An \u201cunforeseen breakdown\u201d at the Antonio Guiteras thermoelectric plant, the largest unitary generation block, caused <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/desconexion-total-del-sistema-electroenergetico-en-cuba-por-salida-imprevista-de-la-guiteras\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a \u201ctotal disconnection\u201d<\/span><\/a><span style=\"font-weight: 400;\"> that left the entire country in the dark.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It was not the first time that something like this had happened in recent years. In September 2022, there had already been another general outage during the passage of Hurricane Ian. Only this time there was no hurricane hitting the island, at least not yet, as <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/el-huracan-oscar-ya-afecta-al-oriente-de-cuba\/\" target=\"_blank\" rel=\"noopener\"><b>Oscar would later arrive to further strain<\/b><\/a><span style=\"font-weight: 400;\"> the situation in the eastern tip of the island.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It took almost five days and new <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/tercer-apagon-total-otra-desconexion-del-sistema-electrico-en-cuba\/\" target=\"_blank\" rel=\"noopener\"><b>total<\/b><\/a><span style=\"font-weight: 400;\">\u00a0and\u00a0<\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/otra-desconexion-prolonga-los-apagones-en-la-zona-occidental-de-cuba\/\" target=\"_blank\" rel=\"noopener\"><b>partial<\/b><\/a><span style=\"font-weight: 400;\"> power outages for the system to be <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/informan-reconexion-completa-del-sistema-electrico-cuatro-dias-despues-del-apagon-total\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">fully reconnected<\/span><\/a><span style=\"font-weight: 400;\">. Hours and hours of continuous work by the electrical workers were necessary, as well as quite a few resources, while a large part of the country remained paralyzed, turned off, plunged into uncertainty.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, less than a day before the collapse, the government <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/ante-la-emergencia-energetica-el-gobierno-paraliza-actividades-economicas-y-busca-controlar-al-sector-privado\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">had already declared<\/span><\/a><span style=\"font-weight: 400;\"> a \u201cnational power emergency\u201d in the midst of a new peak of blackouts and <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/la-union-electrica-pronostica-la-mayor-afectacion-por-apagones-del-ano\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">record figures<\/span><\/a><span style=\"font-weight: 400;\"> in the generation deficit. Faced with this, it had announced a contingency plan, which included the paralysis of economic and other activities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The total disconnection then became like \u201cthe straw that broke the camel\u2019s back,\u201d the sad culmination of a debacle that had been on the way, not only in the last few weeks or months, but for years; foreseeable in the opinion of quite a few experts, despite the continuous plans and strategies announced by the authorities to deal with the prolonged crisis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">How did it get to this point? What have been the paths of the collapse? What has happened in recent years that has accentuated the fragility of a key sector not only for Cuba, but for any country, for its economy and its people?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aside from the specific breakdown and the consistent imbalance in the technical values <\/span><span style=\"font-weight: 400;\">\u200b\u200b<\/span><span style=\"font-weight: 400;\">necessary for the balance of the system that led to its total disconnection, there is an unavoidable group of factors that have led to what happened.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Below we will address several aspects, interconnected with each other, that portray the difficult panorama of the Cuban Electric Power System and explain as a whole the crisis that it is going through, the scene and catalyst of its recent collapse.<\/span><\/p>\n<p><b>Fall in power generation<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Power generation \u2014 that is, the Electric Power System\u2019s raison d\u2019etre \u2014 has been in free fall in recent years. Between 2018 and 2022 it was reduced by almost a quarter, according to <\/span><a href=\"https:\/\/x.com\/pmmonreal\/status\/1663273340868411402?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1663273343980584971%7Ctwgr%5E7caf2c98e5fe1c928cc24eba9a2053bd2dacb5d2%7Ctwcon%5Es2_&amp;ref_url=https%3A%2F%2Foncubanews.com%2Fcuba%2Fgeneracion-electrica-en-cuba-hay-luz-al-final-del-tunel%2F\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">data published<\/span><\/a><span style=\"font-weight: 400;\"> last year, a dynamic that <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/cuban-economy\/cuba-imported-more-fuel-to-generate-less-electricity-in-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">has not been able to stop<\/span><\/a><span style=\"font-weight: 400;\"> since then and that has translated into a logical increase in blackouts as consumption has continued to grow.\u00a0<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"z1DLTnK2Ex\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/cuban-economy\/cuba-imported-more-fuel-to-generate-less-electricity-in-2023\/\">Cuba imported more fuel to generate less electricity in 2023<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Cuba imported more fuel to generate less electricity in 2023&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/cuban-economy\/cuba-imported-more-fuel-to-generate-less-electricity-in-2023\/embed\/#?secret=rUPdKT7KXx#?secret=z1DLTnK2Ex\" data-secret=\"z1DLTnK2Ex\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">A review of the reports from the Electric Union (UNE) allows us to see not only the daily effects of generation deficits \u2015 multiplied in periods of crisis \u2015 but also the growing inability to generate, due to different factors, which have caused falls <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/mas-apagones-la-generacion-electrica-caera-este-martes-por-debajo-de-los-2000-mw\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">below 2000 MW<\/span><\/a><span style=\"font-weight: 400;\">, far from the demand, which regularly exceeds 3000 MW according to official estimates.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If \u201cuntil 2018 and 2019 the system operated under normal conditions with sufficient generation capacity\u201d and \u201ca reserve of more than 500 MW,\u201d<\/span> <a href=\"http:\/\/mesaredonda.cubadebate.cu\/mesa-redonda\/2023\/02\/16\/ministro-de-energia-y-minas-vamos-a-seguir-incorporando-potencia-para-el-verano-video\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">as explained<\/span><\/a><span style=\"font-weight: 400;\"> by Minister Vicente de la O Levy, the country\u2019s economic and financial crisis, deepened by the pandemic, radically changed the scenario, for the worse, as millions of Cubans have seen firsthand in this difficult time.<\/span><\/p>\n<p><b>Deterioration of thermoelectric plants<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The so-called thermal generation is the basis of the Cuban Electric Power System, but it suffers from the handicap of an aging and overexploited infrastructure. In addition, it has been losing part of its operations, following the withdrawal of the Mariel, Rent\u00e9, Nuevitas units and the historic Tallapiedra plant in Havana. If we add to these the Felton 2, affected in 2022 by a fire, the total is 615 MW lost.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, of the 15 blocks in operation, 14 have been in operation for more than 30 years and seven of them have been in operation for more than 40 years, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/diaz-canel-el-cero-apagon-en-las-condiciones-actuales-es-muy-dificil\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">as explained<\/span><\/a><span style=\"font-weight: 400;\"> last May by Alfredo L\u00f3pez, director of UNE, who confirmed that since 2018 no thermoelectric plant has received major maintenance. The Guiteras, for example, <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2024-06-11\/canto-debe-aportar-la-generacion-termica-de-electricidad-en-el-verano-11-06-2024-23-06-22\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">has already gone 13 years<\/span><\/a><span style=\"font-weight: 400;\"> without any, as a result of repeated postponements in the midst of the crisis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All of this hinders the generation capacity of these old units. \u201cA 100 MW unit today only generates between 70 or 80 megawatts. The sum of all these deficits is in the order of 400 MW due to the years of operation, the lack of spare parts,\u201d <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2024\/09\/04\/situacion-actual-y-futura-de-le-generacion-electrica-en-cuba-el-ministro-responde-en-la-mesa-redonda\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">recently said<\/span><\/a><span style=\"font-weight: 400;\"> De la O Levy, who said that the maintenance they have received in recent times seeks to \u201ckeep them alive.\u201d<\/span><\/p>\n<p><b>Problems with distributed generation<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Thermoelectric plants are not the only ones that have seen their generation capacity reduced. The much-needed generator sets, emblems of the former Power Revolution and support for the so-called distributed generation, have also suffered the impact of the lack of parts, maintenance and fuel \u2014 both diesel and fuel oil \u2014, which in turn has drastically affected their power production.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The generator sets\u2019 generation plummeted by 42% between 2018 and 2022, according to <\/span><a href=\"https:\/\/x.com\/pmmonreal\/status\/1663273340868411402?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1663273343980584971%7Ctwgr%5E8ac9ef3e0cd15d26d4233aabb9f9540868c6da3a%7Ctwcon%5Es2_&amp;ref_url=https%3A%2F%2Foncubanews.com%2Fcuba%2Fgeneracion-electrica-en-cuba-hay-luz-al-final-del-tunel%2F\"><span style=\"font-weight: 400;\">official data<\/span><\/a><span style=\"font-weight: 400;\">. In November 2023, the director of UNE <\/span><a href=\"http:\/\/mesaredonda.cubadebate.cu\/mesa-redonda\/2023\/11\/16\/situacion-electrica-del-pais-y-la-canasta-familiar-normada-temas-medulares-sobre-la-mesa-video\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">explained<\/span><\/a><span style=\"font-weight: 400;\">\u00a0that although there were more than 2,000 MW of distributed generation in the country, only about 900 were available. However, <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2024\/09\/04\/situacion-actual-y-futura-de-le-generacion-electrica-en-cuba-el-ministro-responde-en-la-mesa-redonda\/\"><span style=\"font-weight: 400;\">this September<\/span><\/a><span style=\"font-weight: 400;\"> the minister lowered that figure to 400 MW and admitted that the capital repair plan had not been met since 2021.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to the problems of these sets, which are often started up after the recommended time without receiving maintenance, there are those suffered, for the same reasons, by the fuel shortages of the Mariel and Moa units, and even by the Turkish barges, which have also run out of fuel and whose number \u2015 which was once eight \u2015 has decreased after the departure of several of them from the island.<\/span><\/p>\n<p><b>Low contribution of renewable energies<\/b><\/p>\n<p><span style=\"font-weight: 400;\">A decade has already passed since the Cuban parliament\u2019s approval of a policy for the prospective development of renewable sources. However, despite the plans drawn up and redrawn, and the official discourse that recognizes their importance in changing the energy matrix and eliminating dependence on fossil fuels, since then little progress has been made.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the end of 2021, the implementation of the policy was barely 47% complete, <\/span><a href=\"https:\/\/www.ipscuba.net\/medio-ambiente\/cuba-dobla-la-apuesta-en-la-expansion-de-las-energias-renovables\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">according<\/span><\/a><span style=\"font-weight: 400;\">\u00a0to Rosell Guerra Campa\u00f1a, director of Renewable Energies at the Ministry of Energy and Mines, and although actions have continued to be carried out since then \u2015 especially the installation of new photovoltaic parks \u2015 the contribution of these sources has <\/span><a href=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/cuban-economy\/cuba-imported-more-fuel-to-generate-less-electricity-in-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">even fallen below<\/span><\/a><span style=\"font-weight: 400;\"> 5% of all electricity production in Cuba.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"tX8z5UGQOq\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/why-cuba-is-late-in-terms-of-renewable-energy\/\">Why Cuba is late in terms of renewable energy<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Why Cuba is late in terms of renewable energy&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/why-cuba-is-late-in-terms-of-renewable-energy\/embed\/#?secret=VqjmO5AkXy#?secret=tX8z5UGQOq\" data-secret=\"tX8z5UGQOq\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">Lack of financing, failed investments \u2015 such as the <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/industria-azucarera-cambio-matriz-energetica-bioelectrica\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ciro Redondo bioelectric plant<\/span><\/a><span style=\"font-weight: 400;\">, which has not managed to contribute what was expected \u2015 and unsuccessful plans have conspired to seriously threaten the government\u2019s intention to reach 2030 with 24% or more of generation based on these sources, even with <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2024\/09\/04\/situacion-actual-y-futura-de-le-generacion-electrica-en-cuba-el-ministro-responde-en-la-mesa-redonda\/\"><span style=\"font-weight: 400;\">the new plan underway<\/span><\/a><span style=\"font-weight: 400;\"> to install 2000 MW in solar parks in a few years.<\/span><\/p>\n<p><b>Fuel shortage<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In recent years, the lack of fuel has been a sword of Damocles for the depressed power generation, at a time of very low financial availability. Although the island produces its own crude oil, it is not nearly enough and is much more corrosive than recommended. This increases the damage to the generating plants and, therefore, the unsatisfied demand for parts and maintenance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of the eight million tons of fuel that Cuba consumes, some five million depend on purchases on the international market, <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2024\/09\/04\/situacion-actual-y-futura-de-le-generacion-electrica-en-cuba-el-ministro-responde-en-la-mesa-redonda\/\"><span style=\"font-weight: 400;\">according to De La O Levy<\/span><\/a><span style=\"font-weight: 400;\">. This situation involves \u201cgigantic expenses, of billions of dollars,\u201d amid <\/span><a href=\"https:\/\/www.elnuevoherald.com\/noticias\/america-latina\/cuba-es\/article294229244.html\" target=\"_blank\" rel=\"noopener\"><b>a significant decrease<\/b><\/a><span style=\"font-weight: 400;\"> in shipments from Venezuela, the island\u2019s main supplier for years, and from other partners such as Russia and Mexico.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To this should also be added problems with logistics once in Cuba. This includes difficulties in the storage and internal transportation of fuel, as well as the need for processing to comply with technical specifications, since \u201csometimes it does not comply and must be treated so that it can be consumed,\u201d authorities <\/span><a href=\"http:\/\/mesaredonda.cubadebate.cu\/mesa-redonda\/2023\/11\/16\/situacion-electrica-del-pais-y-la-canasta-familiar-normada-temas-medulares-sobre-la-mesa-video\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">have acknowledged<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>Increase in electricity consumption<\/b><\/p>\n<p><span style=\"font-weight: 400;\">While electricity generation has continued to fall and <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/cuba-importo-mas-combustible-para-generar-menos-electricidad-en-2023\/\"><span style=\"font-weight: 400;\">in 2023 was<\/span><\/a><span style=\"font-weight: 400;\"> 2.5% lower than in 2022, consumption, far from decreasing, has multiplied. Last year it grew by 8%, with significant increases in both state and residential demand. The authorities have mostly pointed to the latter, due to the increase in electrical devices in the country, despite the constant blackouts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhen there is a power outage for many hours, the devices stop working and when the power comes back, they start working non-stop,\u201d <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2024\/09\/04\/situacion-actual-y-futura-de-le-generacion-electrica-en-cuba-el-ministro-responde-en-la-mesa-redonda\/\"><span style=\"font-weight: 400;\">explained<\/span><\/a><span style=\"font-weight: 400;\"> the minister, who recognizes that people need to take advantage of those moments for their household chores. According to the minister, after a power outage of more than three hours \u201cconsumption increases by 51% and these behaviors are not normal.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government has also pointed to the so-called \u201clarge consumers\u201d and the private sector, which needs electricity to carry out their businesses. In response, it has increased electricity rates and insisted on saving despite the heat and the impossibility of the system to keep up with consumption. \u201cWe have a power generation limit,\u201d <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/diaz-canel-el-cero-apagon-en-las-condiciones-actuales-es-muy-dificil\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">admitted<\/span><\/a><span style=\"font-weight: 400;\"> the director of UNE.<\/span><\/p>\n<p><b>Impact of sanctions and increase in expenses<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The insistence of the Cuban government on pointing to the U.S. embargo, which many see as a way of evading its own responsibilities, makes sense. The real impact of the sanctions on the island\u2019s Electric Power System cannot be minimized. The damage to this sector, between March 2023 and February of this year, amounted to 388,239,830 dollars, according to <\/span><a href=\"https:\/\/cubaminrex.cu\/sites\/default\/files\/2024-09\/InformeB2024es.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">official estimates<\/span><\/a><span style=\"font-weight: 400;\"> from Cuba.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2024-10-18\/el-bloqueo-estadounidense-es-un-impedimento-para-el-desarrollo-del-sector-de-la-energia-18-10-2024-20-10-08\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">difficulties repeatedly denounced<\/span><\/a><span style=\"font-weight: 400;\"> by Havana include obstacles to payments, credits and bank transfers; fines to ships, shipping companies and other companies involved in the fuel trade to the island; purchases of suppliers by U.S. companies; and losses resulting from going to new and more distant markets, among other problems.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All this translates, together with the increase in global prices for freight and supplies as a result of the pandemic, into a significant increase in the expenses necessary for the maintenance of the system, especially in relation to fuel. If in 2019 Cuba spent between 150 and 170 million dollars to buy fuel, <\/span><a href=\"http:\/\/mesaredonda.cubadebate.cu\/mesa-redonda\/2023\/02\/16\/ministro-de-energia-y-minas-vamos-a-seguir-incorporando-potencia-para-el-verano-video\/\"><span style=\"font-weight: 400;\">in 2022<\/span><\/a><span style=\"font-weight: 400;\"> it was 1.7 billion, a figure that has continued to grow since then.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This has happened, moreover, at a time when the island\u2019s income has fallen significantly in the midst of the deep economic and financial crisis it is experiencing.
