
{"id":321291,"date":"2025-04-16T18:16:06","date_gmt":"2025-04-16T22:16:06","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=321291"},"modified":"2025-04-16T18:16:06","modified_gmt":"2025-04-16T22:16:06","slug":"solar-parks-vs-blackouts-between-illusions-and-reality-ii-and-end","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba\/economy\/cuban-economy\/solar-parks-vs-blackouts-between-illusions-and-reality-ii-and-end\/","title":{"rendered":"Solar parks vs. blackouts: between illusions and reality (II and end)"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The fourth month of 2025 has reached its midpoint, and <\/span><a href=\"https:\/\/oncubanews.com\/en\/tag\/energy-crisis-in-cuba\" target=\"_blank\" rel=\"noopener\"><b>Cuba\u2019s electricity situation<\/b><\/a><span style=\"font-weight: 400;\">, even with the new solar parks installed, still shows no plausible signs of improvement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although generation has increased slightly compared to the most acute peaks of the crisis, and for a few hours in the early morning, the deficit has been overcome, demand has also been increasing, and blackouts continue to last for hours across the island.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, several thermal power plants remain offline every day due to breakdowns or maintenance, while the fuel shortage \u2014 although its impact fluctuates in official reports, is a sword of Damocles for the fragile National Electric Power System (SEN). Not to mention that 94 distributed generation plants were shut down <\/span><a href=\"https:\/\/www.unionelectrica.cu\/nota-informativa\/?fbclid=IwY2xjawJq605leHRuA2FlbQIxMAABHnjZdrLz9_u7deaFEiJETUgY5LfMFnUcVksZwTx2Dty-gsclevJjINVY_QNf_aem_gQWtmS-dPBegCRRiRSzueQ\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">this Tuesday<\/span><\/a><span style=\"font-weight: 400;\"> for this reason.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this context of deficit, the new solar parks \u2014 the government\u2019s flagship project to alleviate the country\u2019s energy crisis in the short term \u2014 have been able to do little so far and are paying the price in the public eye. At the end of March, eight new parks with a capacity of 21.8 MW were operating, and two weeks later, that figure remains the same.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Authorities <\/span><a href=\"https:\/\/www.facebook.com\/watch\/?v=1368644607504564\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">have promised<\/span><\/a><span style=\"font-weight: 400;\"> to install five more parks in April and exceed 50 by the end of the year, bringing the combined capacity to exceed 1,000 MW. The installed capacity so far only reaches 174.4 MW, which means that this is the maximum possible generation of the eight currently operating.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This capacity, although greater than that of several thermal units on the island, is less than that of the most powerful blocks, such as Guiteras or Felton 1; and also \u2014 by no small amount \u2014 than the MW that are no longer generated each day by units outside the SEN, plants shut down due to lack of fuel, and even the thermal limitations of synchronized plants.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Therefore, it is not difficult to understand why, until now, although the electricity generated by these parks has contributed to reducing the impact, its effect has not yet been felt, \u201cdrowned out\u201d by the high deficit that prevails day after day.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Thus, the blackouts continue unabated, and the improvement promised by the authorities \u201cis not immediately visible,\u201d L\u00e1zaro Guerra, director general of electricity at the Ministry of Energy and Mines (MINEM), <\/span><a href=\"https:\/\/www.facebook.com\/watch\/?v=1368644607504564\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">admitted a few days ago<\/span><\/a><span style=\"font-weight: 400;\">. \u201cBut as we continue to install more parks, the improvement should be seen,\u201d he added.\u00a0<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"32CAyzLj31\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/solar-parks-vs-blackouts-between-illusions-and-reality-i\/\">Solar parks vs. blackouts: between illusions and reality (I)<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Solar parks vs. blackouts: between illusions and reality (I)&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/economy\/solar-parks-vs-blackouts-between-illusions-and-reality-i\/embed\/#?secret=pWUJxD1jhV#?secret=32CAyzLj31\" data-secret=\"32CAyzLj31\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><b>Behind the math<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The new solar parks are not like thermal units and distributed generation engines. They don\u2019t need oil to produce electricity, but since their energy source is the sun, they don\u2019t generate electricity constantly.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"c2l9Vytyag\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/first-solar-park-connected-in-project-to-curb-energy-crisis-in-cuba\/\">First solar park connected in project to curb energy crisis in Cuba<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;First solar park connected in project to curb energy crisis in Cuba&#8221; &#8212; OnCubaNews English\" src=\"https:\/\/oncubanews.com\/en\/cuba\/first-solar-park-connected-in-project-to-curb-energy-crisis-in-cuba\/embed\/#?secret=jS9ATHwNVG#?secret=c2l9Vytyag\" data-secret=\"c2l9Vytyag\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">Their electricity production, as Guerra explained, \u201cis not so linear, because its greatest impact is during the day, around noon.\u201d According to the executive, it is \u201cfrom 11:00 a.m. to around 3:00 p.m.\u201d that these parks \u201care delivering practically all their power,\u201d which, he asserted, \u201cgoes directly to reducing the impact on the service.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf these parks weren\u2019t operating, the impact during those hours would be even higher than it is now,\u201d he noted. The deficit estimated by UNE at noon has been around 700 MW in recent days, but in recent weeks <\/span><a href=\"https:\/\/oncubanews.com\/cuba\/economia\/apagones-en-cuba-crece-la-demanda-y-baja-la-generacion-por-una-nueva-averia\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">it has exceeded 1,000 MW<\/span><\/a><span style=\"font-weight: 400;\">, even with the solar parks producing at a good pace.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For new installations to effectively contribute to eliminating blackouts at that time, they would have to contribute significantly more. That is, they would have to increase their number significantly, reaching a combined total of MW presumably greater than the current midday deficit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A substantial increase in the number of solar parks to 21.8 MW \u2014 a program that includes the installation of 92 over several years, with at least 50 of them by 2025 \u2014 is a sine qua non for the long-awaited end of blackouts. But other conditions must also be met.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To begin with, the solar parks must not only be installed, but they must also generate the best possible output. In a country with such radiant sunshine as Cuba\u2019s, this seems guaranteed, but even so, generation can vary due to external and weather factors and could be affected by technical issues arising from the installations, their management, upkeep, and maintenance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The fact that, even with only eight installed, the parks\u2019 production is not constant is shown by the UNE\u2019s own reports. In these, although the total generation figures are often similar, they have generally fluctuated between more than 1,000 and less than 800 MWh, which is the amount of electricity generated throughout the day and <\/span><a href=\"https:\/\/www.facebook.com\/cu.mtz.jmsolisd\/posts\/pfbid0wvesu27Fc1KQ66YDpWmcWtRPE8i7jEyXuRtnJ2izgMMZbFfWBxnzJGKv5C6rFJmxl\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">should not be confused with power<\/span><\/a><span style=\"font-weight: 400;\">, which is the maximum instantaneous energy that can be delivered to the SEN.<\/span><\/p>\n<p><iframe loading=\"lazy\" style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2Fcu.mtz.jmsolisd%2Fposts%2Fpfbid0wXj3c5Rkbtp7fBHv6xtp3Nch31id1xcwErHXjQReysxRC1s9GTeRw7FNs3UeYAW6l&amp;show_text=true&amp;width=500\" width=\"500\" height=\"489\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">The other fundamental element is that, as we mentioned, to eliminate or reduce blackouts \u2014 at least daytime ones \u2014 generation from other sources, such as thermal and distributed energy, must grow alongside solar parks. And to achieve this, it is necessary to increase capacity by incorporating units outside the system and minimizing impacts due to fuel shortages.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The authorities have pointed precisely to this in their most recent public statements, in which they have referred to a strategy to progressively recover thermal units and generators. They have reiterated, to lessen public expectations about the new parks, that \u201csolar photovoltaic energy alone is not the solution to the electricity situation.\u201d<\/span><\/p>\n<p><b>Nights, plans, and the final word<\/b><\/p>\n<p><span style=\"font-weight: 400;\">While the existing solar parks can do little for the time being to address the daytime deficit, their contribution at night is still nil. The reason is not only that there is no sun during those hours, but also that the new installations lack the capacity to store energy. At least not all of the ones being built.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThese parks do not have battery storage systems; this means their energy is injected directly into the SEN during the day,\u201d Geider Mompi\u00e9, director of the Granma province Electricity Enterprise, <\/span><a href=\"https:\/\/lademajagua.cu\/despejando-incognitas-tras-el-despertar-solar-de-la-sabana\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">recently confirmed<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For his part, Minister of Energy and Mines Vicente de la O Levy explained <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2025-03-25\/podra-recuperarse-totalmente-el-sistema-electrico-nacional-ii-25-03-2025-00-03-16\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">in an interview<\/span><\/a><span style=\"font-weight: 400;\"> a few days ago that as part of this project, \u201cwe plan to incorporate batteries to deliver energy for four and five hours,\u201d but this will be a \u201csecond step,\u201d \u201cwhen the investment process for solar photovoltaic energy is well advanced.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He also explained that storage systems would be installed to \u201cstabilize the system,\u201d distributed across four 50 MW parks. Asked directly about plans for 2025, De la O explained that \u201c100 MW of these stabilization batteries and 150 MW of energy delivered to the system\u201d were to be installed this year, although he did not elaborate on the work of these batteries or how they would contribute to the SEN.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The provincial director of Granma was a little more precise, stating that as part of the program, \u201c10% of the storage systems were also acquired to be integrated into transmission substations, such as the one located in Trinidad, which supplies power to the province and where 50 MW of photovoltaic energy will be installed.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe battery banks are not designed to provide power for long periods, but rather to regulate the system\u2019s frequency. When a park\u2019s production is interrupted, for example, due to cloud cover, these battery banks would supply the necessary charge for a maximum of three hours,\u201d he explained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Seen this way, even if the new solar parks continue to grow to the projected figures and manage to accumulate some energy, it doesn\u2019t appear that their contribution will be significant outside of their peak operating hours. Therefore, authorities have insisted that their fundamental value, in addition to producing during the day, is the saving of fuel that could then be used to generate at night.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In general, as part of the ongoing government plan \u2014 in which the new solar parks are a key element \u2014 the Ministry of Energy and Mines (MINEM) plans to incorporate 2,000 MW into national generation based on all sources between 2025 and 2026 and cover all daytime impacts starting midway through this year, as estimated by the minister <\/span><a href=\"http:\/\/www.cubadebate.cu\/noticias\/2024\/12\/19\/ministro-de-energia-y-minas-ofrece-detalles-del-programa-de-recuperacion-del-sen\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">last December<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis doesn\u2019t mean that blackouts will be completely eliminated. It\u2019s a gradual, costly process, an investment process for which the light is seen at the end of the tunnel,\u201d De la O <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2025-03-25\/podra-recuperarse-totalmente-el-sistema-electrico-nacional-ii-25-03-2025-00-03-16\"><span style=\"font-weight: 400;\">stated<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in his recent interview, specifically regarding plans to expand photovoltaic energy by approximately 1,000 MW this year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, President D\u00edaz-Canel <\/span><a href=\"http:\/\/www.cubadebate.cu\/especiales\/2025\/04\/08\/diaz-canel-el-pueblo-cubano-todos-los-dias-esta-dando-lecciones-de-ejemplaridad-y-heroismo-fotos-y-video\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">assured<\/span><\/a><span style=\"font-weight: 400;\">\u00a0Spanish journalists a few days ago that with the investments being implemented, \u201cin a few months, during daylight hours, we shouldn\u2019t have blackouts,\u201d and that with the continuation of these plans next year, the SEN \u201cwill be in a better position.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWith photovoltaic energy, we\u2019ll be able to withstand the day,\u201d he said. \u201cAnd, therefore, we\u2019ll have more distributed generation blocks to support the nighttime.
