Archive Photo (2015): Raquel P\u00e9rez.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The document published in the <\/span><a href=\"https:\/\/www.gacetaoficial.gob.cu\/es\/gaceta-oficial-no-41-ordinaria-de-2025\" target=\"_blank\" rel=\"noopener\"><b><i>Gaceta Oficial<\/i><\/b><\/a><span style=\"font-weight: 400;\"> establishes the term <\/span><b>\u201cwandering behavior\u201d to refer to homeless people living on the streets<\/b><span style=\"font-weight: 400;\">, an image that has become increasingly common in recent years and has worsened following the pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the <\/span><i><span style=\"font-weight: 400;\">Gaceta<\/span><\/i><span style=\"font-weight: 400;\">, \u201cit constitutes a way of life characterized by instability and insecurity at home.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The document also notes that this way of life is also characterized by a <\/span><b>\u201clack of self-care and economic autonomy, family care or support<\/b><span style=\"font-weight: 400;\">, as well as a favorable life project, or a combination of these factors, which is usually evident in the violation of the coexistence and social discipline regulations.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to <\/span><i><span style=\"font-weight: 400;\">Cubadebate<\/span><\/i><span style=\"font-weight: 400;\">, which quotes the official, Delgado C\u00e1ceres emphasized that the agreement is novel in that it conceptualizes \u201cwandering behavior and the actions of those who, without having an associated intellectual or mental disability, refuse prophylactic work.\u201d<\/span><\/p>\n<h3><b>Responsibilities and obligations<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The MTSS official explained to <\/span><a href=\"https:\/\/www.granma.cu\/cuba\/2025-04-28\/perfeccionan-politicas-para-la-atencion-a-deambulantes-y-de-los-servicios-sociales-comunitarios-28-04-2025-22-04-14\" target=\"_blank\" rel=\"noopener\"><b><i>Granma<\/i><\/b><\/a><span style=\"font-weight: 400;\">\u00a0newspaper that <\/span><b>the governor of each province is responsible for coordinating care for \u201cpeople with wandering behavior.\u201d<\/b><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">Likewise, governors, through their respective structures, must provide <\/span><b>temporary solutions such as transitory shelters, housing allocation,<\/b><span style=\"font-weight: 400;\"> and approval of subsidies for the repair or construction of homes for these homeless people.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Delgado C\u00e1ceres added that, for its part, each Municipal Administration Council is responsible for preventing, identifying, and controlling matters related to wandering people.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this regard, she said that <\/span><b>the municipal mayor is responsible for forming and chairing multidisciplinary teams at the municipal level, \u201cwhich is where the problem really lies.\u201d<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Referring to people who wander in territories other than their place of origin, the director indicated that they will be returned to their place of residence.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"ezCDPCInY6\"><p><a href=\"https:\/\/oncubanews.com\/en\/cuba\/crisis-and-daily-life-in-cuba-what-does-street-sociology-say\/\">Crisis and daily life in Cuba: What does street sociology say?<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; Photo: Otmaro Rodr\u00edguez.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Delgado C\u00e1ceres explained that the identification of people with wandering behavior, or at risk of developing it due to a lack of family support, is carried out by social workers, doctors, and nurses at community family doctor offices.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">She noted that if a <\/span><b>community member detects a minor living on the streets, they must immediately report it <\/b><span style=\"font-weight: 400;\">to the competent authorities of the Ministry of Education or the Ministry of Public Health.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These institutions, she said, must guarantee their placement in a social assistance center, provided there is no relative or other close person who can take responsibility for the minor.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, the Prosecutor\u2019s Office must be notified, which will initiate the necessary investigations or adopt protective measures to <\/span><b>determine whether there has been a breach of parental responsibilities.<\/b><\/p>\n<h3><b>What are Social Protection Centers?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The official also referred to Social Protection Centers, where wandering people are temporarily housed: \u201cThese centers aim to contribute to the rehabilitation and social reintegration of people with wandering behavior.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to <\/span><i><span style=\"font-weight: 400;\">Granma<\/span><\/i><span style=\"font-weight: 400;\">, these centers serve people who, for various economic and social reasons, are homeless, abandoned, or lack family members \u201cin a position to provide help\u201d within a period of up to 90 days.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the meeting, the MTSS official revealed that <\/span><b>nine social protection centers have been created to date<\/b><span style=\"font-weight: 400;\"> in the provinces of Pinar del R\u00edo, Havana, Matanzas, Villa Clara, Ciego de \u00c1vila, Camag\u00fcey, Holgu\u00edn, Granma, and Santiago de Cuba.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Delgado C\u00e1ceres added that the creation of these facilities is being evaluated in the remaining provinces.<\/span><\/p>\n<h3><b>Poverty in Cuba: Reintegration of wandering people<\/b><\/h3>\n<figure id=\"attachment_322198\" aria-describedby=\"caption-attachment-322198\" style=\"width: 755px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/05\/Vagabundos-ot_9.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-322198\" src=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/05\/Vagabundos-ot_9.jpg\" alt=\"\" width=\"755\" height=\"490\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/05\/Vagabundos-ot_9.jpg 755w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/05\/Vagabundos-ot_9-300x195.jpg 300w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2025\/05\/Vagabundos-ot_9-750x487.jpg 750w\" sizes=\"auto, (max-width: 755px) 100vw, 755px\" \/><\/a><figcaption id=\"caption-attachment-322198\" class=\"wp-caption-text\">Wandering people on the streets of Cuba. Photo: Kaloian.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The other three regulations published in the <\/span><i><span style=\"font-weight: 400;\">Gaceta Oficial<\/span><\/i><span style=\"font-weight: 400;\"> are related to community social services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In statements to <\/span><i><span style=\"font-weight: 400;\">Cubadebate<\/span><\/i><span style=\"font-weight: 400;\">, Delgado C\u00e1ceres explained that <\/span><b>one of these agreements regulates home social assistance services.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">She said that it is aimed at people who, due to age, illness, or disabilities, cannot care for themselves to carry out daily activities and do not have family members who can assist them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Delgado C\u00e1ceres specified that <\/span><b>the service is provided directly in the beneficiaries\u2019 home<\/b><span style=\"font-weight: 400;\">, allowing them to remain in their usual environment and meet their basic needs \u2014 both biological and psychological, communicative and social \u2014 in addition to facilitating their access to community services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">She highlighted <\/span><b>as a novelty that this agreement recognizes caregiving as a form of work<\/b><span style=\"font-weight: 400;\">, in line with the principles of the National System for Comprehensive Life Care. It also establishes the conditions under which the service can be provided on an exceptional basis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The official also reported that the service will be partially funded by the social responsibility fund, which is comprised of voluntary reserves from economic entities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It also includes the training and pre-certification of social workers, and establishes that <\/span><b>the cost of the service will be shared equally between the family and the State<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3><b>Telecare and children with severe disabilities<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">On the other hand, Agreement 10068\/2025 regulates the <\/span><b>telecare service, a modality designed to promote the autonomy and well-being of dependent people <\/b><span style=\"font-weight: 400;\">due to age, illness, or disability.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the MTSS official, this service allows for constant monitoring and a rapid response to potential risk situations, both for dependent people and their caregivers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This type of care is <\/span><b>primarily intended for older adults or vulnerable people who live alone<\/b><span style=\"font-weight: 400;\"> all the time or for a large part of the day, or who live with others in similar conditions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Delgado C\u00e1ceres stated that a pilot test of the telecare service will begin in selected municipalities in five provinces: Havana, Artemisa, Mayabeque, Santa Clara, and Santiago de Cuba.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Subsequently, and after evaluating its results, it will be gradually extended to other regions of the country, she confirmed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, she mentioned some Decree 121\/2025 provisions, which address care services for <\/span><b>families with children with severe disabilities<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This decree recognizes caregiving as work, updates existing services, expands the beneficiaries following the new Family Code, and defines access requirements along with
