It does not seem that we have had any news in recent months that would substantially change the performance of the Cuban economy for the better, at least for the remainder of the year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is not possible to deny that Lula\u2019s presidency in Brazil, the possibility of the Morena party continuing in the presidency in Mexico, the consolidation of the MAS in Bolivia and the improvement of the Venezuelan economy are good news. It would be necessary to add the <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/representantes-del-club-de-paris-finalizan-visita-a-cuba\/\"><span style=\"font-weight: 400;\">talks held<\/span><\/a><span style=\"font-weight: 400;\"> with the representatives of the Paris Club.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Internalizing these favorable changes in the environment could help the effort to reform and recover the national economy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, we already have some certainties about what we still have left this year:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The planned GDP growth will not be achieved.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A substantial increase in supply will not be achieved.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The projected number of tourists will not be reached.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Inflation will not be contained to the extent that is needed.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The allocation of investment resources will not have been modified to preferably orient it towards those sectors that could alleviate, at least in part, the shortage of essential products.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">We will continue to suffer from the electrical scare due to lack of generation, and fuel shortages.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The state enterprise will still be far from achieving the dynamics that justify the fundamental role that it is recognized considering its weight in the GDP, and we will have to continue waiting on the wall of patience for a law \u2014 the law on enterprises \u2014 that contributes to its long-awaited autonomy.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Foreign investment will remain limited by all those obstacles that were listed by the authorities of the Ministry of Foreign Trade and Foreign Investment almost two years ago.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The debt renegotiation with suppliers will still be delayed.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">SMEs will continue to bear the burden of being the cause of inflation and will remain submerged in an ocean of legal and political uncertainties.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For the remainder of the year, the drain of young and not so young Cubans abroad will continue.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Bancarization will generate more concerns than solutions, more queues in front of ATMs where they exist and operate, and more time spent by the population in obtaining a service that is far from satisfying the need for it.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">We will not have a true exchange market and the capacity for effective intervention in it seems more unattainable than 400;\">If all this that is happening and will happen was the result of not having done anything in recent years, then everything would be easier to understand and, perhaps, it would also be easier to propose solutions. There was even an attempt to achieve the dream of having a single currency and a single exchange rate and remedy the monetary mess inherited since the 1990s.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It will be paradoxical, but perhaps in the years \u2014 these last three \u2014 in which more measures have been adopted to return the economic system to its dynamics, in which more openness has been achieved in the functioning of the economy if we compare it with previous periods, they have turned out to be those in which the worst results have been obtained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It would be counterproductive if a mechanical interpretation of this paradox leads to the assumption that the reason, or one of the reasons, for this multicrisis lies in the \u201copening\u201d of the economy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is true that we are fed up with diagnoses, that we have \u201cstuffed ourselves\u201d with endless lists of inexplicable and highly resilient obstacles, that we have suffered from that disease called \u201cparalysis by analysis,\u201d that in some sectors we have generated more measures than capacity and resources to execute them\u2026.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prejudices, sectoral interests and political fear have taken us and brought us again and again to and from mediated proposals, where those prejudices have imposed themselves on the rationality of the proposals and have generated excessive inconsistencies, too much uncertainty.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The wounds left by this combination of factors \u2014 internal deformations and distortions, Trump\u2019s measures, COVID-19 pandemic, failed Reorganization \u2014 are not superficial at all, some touch \u201cvital organs\u201d of our social body. No \u201cclassical\u201d text says it, but above all there is no evidence to prove it.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is true, however, that if they are not state then they must be \u201cnon-state\u201d in all the varied forms they may take.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It happens today that the ghost of SMEs is haunting Cuba and, thanks in large part to the media, has displaced the \u201cReorganization\u201d as the main culprit of our current ills, especially high prices and consequently low purchasing power of the salaries as if before they were born we were no longer suffering from these evils. Then they became much more than a complement to the supply of goods and today almost everyone remembers them with nostalgia, just like the CUC.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Without making these structural changes in all their depth, a real, sustained victory in the fight against inflation will not be achieved. A macroeconomic stabilization program that half-heartedly addresses this problem, that postpones what needs to be done for fear of the present political cost, will only contribute to greater political costs in the immediate future.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For several decades now, we have chosen \u201cgraduality\u201d as the way to lead changes. In the end, at least in the economy, we have not solved the essential problems and we have prolonged the cure so much that for many the wait became impossible, and they left the country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is true that shock cures are painful, but shock without a cure is deadly.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>If all this that is happening and will happen was the result of not having done anything in recent years, then it would be easier to understand.
