However, in July 2024, when officials of the National Office of Statistics and Information (ONEI) <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/menos-de-10-millones-en-cuba-y-en-pleno-decrecimiento-demografico-por-la-emigracion\/\"><span style=\"font-weight: 400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> that between 2020 and 2023 the resident population in Cuba had decreased by 10% \u2014 meaning that fewer than <\/span><a href=\"https:\/\/efe.com\/mundo\/2024-07-19\/cuba-cae-poblacion\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">10 million people<\/span><\/a><span style=\"font-weight: 400;\"> lived on the island \u2014 it was a real blow. That news filled headlines in Cuban and foreign media.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last February, the topic returned to the news. The ONEI <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2025-02-22\/cuba-cerro-2024-con-una-poblacion-efectiva-de-9-748-532-habitantes-21-02-2025-21-02-54\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">specified<\/span><\/a><span style=\"font-weight: 400;\">\u00a0that there are just over 9.7 million people \u201ceffectively\u201d living in the country: around 300,000 fewer than in 2023.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The prediction is that the trend will intensify.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The causes are obvious: rampant migration, a low birth rate, and more deaths than births.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">An independent study <\/span><a href=\"https:\/\/elpais.com\/us\/2024-07-23\/de-11-millones-de-habitantes-a-poco-mas-de-85-el-saldo-real-de-la-crisis-migratoria-en-cuba.html\"><span style=\"font-weight: 400;\">provided more shocking data<\/span><\/a><span style=\"font-weight: 400;\">: between 2022 and 2023, the island\u2019s population fell by 18%. According to this source, the true toll of the migration crisis would have left us with a population of 8.5 million.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Few modern societies, in times of peace, must have experienced declines of that magnitude at such an accelerated pace, while communities of their nationals are growing in other countries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The trend toward population decline is accompanied by an aging process that has been observed for years. In the age structure of the Cuban population, people over 60 years of age <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2025-02-22\/cuba-cerro-2024-con-una-poblacion-efectiva-de-9-748-532-habitantes-21-02-2025-21-02-54\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">account for 25%<\/span><\/a><span style=\"font-weight: 400;\">. This means that sustained and lasting improvements in meeting essential needs and access to social services and benefits for the vast majority, especially health, basic nutrition, education, and social protection, tend to increase life expectancy and strengthen the population\u2019s capacity for survival.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the national context has become increasingly less friendly to the elderly. However, although endorsed by law, these models are not realized by decree.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A look at the context from this perspective reveals a worrying picture:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In December 2024, authorities <\/span><a href=\"https:\/\/www.prensa-latina.cu\/2024\/12\/16\/cuba-prioriza-atencion-a-disponibilidad-de-medicamentos\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\">\u00a0that only 24% of the basic prescription drug list was available. Those distributed in a controlled manner for the treatment of diabetes and hypertension are below demand. In 2022, a shortage of 12,065 physicians <\/span><a href=\"https:\/\/www.onei.gob.cu\/sites\/default\/files\/publicaciones\/2024-04\/aec-2022_0.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">was confirmed<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><span style=\"font-weight: 400;\"> compared to the previous year.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Currently, the minimum pension is 1,528 Cuban pesos (CUP) and the average is 2,000 Cuban pesos (CUP), while the cost of the basic food basket, <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/mas-de-24-mil-pesos-al-mes-por-la-alimentacion-basica-de-dos-personas-calcula-economista-cubano\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">according to independent estimates<\/span><\/a><span style=\"font-weight: 400;\"> not officially recognized, reaches a monthly per capita average of 12,000 Cuban pesos (CUP). Around 40% of retirees <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/casi-el-40-de-los-jubilados-cubanos-reciben-pensiones-minimas\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">are<\/span><\/a><span style=\"font-weight: 400;\">\u00a0within the minimum pension range. In 2022, it was also <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2022\/04\/03\/mas-del-17-por-ciento-de-los-adultos-mayores-en-cuba-viven-solos-segun-mtss\/\"><span style=\"font-weight: 400;\">estimated<\/span><\/a><span style=\"font-weight: 400;\"> that 17.4% of older adults live alone.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Incidentally, a demographer colleague shared his estimates with me:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is likely that the percentage of older adults living alone has increased to 20%, due to the preferential emigration of the 15-19 age group and the increase in the number of senior citizens. If the proportion of low-income older adults (40%) is applied to this group, it would mean that more than 164,000 elderly people would be affected by this dual condition.<\/span><\/p>\n<figure id=\"attachment_320545\" aria-describedby=\"caption-attachment-320545\" style=\"width: 768px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-280-768x562-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-320545\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-280-768x562-1.jpg\" alt=\"\" width=\"768\" height=\"562\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-280-768x562-1.jpg 768w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-280-768x562-1-300x220.jpg 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-280-768x562-1-750x549.jpg 750w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><figcaption id=\"caption-attachment-320545\" class=\"wp-caption-text\">Photo: Kaloian.<\/figcaption><\/figure>\n<p><b>Senior citizens\u2019 circuits<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In the country\u2019s cities and towns, it\u2019s possible to identify a kind of \u201cdaily longevity circuit,\u201d where elderly people who no longer work frequently pass by and gather: the bank, the grocery store, the bakery, the pharmacy, the doctor\u2019s office, and the park.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">People of faith, or those driven by necessity, add another space: they attend churches and religious activities, where they find spiritual solace, socialization, and support for their needs and loneliness.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the first five points of the circuit, they typically spend a long time waiting in line until it\u2019s \u201ctheir turn\u201d to collect their pension, buy something, or see to their health. You can decide how to spend your money, eat what you want. Treat yourself. Give your grandchildren something. Have the bare minimum for a good life: a bed, mattress, fan, television, a rocking chair, and a leak-free roof. Morning coffee and milk are a must. If you have children living abroad, a cell phone to communicate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Being able to fend for yourself gives you independence; you can plan how to spend your day, even if you don\u2019t have much financial coverage. It\u2019s possible to continue working and feel useful. Whoever accompanies must do so with love and understanding, without trying to make decisions for someone who is mentally fit. Friends are very important. If the children are not there, but they send money, medicine, and food, and they call, their absence is less felt; it gives them a sense of protection and love, and one lives with the hope of reunions. They take care of their health to see them again. They take care of their minds so as not to forget them.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">This is the land of lonely old people. We are getting fewer and older all the time.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">We are an endangered species; it must be because of climate change.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">Will the rice come in this month at the grocery store? It\u2019s running out at home.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">I\u2019m out of enalapril, and I still don\u2019t have the new card for lisinopril. How long will this abuse continue?<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">Stop by my house for coffee later.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">I already have \u201cthe package,\u201d I can copy La Voz Kids and MasterChef for you. Dude, remember dominoes this afternoon.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">All of this can be heard from them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the park, on a WhatsApp video call in full public view, a woman expresses her gratitude that she got the money on her MLC card, and the package of chicken, and the La Llave coffee have arrived. She takes advantage of the opportunity to inform them that she has already completed the procedures to legalize the titles and other documents the family needs abroad. A neighbor, also an elderly woman, takes a peek at cell phone camera and greets the woman\u2019s daughter on the other end of the call.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Everyone talks about the situation in the country and \u201chow bad things are,\u201d with shared opinions, conflicting opinions, and occasional heated arguments, depending on whether the responsibility for \u201cthe situation\u201d is attributed to the blockade or the government.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Other activities fill the time. According to observations in different cities across the country, older adults are overrepresented in classical music concerts, musical gatherings, theaters, plastic arts exhibitions, book presentations, lectures, and activities in historic centers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But this noble circuit, with its free and low prices, is selective and exclusive. Without official data, street counts in Centro Habana, Old Havana, and El Cerro show that at least half of the people in this situation are older adults, and the majority are of African descent.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The combination of shortages, emigration, and aging has led to the emergence of diverse transnationalized circuits as a zone of economic activity, in the private and informal sectors, aimed at the elderly.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enterprises or self-employed workers offer nursing services, personalized geriatric medical care, housework, companionship, money transfers, transportation, and parcel delivery.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These services are available to anyone who can pay, here or there, in any currency, but they have refined and expanded their offerings to respond to a growing demand from those \u201cover there\u201d for their elders \u201chere.\u201d Money makes a difference in old age in today\u2019s Cuba.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A network of solidarity, based on friendship and kinship, fulfills similar functions for the parents and grandparents of those who have moved their \u201ceffective\u201d residence across the national border: they bring and take things on round trips, carry out banking transactions, obtain medicines, take equipment for repairs, and help older adults learn to use computers and phones.<\/span><\/p>\n<figure id=\"attachment_320551\" aria-describedby=\"caption-attachment-320551\" style=\"width: 768px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-211-768x543-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-320551\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-211-768x543-1.jpg\" alt=\"\" width=\"768\" height=\"543\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-211-768x543-1.jpg 768w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-211-768x543-1-300x212.jpg 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-211-768x543-1-120x86.jpg 120w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-211-768x543-1-750x530.jpg 750w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><figcaption id=\"caption-attachment-320551\" class=\"wp-caption-text\">Photo: Kaloian.<\/figcaption><\/figure>\n<p><b>Emergencies<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The low incomes of a large segment of the elderly, the increase in families living in poverty, the limited capacity of the economy to overcome the crisis, the weakening of social institutions and benefits, and emigration weigh especially heavily on this stage of life and mark it with high levels of uncertainty and discomfort.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Obviously, personal, family, and socioeconomic conditions intertwine here, which, in combination, make life in old age very diverse. A broad set of benefits is designed to address them, most of which are coordinated by the Ministry of Labor and Social Security, the Ministry of Domestic Trade, and the Ministry of Public Health.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This package includes monetary benefits for low-income individuals and families, home social services for single people and those with low incomes, payment of electricity bills, exemption from medication payments, lifetime or temporary medical diets, the <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/sociedad-cuba\/sistema-de-atencion-a-la-familia-saf-menos-platos-sobre-la-mesa\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Family Care System (SAF)<\/span><\/a><span style=\"font-weight: 400;\">, which offers low-cost prepared foods, nursing homes, and senior citizen homes. The University for Older Adults, where it is present and accessible, offers an opportunity to socialize, learn, and dignify self-care.<\/span><\/p>\n<figure id=\"attachment_320553\" aria-describedby=\"caption-attachment-320553\" style=\"width: 768px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-335-768x578-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-320553\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-335-768x578-1.jpg\" alt=\"\" width=\"768\" height=\"578\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-335-768x578-1.jpg 768w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-335-768x578-1-300x226.jpg 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/04\/Cuba-2024-Fotos-Kaloian-335-768x578-1-750x564.jpg 750w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><figcaption id=\"caption-attachment-320553\" class=\"wp-caption-text\">Photo: Kaloian.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">For 2025, the national budget also <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2025-02-22\/cuba-cerro-2024-con-una-poblacion-efectiva-de-9-748-532-habitantes-21-02-2025-21-02-54\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">planned<\/span><\/a><span style=\"font-weight: 400;\">\u00a0to allocate 2.456 billion pesos to care services for children up to six years old and the elderly or disabled, fertility care, and the production of technical aids such as canes, crutches, walkers, and wheelchairs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These supports provide relief to those who receive them, but their supply, in quantity and quality, falls short of actual demand, and their meager amounts, which do not adjust to the cost of living, do not provide the necessary coverage or exceed minimum protections; they often fall short of basic needs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Between 2012 and 2021, <\/span><a href=\"https:\/\/horizontecubano.law.columbia.edu\/news\/la-policrisis-y-el-poder-que-invierte-la-relacion-entre-politica-y-economia#!#text-3081\" target=\"_blank\" rel=\"noopener\"><b>life expectancy<\/b><\/a><span style=\"font-weight: 400;\"> at birth fell from 78.53 to 71.25. More than one million people in the country <\/span><a href=\"https:\/\/www.onei.gob.cu\/sites\/default\/files\/publicaciones\/2023-10\/00-anuario-demografico2022.pdf\" target=\"_blank\" rel=\"noopener\"><b>are over<\/b><\/a><span style=\"font-weight: 400;\"> 70 years old. An entire generation of our fellow citizens will be left out of the supposed improvements envisioned in the <\/span><a href=\"https:\/\/www.presidencia.gob.cu\/es\/gobierno\/plan-nacional-de-desarrollo-economico-y-social-hasta-el-2030\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2030 Development Plan<\/span><\/a><span style=\"font-weight: 400;\">, even if these improvements are achieved.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cuban society today faces many urgent needs and shortcomings, but the elderly, a quarter of the population, are undoubtedly one of the red flags.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Demographic aging is a positive development.
