
{"id":296279,"date":"2024-02-11T13:59:31","date_gmt":"2024-02-11T18:59:31","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=296279"},"modified":"2024-02-11T13:59:31","modified_gmt":"2024-02-11T18:59:31","slug":"open-letter-to-president-biden-asking-him-to-change-his-cuba-policy","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba-usa\/open-letter-to-president-biden-asking-him-to-change-his-cuba-policy\/","title":{"rendered":"Open letter to President Biden asking him to change his Cuba policy"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">With the 2024 election campaign in full swing, an alliance of U.S. and Cuban-American groups and activists published an open letter to <\/span><a href=\"https:\/\/oncubanews.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\"><b>President Joe Biden<\/b><\/a><span style=\"font-weight: 400;\"> encouraging him to take a turn in his Cuba policy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The letter speaks directly of the advantages of a rapprochement with the island by offering \u201cthe best chances of achieving some of the margins that you need to win, by receiving votes from one of the Latin American communities with the largest voter turnout.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/acere.org\/uniendo-nuestras-voces\/\" target=\"_blank\" rel=\"noopener\"><b><i>United Voice for Change: A Call to Revisit U.S.-Cuba Policy<\/i><\/b><\/a><span style=\"font-weight: 400;\"> is the title of the appeal sponsored by Acere.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The group is the Alliance for Cuba Engagement and Respect \u2015 Acere for its acronym in English \u2015 a name that plays with the phonetics of <\/span><i><span style=\"font-weight: 400;\">asere<\/span><\/i><span style=\"font-weight: 400;\">, a Cubanism that belongs to the colloquial register and a word that for Cubans means friend, brother or partner.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAfter several announcements, we are still waiting for measures that allow trade and investment with the island\u2019s growing private sector. We also hope to achieve unlimited freedom to travel to Cuba, as is the case with other countries that are really dangerous,\u201d the petitioners state.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Signed by more than fifty organizations and more than two hundred individuals based in the United States, the document resolutely calls for removing the island from the list of nations that help or sponsor terrorism, according to the State Department.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is an \u201cunfounded\u201d and \u201cdisconcerting\u201d measure that \u201chinders access to the basic goods of daily life, financial operations and digital platforms. It also greatly undermines our national efforts to combat terrorism around the world,\u201d the signatories of the letter said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2015, former President Barack Obama removed Cuba from the list on which it had appeared since 1982. This was a critical step in the thaw between both countries, which led to the historic reestablishment of diplomatic relations, broken by Washington in January 1961.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Obama\u2019s rapprochement was reversed by the administration of Donald Trump, who re-entered the island on the list of terrorists before leaving the White House at the beginning of 2021. His successor, Democrat Biden, <\/span><a href=\"https:\/\/oncubanews.com\/mundo\/ee-uu\/eeuu-mantiene-a-cuba-en-la-lista-de-paises-patrocinadores-del-terrorismo\/\" target=\"_blank\" rel=\"noopener\"><b>has maintained that status<\/b><\/a><span style=\"font-weight: 400;\"> despite contrary opinions from inside and outside the United States.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"ldOECrzynL\"><p><a href=\"https:\/\/oncubanews.com\/mundo\/onu-lista-de-eeuu-sobre-paises-patrocinadores-del-terrorismo-socava-derechos-humanos\/\">ONU: lista de EEUU sobre pa\u00edses patrocinadores del terrorismo socava derechos humanos<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"\u00abONU: lista de EEUU sobre pa\u00edses patrocinadores del terrorismo socava derechos humanos\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/mundo\/onu-lista-de-eeuu-sobre-paises-patrocinadores-del-terrorismo-socava-derechos-humanos\/embed\/#?secret=SpqCwqStZh#?secret=ldOECrzynL\" data-secret=\"ldOECrzynL\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">\u201cFinancial institutions will have another reason to avoid operations with Cuba,\u201d John Kavulich, president of the United States-Cuba Economic and Trade Council, based in New York, told the <\/span><a href=\"https:\/\/www.bbc.com\/mundo\/noticias-america-latina-55626048\" target=\"_blank\" rel=\"noopener\"><b><i>BBC Mundo<\/i><\/b><\/a><span style=\"font-weight: 400;\"> portal in 2021.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAnd there will be greater scrutiny in operations with Cuba, which will result in fewer governments and companies wanting to have a relationship with the island,\u201d Kavulich said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The letter recalls that the sanctions have precipitated a humanitarian crisis on the island, which, in turn, is pumping pressure towards \u201can unprecedented immigration crisis,\u201d because \u201ctens of thousands of Cubans have lost hope and have left their homeland in search of economic stability.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Cuban economy is suffering from recession, amid attempts to control a runaway wave of inflation and other evils through a reform that has not achieved the stabilization and coherence necessary to dismantle structural dysfunctions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThose who remain in Cuba \u2014 including the growing private sector that your Administration claims to support \u2014 see their livelihoods severely affected by these sanctions that you could easily roll back,\u201d the signatories tell Biden.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"tjh3vdOr1F\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/entrepreneurship-in-cuba\/cuban-entrepreneurs-address-biden-we-ask-again-that-you-listen-to-us\/\">Cuban entrepreneurs address Biden: \u201cWe ask again that you listen to us\u201d<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Cuban entrepreneurs address Biden: \u201cWe ask again that you listen to us\u201d&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/entrepreneurship-in-cuba\/cuban-entrepreneurs-address-biden-we-ask-again-that-you-listen-to-us\/embed\/#?secret=WJu7lnS2gB#?secret=tjh3vdOr1F\" data-secret=\"tjh3vdOr1F\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">Despite overcoming a path of pitfalls and internal hesitations, the private sector has already managed to accumulate more than 10,000 micro, small and medium-sized enterprises since its approval in October 2021, and around 580,000 workers are employed in non-state forms of management, one sixth of the active workforce.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Already in October 2021, the Acere alliance made a first public <\/span><a href=\"https:\/\/acere.org\/sector-privado2\/\" target=\"_blank\" rel=\"noopener\"><b>petition<\/b><\/a><span style=\"font-weight: 400;\"> to President Biden to delete Cuba\u2019s name from the list of State sponsors of terrorism.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the signatories then was Oniel D\u00edaz Castellanos, co-founder of the Auge consultancy, a company that helps businesses grow amid the bureaucratic weeds prevailing in Cuba and the official zigzags around the private sector.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWith the sanctions and the blockade, the possibility of a prosperous and efficient economy will always be a distant horizon, even if economic reforms are implemented,\u201d the expert estimated.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Between the first and second petition to the White House carried out by Acere, the issue of remittances, via Western Union, was one of the few advances granted by the current U.S. administration, which recently denied, for the moment, access to private businesspeople from the island to accounts in U.S. banks.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"TpEQwgwZyU\"><p><a href=\"https:\/\/oncubanews.com\/cuba-ee-uu\/washington-no-abrira-por-ahora-su-sistema-bancario-a-las-mipymes-cubanas\/\">Washington no abrir\u00e1 por ahora su sistema bancario a las mipymes cubanas<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"\u00abWashington no abrir\u00e1 por ahora su sistema bancario a las mipymes cubanas\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/cuba-ee-uu\/washington-no-abrira-por-ahora-su-sistema-bancario-a-las-mipymes-cubanas\/embed\/#?secret=qGsj6Pd9MY#?secret=TpEQwgwZyU\" data-secret=\"TpEQwgwZyU\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">At Acere, some organizations work inspired by the values of their faith, while others help promote the interests of the business community or care about their right to travel freely to the island.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the moment, Americans who wish to travel to Cuba have to obtain one of the twelve licenses issued by the Treasury Department\u2019s Office of Foreign Assets Control (OFAC).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All Acere members uphold coalition principles and believe that compromise, rather than isolation and intervention, is the solution to promoting friendly neighborly relations between the two countries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The signatories of the letter call on President Biden to get rid of a \u201cfailed policy\u201d once and for all, urge him \u201cin the strongest possible terms to not yield\u201d to the attacks of the extreme right of Cuban origin and ask him for his \u201ccourage\u201d to make decisions regarding the island.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Those decisions would contain, according to the alliance, \u201cwhat most of the Cuban American community, and overwhelming majority of U.S. citizens and the world, believe is the right thing to do.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In January, Democratic congressmen from the state of Massachusetts asked President Biden to remove Cuba from the list of sponsors of terrorism, according to <\/span><i><span style=\"font-weight: 400;\">The Hill<\/span><\/i><span style=\"font-weight: 400;\"> newspaper.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since 1992, after the Cold War ended, the United Nations General Assembly adopted, at the request of Havana, a resolution condemning the embargo\/blockade of Cuba.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since then, an overwhelming vote has demanded, year after year, an end to the sanctions. But Washington has turned a deaf ear until now.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The signatures will be collected until the end of February, and then sent to President
