A situation that shows no signs of ceasing, month after month, week after week, and that, on the contrary, has been turning into an endless problem, a disastrous and paralyzing storm for the depressed national economy, and a population <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/sociedad-cuba\/poblacion\/la-poblacion-cubana-decrece-y-envejece-confirma-el-gobierno\/\" target=\"_blank\" rel=\"noopener\"><b>that has diminished in number of inhabitants and is aging<\/b><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of the last few years, 2024 has been the darkest. Despite successive government plans to mitigate the crisis, long and constant power cuts have plagued the days and nights of Cubans, and have provoked constant criticism, and also street protests.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Burdened by the age and overexploitation of its power plants, the chronic fuel shortage, and the State\u2019s financial inability to turn things around, this year the National Electric Power System (SEN) has seen its generating capacity decline and has collapsed on several occasions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The situation, <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2024\/12\/19\/ministro-de-energia-y-minas-ofrece-detalles-del-programa-de-recuperacion-del-sen\/\" target=\"_blank\" rel=\"noopener\"><b>described<\/b><\/a><span style=\"font-weight: 400;\">\u00a0to the <\/span><a href=\"https:\/\/oncubanews.com\/tag\/asamblea-nacional-del-poder-popular\/\" target=\"_blank\" rel=\"noopener\"><b>National Assembly<\/b><\/a><span style=\"font-weight: 400;\"> by Minister of Energy and Mines Vicente de la O Levy, is disastrous. According to De la O, in 2024 the availability of the system \u201creached its lowest levels since 2019,\u201d in recent years 5 units have been lost \u2015 equivalent to a third of the demand \u2015 and distributed generation only produces 37% of its capacity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If that were not enough, the electrical infrastructure suffered the onslaught of strong natural phenomena. Darkness reigned in the affected areas and even throughout the country, due to another general disconnection caused by the winds of <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/la-guiteras-en-mantenimiento-o-parada-por-averia\/\" target=\"_blank\" rel=\"noopener\"><b>Hurricane Rafael<\/b><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Given this overwhelming reality, the government has had to modulate its discourse and recognize that the end of the blackouts is practically impossible in the current circumstances, and transfer its promise of possible improvement to medium and long-term plans with a projected increase in <\/span><a href=\"https:\/\/oncubanews.com\/tag\/energia-renovable\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">renewable energies<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the threshold of 2025, the year in which the authorities foresee a gradual advance in the country\u2019s electricity scenario \u2015 although, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/2025-cuba-intentara-disponibilidad-promedio-diaria-de-1-400-mw-menos-de-la-mitad-de-la-demanda-actual\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">they have warned<\/span><\/a><span style=\"font-weight: 400;\">, it would not be immediate \u2015 <\/span><b>OnCuba<\/b><span style=\"font-weight: 400;\"> proposes an approach to what has happened in the last 12 months in a sector recognized by the government as \u201cstrategic and sensitive.\u201d\u00a0<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"8O0Yu8ExJK\"><p><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/sistema-electroenergetico-de-cuba-los-derroteros-de-una-crisis\/\">Sistema Electroenerg\u00e9tico de Cuba: los derroteros de una crisis<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u00abSistema Electroenerg\u00e9tico de Cuba: los derroteros de una crisis\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/cuba\/economia\/sistema-electroenergetico-de-cuba-los-derroteros-de-una-crisis\/embed\/#?secret=B8LRI4Lh9D#?secret=8O0Yu8ExJK\" data-secret=\"8O0Yu8ExJK\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><b>A year of blackouts<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The power cuts have not given Cubans a break in 2024. Although the last days of the previous year and the first of this one brought a slight respite, since January the generation deficit began to grow rapidly until reaching figures unprecedented in the current crisis. The power cuts of more than 1,000 MW have been daily, with sustained peaks of more than 1,500 and even records above <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/la-une-confirma-record-de-apagones-por-deficit-de-generacion-el-miercoles\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">1,700 MW<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The figures have not only translated into a large part of the country being shut down during peak demand hours, but also into prolonged blackouts of 15 to 20 hours in a row in different areas of the island, and increasing power cuts in Havana, which in previous years had suffered less. The situation has hit families and naturally production and services, educational activities and cultural events; life in Cuba in general.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, far from improving as the year progresses, the situation has gotten worse. If in March the authorities acknowledged <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/cuba-en-apagones-seguiran-jornadas-muy-tensas-dice-ministro-de-energia-y-minas\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u201cvery tense\u201d days<\/span><\/a><span style=\"font-weight: 400;\">, and in May there was talk of a <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/horarios-escolares-reajustados-y-cortes-de-15-horas-asi-va-la-contingencia-electrica-en-cuba\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u201ccontingency\u201d situation<\/span><\/a><span style=\"font-weight: 400;\">, after an <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/tras-un-agosto-extremadamente-tenso-el-gobierno-sigue-buscando-soluciones-para-la-crisis-electrica\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u201cextremely tense\u201d August<\/span><\/a><span style=\"font-weight: 400;\"> the deficit continued to escalate until it forced the government to <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/ante-la-emergencia-energetica-el-gobierno-paraliza-actividades-economicas-y-busca-controlar-al-sector-privado\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">declare an \u201cenergy emergency\u201d<\/span><\/a><span style=\"font-weight: 400;\"> which was followed, almost immediately, by the first of the SEN disconnections. After other collapses and negative records, December has not looked any better either.<\/span><\/p>\n<p><b>Breakdowns and maintenance: the never-ending story<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Breakdowns at long-lived Cuban thermoelectric plants were the order of the day in 2024. Something similar could be said of previous years, only now the old units \u2015 almost all with more than two or three decades of use and a large debt of capital maintenance \u2015 accumulate greater exploitation in their ferrous armor, in addition to more and more scars, repair after repair.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At this point it would be idle to count how many times the thermoelectric plants on the island have broken down. In the year that ends there were practically no days without one \u2015 or even several \u2015 out of the system due to breakdowns, while others stopped for days, weeks or months for scheduled or \u201cunpostponable\u201d maintenance. Once reintegrated, they were taken out of the system again sooner rather than later. To not go too far, today they are the ones that do not generate electricity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This epidemic of breakdowns and repairs, which has affected both the Guiteras and Felton as well as the more stable Cienfuegos units \u2015 both currently closed until 2025 \u2015 is joined by the <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2024-12-17\/en-vivo-situacion-electroenergetica-y-recuperacion-tras-eventos-naturales-a-debate-en-comisiones-parlamentarias-17-12-2024-09-12-41\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u00a0progressive deterioration<\/span><\/a><span style=\"font-weight: 400;\"> of the engines of distributed generation, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/cuba-pierde-otra-patana-turca-y-solo-quedan-dos-para-el-fin-de-ano\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the departure, due to lack of financing, of most of the Turkish floating power plants<\/span><\/a><span style=\"font-weight: 400;\"> operating in the country, and the increasingly unstable supply of fuel.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"8O0Yu8ExJK\"><p><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/sistema-electroenergetico-de-cuba-los-derroteros-de-una-crisis\/\">Sistema Electroenerg\u00e9tico de Cuba: los derroteros de una crisis<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u00abSistema Electroenerg\u00e9tico de Cuba: los derroteros de una crisis\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/cuba\/economia\/sistema-electroenergetico-de-cuba-los-derroteros-de-una-crisis\/embed\/#?secret=B8LRI4Lh9D#?secret=8O0Yu8ExJK\" data-secret=\"8O0Yu8ExJK\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><b>One, two and three collapses of the SEN<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Just hours after Prime Minister Manuel Marrero declared an \u201cenergy emergency\u201d and <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/ante-la-emergencia-energetica-el-gobierno-paraliza-actividades-economicas-y-busca-controlar-al-sector-privado\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">announced measures<\/span><\/a><span style=\"font-weight: 400;\"> to deal with the situation \u2015 including the paralysis of all activities not \u201cstrictly essential\u201d \u2015 the SEN suffered its <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/desconexion-total-del-sistema-electroenergetico-en-cuba-por-salida-imprevista-de-la-guiteras\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">first collapse of the year<\/span><\/a><span style=\"font-weight: 400;\">. It was October 18 and an \u201cunforeseen exit\u201d of the Guiteras plant completely plunged the country into darkness.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It was not an unknown scenario, since in September 2022, after Hurricane Ian, a similar situation had occurred. This time, after that first total disconnection \u2014 which lasted for almost five days, with other failures while work was being done on the restoration \u2014, in just two months there have been two other general collapses until the day this summary is being published: one, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/fuertes-vientos-provocan-la-desconexion-del-sistema-electrico-nacional\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u00a0during the passage of Hurricane Rafael<\/span><\/a><span style=\"font-weight: 400;\">, and another, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/cuba-vuelve-a-quedarse-a-oscuras-por-otra-desconexion-total-del-sistema-electrico\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">on December 4<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although the authorities have celebrated the recovery of the SEN after these events as a success and have praised the speed with which it has been achieved \u2014 particularly in the last failure, when restoration was achieved <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/cuba-restablece-su-sistema-electrico-con-la-guiteras-y-felton-ya-en-linea\/\"><span style=\"font-weight: 400;\">in one day<\/span><\/a><span style=\"font-weight: 400;\"> \u2014, these disconnections \u2014 and other partial ones, such as those <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/una-averia-dejo-sin-electricidad-a-santiago-de-cuba-y-guantanamo\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">suffered by Santiago de Cuba and Guant\u00e1namo<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 reveal the fragility of the system and anticipate the possibility of new collapses. In addition, they leave consequences in networks and generating plants.<\/span><\/p>\n<div class=\"jeg_video_container jeg_video_content\"><iframe loading=\"lazy\" title=\"La Habana en apag\u00f3n total | 18 de octubre de 2024\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/-MQ2JfDPNiE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<p><b>As if things weren\u2019t bad enough, then came nature<\/b><\/p>\n<p><span style=\"font-weight: 400;\">\u201cA skinny dog <\/span><span style=\"font-weight: 400;\">\u200b\u200b<\/span><span style=\"font-weight: 400;\">is all fleas,\u201d says a well-known saying and the situation of the SEN in 2024 seems to prove it right. At one of its worst moments, when it was suffering the first total disconnection of the year, <\/span><a href=\"https:\/\/oncubanews.com\/opinion\/columnas\/camisa-al-codo\/oscar-el-mas-pequeno-de-los-ciclones\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Hurricane Oscar<\/span><\/a><span style=\"font-weight: 400;\"> attacked the eastern end of Cuba with unexpected fury and, in addition to victims, floods and damage to homes, left more than 60,000 families in Guantanamo in the dark.<\/span><\/p>\n<p><a href=\"https:\/\/www.granma.cu\/cuba\/2024-12-17\/senas-y-sombras-del-proceso-de-recuperacion-tras-los-recientes-eventos-naturales-17-12-2024-22-12-23\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">According<\/span><\/a><span style=\"font-weight: 400;\"> to the minister of the sector during the last parliamentary sessions, it took 15 days to restore the service and deal with the damage to the electricity infrastructure. However, these effects would pale in comparison to the destruction caused, two weeks later, by Hurricane Rafael. More than a million customers were left without electricity in western Cuba, not counting the general blackout in the country due to a new collapse of the system.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"WqGbcZ4fCh\"><p><a href=\"https:\/\/oncubanews.com\/canaldigital\/galerias\/flashazo\/flashazo-la-habana-tras-el-azote-de-rafael\/\">Flashazo: La Habana tras el azote de Rafael<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u00abFlashazo: La Habana tras el azote de Rafael\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/canaldigital\/galerias\/flashazo\/flashazo-la-habana-tras-el-azote-de-rafael\/embed\/#?secret=qUy1GakNVX#?secret=WqGbcZ4fCh\" data-secret=\"WqGbcZ4fCh\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">More than 600 transformers, almost 2,500 poles and 6 high-tension towers were damaged by the hurricane in Havana, Mayabeque and, above all, Artemisa, where recovery work had to be extended for about a month with brigades from all over the country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To top it off, two strong <\/span><a href=\"https:\/\/oncubanews.com\/tag\/sismos\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">earthquakes<\/span><\/a><span style=\"font-weight: 400;\"> on November 10 left more than 14,000 customers without electricity in Granma and Santiago de Cuba, although this effect, at least, did not last long.<\/span><\/p>\n<p><b>A new (and controversial) decree<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Faced with the sustained decrease in generation and the parallel increase in demand, the government first implemented an <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/aumentos-en-precios-del-combustible-y-la-electricidad-entraran-en-vigor-este-viernes\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">increase in electricity rates<\/span><\/a><span style=\"font-weight: 400;\"> for those who exceed 500 kW\/h in the month \u2014 a measure that, Marrero acknowledged, has not had \u201cthe desired impact\u201d \u2014 and <\/span><a href=\"https:\/\/www.gacetaoficial.gob.cu\/sites\/default\/files\/goc-2024-o115.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">at the end of November published<\/span><\/a><span style=\"font-weight: 400;\"> a controversial decree for the different economic actors.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The regulation, in force before the end of the year, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/actores-economicos-altos-consumidores-deberan-generar-parte-de-su-electricidad\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">establishes the obligation<\/span><\/a><span style=\"font-weight: 400;\"> for existing state and private actors considered \u201clarge consumers,\u201d and for new businesses and investments, to produce part of their electricity consumption through renewable sources. In addition, it regulates the operation of the Energy Councils, and opens the door to the declaration by the authorities of \u201celectrical contingencies,\u201d an aspect that has caused the greatest controversy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the decree, this regimen can be declared when \u201cit is necessary to affect the electric service in a planned and sustained manner for more than 72 hours\u201d due to the generation deficit. The above has been interpreted by many as the \u201clegalization\u201d of continuous blackouts for three or more days in the country, something that the government has denied.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, apart from the measures and sanctions listed, doubts and opacity persist regarding the practical application of the regulation.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"vj92OzCmTz\"><p><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/union-electrica-niega-que-vaya-a-planificar-un-apagon-total-por-72-horas\/\">Uni\u00f3n El\u00e9ctrica niega que vaya a planificar un \u201capag\u00f3n total\u201d por 72 horas<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u00abUni\u00f3n El\u00e9ctrica niega que vaya a planificar un \u201capag\u00f3n total\u201d por 72 horas\u00bb \u2014 OnCubaNews\" src=\"https:\/\/oncubanews.com\/cuba\/economia\/union-electrica-niega-que-vaya-a-planificar-un-apagon-total-por-72-horas\/embed\/#?secret=NzfWtnWomp#?secret=vj92OzCmTz\" data-secret=\"vj92OzCmTz\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><b>Looking to the sun and 2025<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Faced with the current panorama \u2014 for which they largely blame the U.S. sanctions \u2014, the Cuban authorities have presented a plan for the recovery of the SEN with a focus on renewable energies. Even though their contribution <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2024\/12\/18\/primer-ministro-marrero-cruz-actualiza-a-diputados-sobre-marcha-del-plan-para-corregir-distorsiones-y-reimpulsar-la-economia\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">is barely 4%<\/span><\/a><span style=\"font-weight: 400;\"> of the generation, an ambitious program for the installation of solar parks promises to change the meager figure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Along with a planned recovery in the <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/en-2025-funcionaran-mas-grupos-electrogenos-pero-por-ahora-los-apagones-no-disminuyen\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">generator sets<\/span><\/a><span style=\"font-weight: 400;\"> and thermoelectric plants, the government plan contemplates the installation of 92 photovoltaic solar parks until 2028, which would contribute in total about 2,000 MW, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/cuba-busca-salir-de-la-crisis-energetica-con-sus-propios-recursos-dice-el-gobierno\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">as announced<\/span><\/a><span style=\"font-weight: 400;\"> last March.
