
{"id":287035,"date":"2023-08-17T19:27:07","date_gmt":"2023-08-17T23:27:07","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=287035"},"modified":"2023-08-17T19:27:07","modified_gmt":"2023-08-17T23:27:07","slug":"public-communication-and-catastrophes-waiting-for-answers","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba\/society-cuba\/public-communication-and-catastrophes-waiting-for-answers\/","title":{"rendered":"Public communication and catastrophes: waiting for answers"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Last August 5 marked one year since one of the greatest disasters in Cuban history when we witnessed the macabre spectacle of columns of fire that rose to the sky for almost a week.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The fire at the <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/fire-in-matanzas\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Matanzas Supertanker Base<\/span><\/a><span style=\"font-weight: 400;\"> claimed the lives of 17 people and left more than a hundred injured. Photo: AP.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">On May 18, 2018, tragic news shocked all of Cuba. A Damojh airline plane, belonging to the Mexican company Global Air and contracted by Cubana de Aviaci\u00f3n to carry out domestic flights, <\/span><a href=\"https:\/\/oncubanews.com\/en\/advertorial\/boeing-737-crashes-in-havana\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">crashed to the ground<\/span><\/a><span style=\"font-weight: 400;\"> just minutes after taking off from Jos\u00e9 Mart\u00ed Airport in Havana, with the city of Holgu\u00edn as destination.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a result of <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/the-global-air-cuban-tragedy-a-chronology\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the tragedy<\/span><\/a><span style=\"font-weight: 400;\">, 112 people lost their lives, five of them minors. In total, 101 Cubans and <\/span><a href=\"https:\/\/oncubanews.com\/noticia\/identifican-restos-argentinos-mexicana-saharaui\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">11 foreigners<\/span><\/a><span style=\"font-weight: 400;\"> died, including the six crew members. Only the Cuban <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/unica-sobreviviente-de-accidente-aereo-en-cuba-celebra-sus-21-anos\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Mailen D\u00edaz Almaguer<\/span><\/a><span style=\"font-weight: 400;\">, then 19 years old, managed to survive, although with severe physical and psychological consequences.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Three other Cubans had been found alive at the Boeing 737 crash site, but one of them died on the way to the hospital and the other two died while they were hospitalized.<\/span><\/p>\n<figure id=\"attachment_287043\" aria-describedby=\"caption-attachment-287043\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/avion-ap-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-287043\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/avion-ap-2.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/avion-ap-2.jpg 1024w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/avion-ap-2-300x200.jpg 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/avion-ap-2-768x512.jpg 768w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/avion-ap-2-750x500.jpg 750w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-287043\" class=\"wp-caption-text\">Crash site. Photo: AP.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">From the day of the accident, the Cuban government declared <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2018\/05\/18\/consejo-de-estado-decreta-duelo-oficial-en-cuba-tras-accidente-aereo-en-la-habana\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">official mourning<\/span><\/a><span style=\"font-weight: 400;\">. In about a week, all the victims of the disaster were identified. Then, the remains were transferred to their places of origin for burial, together with relatives who had traveled to Havana to accompany the process.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A commission from Cuba, with the collaboration of European, U.S. and Mexican specialists, was in charge of investigating what happened. The black boxes, found among the wreckage of the aircraft, were <\/span><a href=\"https:\/\/oncubanews.com\/mundo\/ee-uu\/analizan-washington-cajas-negras-avion-accidentado\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">sent to the United States<\/span><\/a><span style=\"font-weight: 400;\">, while experts and authorities assured that the investigations could \u201ctake months.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the same time, <\/span><a href=\"https:\/\/oncubanews.com\/noticia\/aerolineas-damojh-bajo-la-lupa\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">irregularities<\/span><\/a><span style=\"font-weight: 400;\"> in previous operations of the company that owns the plane, Global Air, began to quickly emerge. Testimonials from former employees, specialists and foreign aviation authorities, as well as press publications, revealed failures and both technical and managerial problems.<\/span><\/p>\n<p><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/catastrofes.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-287067\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/catastrofes.png\" alt=\"\" width=\"1024\" height=\"666\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/catastrofes.png 1024w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/catastrofes-300x195.png 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/catastrofes-768x500.png 768w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/catastrofes-750x488.png 750w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Cuban Minister of Transportation Adel Yzquierdo had declared that Damojh\u2019s plane had all the documentation in order. Months later, in January 2019, Yzquierdo was <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2019\/01\/08\/consejo-de-estado-designa-nuevos-ministros-en-cuba\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">removed from his post<\/span><\/a><span style=\"font-weight: 400;\"> after just over three years in it, without the reason for his replacement being officially reported.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Just days after the accident, the General Department of Civil Aeronautics of Mexico conducted an audit of the airline and <\/span><span style=\"font-weight: 400;\">suspended its operations<\/span><span style=\"font-weight: 400;\">. Global Air had to write off its planes and declare bankruptcy. A year later, relatives of the victims filed <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/demandan-a-global-air-familiares-de-victimas-de-accidente-areo-en-la-habana\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">lawsuits against the company<\/span><\/a><span style=\"font-weight: 400;\">, but until now the results haven\u2019t been made public.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, more than a year after the accident, and after previous statements and the attribution of the event <\/span><span style=\"font-weight: 400;\">by Global Air<\/span><span style=\"font-weight: 400;\"> to a \u201chuman error\u201d of the pilots (version <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/cuba-mexico-desestiman-conclusiones-global-air\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">initially rejected by Cuba and M\u00e9xico<\/span><\/a><span style=\"font-weight: 400;\">), the final report of the State Commission on Investigation of Serious Incidents or Aviation Accidents (CEIAA), published by the Institute of Civil Aeronautics of Cuba, considered that the disaster was the result of a \u201cchain of errors.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The investigators pointed out the <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/plane-crash-in-havana-was-due-to-chain-of-errors\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">preponderance of the \u201chuman factor\u201d<\/span><\/a><span style=\"font-weight: 400;\"> in the crash of flight DMJ 0972 and attributed responsibility for what happened to \u201cinconsistencies in the training of the crews,\u201d \u201cerrors in the weight and balance calculations\u201d of the aircraft, and \u201clow operational standards manifested in the flight.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, they ensured that \u201cdemonstrated evidence of traces of defects or malfunction of the plane that could have contributed to the accident\u201d was found, although they pointed out \u201cfailures in good practices to carry out maintenance.\u201d<\/span><\/p>\n<figure id=\"attachment_287044\" aria-describedby=\"caption-attachment-287044\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/Familiares-victimas-AP-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-287044\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/Familiares-victimas-AP-1.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/Familiares-victimas-AP-1.jpg 1024w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/Familiares-victimas-AP-1-300x200.jpg 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/Familiares-victimas-AP-1-768x512.jpg 768w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2023\/08\/Familiares-victimas-AP-1-750x500.jpg 750w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-287044\" class=\"wp-caption-text\">Relatives of passengers who died in the plane crash in Cuba wait to identify the remains of their loved ones. Nor has there been any official information on any presumed responsibility or removal of officials for being directly or indirectly involved with the event or its causes, nor on compensation to the victim\u2019s next of kin.<\/span><\/p>\n<p><b>Explosion at Saratoga Hotel<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Again in May, just under four years after the plane crash, another tragedy plunged the island into mourning. A <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/saratoga-hotel\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">strong explosion at the Saratoga Hotel<\/span><\/a><span style=\"font-weight: 400;\">, a luxury tourist facility in the Cuban capital, shook the city on the morning of May 6, 2022, and caused numerous deaths, injuries, and material damage to the building and its surroundings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The explosion occurred when a liquefied gas (LPG) tanker truck was supplying the hotel. The Mart\u00ed Theater, a primary school, a Baptist church and the headquarters of the Yoruba Association of Cuba were among the damaged buildings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Due to the explosion, <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/death-toll-from-saratoga-hotel-explosion-rises-to-47\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">47 people lost their lives<\/span><\/a><span style=\"font-weight: 400;\">, the majority at the disaster site, and others after being hospitalized. About a hundred were injured. Many of the victims were workers at the hotel, which was preparing to reopen days later and had no guests at the time. Neighbors and other people who were passing by also died.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A Spanish tourist died, whose remains were transferred to her country. Meanwhile, the relatives of the disappeared gathered around the ruins of the hotel in the hope of finding their loved ones alive.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, after completing the actions to locate and rescue the bodies, President Miguel D\u00edaz-Canel <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/cuba-decretan-duelo-oficial-tras-hallazgo-del-cuerpo-de-ultima-desaparecida-en-el-hotel-saratoga\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">decreed official mourning<\/span><\/a><span style=\"font-weight: 400;\"> on May 13 and 14, and a vigil was held in the nearby Parque de la Fraternidad as a tribute to the victims. In addition, <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/hotal-saratoga-griefs-resolutions-and-tributes\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a mass<\/span><\/a><span style=\"font-weight: 400;\"> was held in their memory in the Havana Cathedral.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most of the families who lost their homes due to the explosion have been relocated pending completion of the reconstruction works in the area. Some <\/span><a href=\"http:\/\/www.tribuna.cu\/capitalinas\/2023-01-11\/viviendas-para-familias-damnificadas-por-accidente-del-hotel-saratoga\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">have been given homes<\/span><\/a><span style=\"font-weight: 400;\"> in other areas of the city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Shortly after the incident, it was <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/tramitan-pensiones-para-trabajadores-y-familiares-afectados-por-accidente-del-hotel-saratoga\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that the National Institute of Social Security (INASS) would expeditiously process the pensions for the affected workers and relatives of the Saratoga victims.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although a report on what happened has not yet been made public, the official version <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/society-cuba\/victims-of-saratoga-hotel-remembered-one-year-after-tragedy\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">points<\/span><\/a><span style=\"font-weight: 400;\"> to a gas leak in the supply line or the receiving source as the cause of the tragedy, which would have caused a concentration of fuel inside the building until the flammability limit was reached. The people directly involved in the operation to supply the truck to the hotel died in the explosion.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nor has it been revealed whether there was negligence or a security failure that would allow the identification of those responsible for the event. In addition, it is unknown if there have been changes in security protocols for the prevention of similar disasters. Meanwhile, work continues in and around the Saratoga.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Only from the building closest to the hotel, 609 Prado, there were 27 families affected. Some of them lived in the apartments and others had invested in them for rent. Some residents were transferred to Villa Panamericana, where they are currently waiting for the reconstruction of the building. They do not receive any update on the course of the investigation and go as far as to affirm that they do not know if it is still open. As no liability has been determined so far (something that only a court could do), there is no mention of anything resembling compensation or indemnity; nor psychological assistance. They have received some modules and household appliances.<\/span><\/p>\n<p><b>Fire at the Matanzas Supertanker Base<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Just three months after the explosion at the Saratoga Hotel, another disaster kept Cuba on edge. Since the night of August 5, 2022, and for an endless and painful week, a <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/fire-in-matanzas\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">large-scale fire<\/span><\/a><span style=\"font-weight: 400;\"> consumed part of the Supertanker Base located in the industrial zone of Matanzas, with a final balance of 17 deaths and more than a hundred wounded.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The incident, according to the official version, originated from an electrical discharge on one of the large deposits in the area, with the capacity to store 50,000 cubic meters of crude oil. The residents had to be evacuated before the advance of the fire, which caused strong explosions, with flames tens of meters high, while a dense column of smoke blackened the sky and was visible from kilometers away.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/fire-in-matanzas\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Supertanker Base<\/span><\/a><span style=\"font-weight: 400;\">, not only were the four damaged tanks lost, but also the crude they stored \u2014 with an impact of some 145,000 cubic meters, according to authorities\u2019 estimates \u2014, as well as workshops and other facilities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The tragedy claimed the lives of 17 people; most of them were <\/span><a href=\"https:\/\/www.facebook.com\/granmadigital\/posts\/10160211067624002?ref=embed_post\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">firefighters<\/span><\/a><span style=\"font-weight: 400;\"> fighting the flames in the critical area. In addition, there were more than a hundred injured who required care in hospitals in Matanzas and Havana. Photo: Otmaro Rodr\u00edguez.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">After days of enormous tension and uncertainty, the fire was put out thanks to the work of firefighters from all over the island, and the advice and technical support of Mexico and Venezuela, which responded to the request for international help. In addition, Cuba received <\/span><span style=\"font-weight: 400;\">donations<\/span><span style=\"font-weight: 400;\"> from various countries and <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba-usa\/fire-in-matanzas-a-door-for-cuba-united-states-dialogue\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">maintained exchanges<\/span><\/a><span style=\"font-weight: 400;\"> with the United States.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the report of black rains and fears of an ecological disaster, the Ministry of Science, Technology and Environment (CITMA) <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/fire-in-matanzas-challenges-for-health\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">assured<\/span><\/a><span style=\"font-weight: 400;\"> that there were no \u201csigns of contamination\u201d in the Bay of Matanzas, the dams and groundwater in the area after the extinction of the flames, nor \u201cevidence\u201d of acid rain.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of the deceased, 14 remained missing for days while the flames were being extinguished. Ultimately, forensic experts were only able to recover scant bone fragments. It was not possible to identify them. After the official declaration of mourning and <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/realizan-honras-funebres-a-victimas-de-incendio-en-matanzas\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">heartfelt funeral ceremonies<\/span><\/a><span style=\"font-weight: 400;\">, their remains were placed in a pantheon in Matanzas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regarding the conditions of the lightning rod, an expert interviewed by Cubadebate assured that the \u201clightning protection installation, designed in accordance with current regulations and with adequate maintenance,\u201d could \u201coperate without failures for the tolerable risk level that is considered and the useful life time for which it was designed.\u201d But, aside from that, for this, \u201ca very well designed predictive, preventive and corrective maintenance regime is required, as well as having the necessary material and financial resources, which, with the current economic situation in the country, is <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2022\/08\/10\/base-de-supertanqueros-de-matanzas-se-avanza-en-el-enfrentamiento-al-incendio-aunque-el-peligro-es-latente\/\"><span style=\"font-weight: 400;\">practically impossible<\/span><\/a><span style=\"font-weight: 400;\">.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The construction of a <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/cuba-will-take-four-years-to-recover-the-matanzas-supertanker-bases-capacities\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">memorial dedicated to the victims<\/span><\/a><span style=\"font-weight: 400;\"> was recently reported. The work, whose start date has not been announced, is the result of a collective proposal by artists and architects from Matanzas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the same time, work has been carried out for months on the <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/matanzas-supertanker-base-four-months-after-fire\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">recovery of the base<\/span><\/a><span style=\"font-weight: 400;\">, both in its warehouses and infrastructures and in its security devices, including a new lightning rod system. However, experts consider that the site <\/span><span style=\"font-weight: 400;\">will take years<\/span><span style=\"font-weight: 400;\"> to recover its storage capacity and previous operation.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"4dlPIkgjC1\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/matanzas-supertanker-base-four-months-after-fire\/\">Matanzas Supertanker Base four months after fire<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Matanzas Supertanker Base four months after fire&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/matanzas-supertanker-base-four-months-after-fire\/embed\/#?secret=XukeuLUGOi#?secret=4dlPIkgjC1\" data-secret=\"4dlPIkgjC1\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">A few days ago, one year after the tragedy, <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/story-of-a-firefighters-father\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a tribute<\/span><\/a><span style=\"font-weight: 400;\"> was paid to the victims in Matanzas, with the presence of relatives, friends, colleagues, authorities and the general population. However, the course and results of the official investigation into what happened at the base are still publicly unknown.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/www.swissinfo.ch\/spa\/cuba-incendio_un-a%C3%B1o-del-incendio-industrial-de-matanzas--sin-informe-p%C3%BAblico-sobre-los-17-fallecidos\/48714578\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">recent dispatch<\/span><\/a><span style=\"font-weight: 400;\"> from the EFE news agency indicates that relatives of some of the victims affirm that \u201cuntil now they have not been informed about the progress of the investigations.\u201d Nor have other measures been publicly disclosed nor the identification of those allegedly responsible for what is considered the largest industrial disaster in the history of the island.<\/span><\/p>\n<p><b>The new legislative framework<\/b><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIn the face of a certain situation that is negatively impacting the population, the responsible public servants are obliged to report immediately from all possible spaces,\u201d D\u00edaz-Canel said before Parliament on May 25, minutes after the approval of the first Law of Social Communication in Cuba.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">D\u00edaz-Canel\u2019s words were, perhaps, a call for public servants to account for their work. In the president\u2019s opinion, the Law allows \u201covercoming gaps\u201d and \u201covercoming institutional inertia,\u201d having been \u201cconceived\u201d as \u201cone of the pillars of government work.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of its whereases establishes: \u201cSocial communication enables people to request and receive truthful, objective and timely information from the State, and access information generated in State bodies and entities, a right endorsed in Article 53 of the Constitution, which also establishes in its Article 101, paragraph h), that the organs of the State, its directors and officials act with due transparency.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In chapter 2, article 7, subparagraph k, the regulation establishes \u201cto promote communication practices that enable transparency in information, accountability of public servants and other forms of democratic participation with emphasis on popular control mechanisms, in accordance with current legislation.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Likewise, the regulation obliges State bodies, agencies and entities, mass and social organizations and the fundamental means of social communication \u201cto manage crisis communication truthfully, objectively and opportunely.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, with regard to crisis communication, it makes it clear that \u201cin exceptional and disaster situations, [communication] is carried out in accordance with the established special legislation,\u201d which leaves a margin of discretion open.<\/span><\/p>\n<p><b>Mourning and learning<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The list of unanswered questions is long, and it gains weight as time goes by. These are not exceptions to the rule, but a standardized practice by the administration that ignores the right to transparently access information that concerns the public interest.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the other hand, mourning in the face of such traumatic episodes, at the individual and social level, depends to a large extent on proper handling of information, on the citizenry\u2019s certainty that there is an entity that will attend to its obligations to identify the causes of the events; correct failures and answer for them; compensate victims and others affected through the exercise of justice; treat with dignity and reverence the memory of the deceased; and guarantee that, controlling critical factors and based on the experience learned, similar events are not repeated in the future.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We cannot learn from our mistakes or prevent them from being repeated if those in charge, public servants, are unaware of their mandate and do not practice transparency, do not assume responsibilities, or render
