With the new Public Health Law, approved this Friday by the National Assembly of People\u2019s Power, Cuba became the second country in Latin America and the Caribbean to allow euthanasia.<\/span><\/p>\n

On December 11, 2022, Cuban Minister of Health Jos\u00e9 \u00c1ngel Portal Miranda presented a draft Public Health Law to the deputies of the Assembly and announced that it would be discussed by the provinces during 2023.<\/span><\/p>\n

After a year, and before the vote, the minister described the bill as \u201cupdated, comprehensive, protective, built collectively, innovative and ethical.\u201d<\/span><\/p>\n

The Law confirms the \u201cresponsibility of the State to guarantee access, free and quality care, protection and recovery services.\u201d<\/span><\/p>\n

Users more than patients<\/b><\/p>\n

On the other hand, the law grants more autonomy to users of the health system and among their rights and duties recognizes those of \u201cfree access\u201d and receiving timely and quality services; being cared for by staff with the required qualifications who will provide dignified treatment \u201cfree from abuse, coercion or violence\u201d and without discrimination for \u201cany cause, condition or circumstance.\u201d<\/span><\/p>\n

This new regulation, which leaves Law 41 of 1983 behind, <\/span>recognizes sexual and reproductive rights<\/b><\/a>, so that \u201cthe development\u201d of the user\u2019s sexuality \u201cin a healthy way\u201d is recognized and respected.<\/span><\/p>\n

It also endorses the need for people to be able to \u201caccess methods for contraception and voluntary termination of pregnancy\u2026\u201d as well as the right to \u201cresort to treatments for infertility\u2026through the use of <\/span>assisted reproduction<\/b><\/a> techniques.\u201d<\/span><\/p>\n
