a Cuban private sector independent of government control.\u201d Restrictions on travel and remittances\u00a0<strong><a href=\"https:\/\/www.nbcnews.com\/news\/latino\/cuba-entrepreneurs-see-steep-decline-business-trump-policies-n1026026\" target=\"_blank\" rel=\"noopener\">deprived Cuban businesses<\/a><\/strong>\u00a0of customers and capital. In a 2019 survey of 126 private businesses in Havana, only about a quarter of which were directly connected to tourism, 80% said their businesses had been negatively impacted by Trump\u2019s sanctions.<\/p>\n<p><strong>Biden\u2019s Cuba policy<\/strong><\/p>\n<p>Cuban entrepreneurs celebrated Biden\u2019s election because he promised to return to Obama\u2019s engagement policy. \u201cIt\u2019s really good news for the entrepreneur community in Cuba,\u201d said business consultant\u00a0<strong><a href=\"https:\/\/www.france24.com\/en\/live-news\/20201109-for-cuba-any-us-president-will-be-better-than-trump\" target=\"_blank\" rel=\"noopener\">Oniel D\u00edaz<\/a><\/strong>, \u201cThe private sector was one of the hardest hit by the Trump administration\u2019s Cuban policy.\u201d But when Biden did nothing to change Trump\u2019s policy during his first year in office, some 250 Cuban businesses and entrepreneurs wrote an\u00a0<strong><a href=\"https:\/\/acere.org\/private-sector\/\" target=\"_blank\" rel=\"noopener\">open letter<\/a><\/strong>\u00a0urging him to \u201cresume the path of engagement and normalization.\u201d<\/p>\n<figure id=\"attachment_264302\" aria-describedby=\"caption-attachment-264302\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/01\/Negocios-AP-3.jpg\"><img decoding=\"async\" class=\"size-full wp-image-264302\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/01\/Negocios-AP-3.jpg\" alt=\"\" width=\"1024\" height=\"673\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/01\/Negocios-AP-3.jpg 1024w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/01\/Negocios-AP-3-300x197.jpg 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/01\/Negocios-AP-3-768x505.jpg 768w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/01\/Negocios-AP-3-750x493.jpg 750w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-264302\" class=\"wp-caption-text\">Photo: Desmond Boylan \/ AP<\/figcaption><\/figure>\n<p>Biden finally announced a\u00a0<a href=\"https:\/\/www.state.gov\/biden-administration-measures-to-support-the-cuban-people\/\" target=\"_blank\" rel=\"noopener\">Cuba policy<\/a>\u00a0in May 2022, including a pledge to \u201cincrease support for independent Cuban entrepreneurs.\u201d But he has yet to take the practical steps necessary to make that pledge a reality. Here\u2019s what needs to be done:<\/p>\n<ul>\n<li>Help Cuban entrepreneurs build and strengthen their supply chains by restoring the five-year multiple entry non-immigrant visa, and eliminating the limits on the value of gift parcels that can be sent to Cuba. These steps would enable private entrepreneurs to more easily travel to the United States to obtain the supplies and equipment needed for their businesses.<\/li>\n<\/ul>\n<ul>\n<li>Facilitate financial transactions by restoring the Treasury Department license for U-turn international transactions, and allowing Cuban entrepreneurs to open bank accounts and establish corporate entities in the United States. Finance is the lifeblood of commerce. These steps would enable Cuban businesses to more easily engage in financial transactions to buy and sell goods and services in the United States and abroad, opening foreign markets for them.<\/li>\n<\/ul>\n<ul>\n<li>Facilitate Cuban entrepreneurs\u2019 access to e-commerce, including electronic payments, by lifting the existing prohibitions on the use of commercial internet applications in Cuba. Access to these services is crucial for small businesses trying to reach a wider audience of potential customers, and for managing payments, especially for suppliers or customers outside Cuba.<\/li>\n<\/ul>\n<ul>\n<li>Increase direct support by authorizing general licenses to provide business-to-business services, micro-finance grants, loans and investments. Such support is currently allowed only if a potential provider applies for and obtains a specific license from Treasury. Photo: Ernesto Mastrascusa \/ EFE.<\/figcaption><\/figure>\n<p>In the past, the Cuban government blocked foreign support for the emerging private sector, but that attitude is changing. \u201cThe U.S. government\u2026 intends to promote the Cuban private sector\u2026 as an instrument of political subversion,\u201d\u00a0<a href=\"https:\/\/resumen-english.org\/2022\/12\/cuba-in-the-foreign-policy-of-the-united-states-of-america\/\">Vice-Foreign Minister Carlos Fern\u00e1ndez de Cossio<\/a>\u00a0charged last December. But, he added, \u201cIf this allows for greater prosperity in any sector of the Cuban economy, we are not going to stand in the way.\u201d<\/p>\n<p>With the door in Havana open to U.S. support for the private sector, and Cuban entrepreneurs badly in need of help to recover from the crippling effects of Trump\u2019s sanctions and the COVID-19 pandemic, President Biden has a unique opportunity to make good on the promise he made last May.
