{"id":32111,"date":"2014-07-21T06:40:23","date_gmt":"2014-07-21T10:40:23","guid":{"rendered":"http:\/\/oncubamagazine.com\/?p=32111"},"modified":"2014-07-22T10:04:22","modified_gmt":"2014-07-22T14:04:22","slug":"new-provisions-for-non-state-forms-of-management","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/economy-business\/new-provisions-for-non-state-forms-of-management\/","title":{"rendered":"New provisions for non-state forms of management"},"content":{"rendered":"<p>By the end of this year, the Cuban Ministry of Internal Trade will launch a new policy for the operation of non-state management system that is developed today in the activities of the food and personal and technicians services, Granma newspaper reported.<\/p>\n<p>Among the major changes anticipated are the opportunity to form cooperatives from one or more units that perform similar functions, enabling direct circulation of wholesale channels for these associations, and differential tax treatment of self-employed that participate in programs prioritized by the State (such as saving electricity).<\/p>\n<p>They will implement the application of a simplified scheme of taxation for those working in inaccessible units (must be selected before by the Provincial Administration Council) and also a special treatment in the supply of stocks to these facilities.<\/p>\n<p>No substantial changes were made to their initial conception and the 43 principles that make this strategy confirm state ownership on the means of production of the non-agricultural cooperatives or self-employed persons to be included in the system.<\/p>\n<p>It also maintains that the costs associated with the exercise of these activities shall be borne by the workers, and those who do not wish to join the transformation of state centers in units managed by the new forms, will be subjected to the process of labor availability.<\/p>\n<p>It was learned recently at a press conference given by representatives from the Domestic Trade, 323 non agricultural cooperatives were approved in this sector, 134 work in gastronomy, agricultural marketing and technical and personal services.<\/p>\n<p>They explained that, gradually, gastronomy establishments and those providing technical and personal service shall pass to forms of non state management.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By the end of this year, the Cuban Ministry of Internal Trade will launch a new policy for the operation of non-state management system that is developed today in the activities of the food and personal and technicians services, Granma newspaper reported.
