
{"id":329950,"date":"2025-10-19T13:33:05","date_gmt":"2025-10-19T17:33:05","guid":{"rendered":"https:\/\/oncubanews.com\/en\/?p=329950"},"modified":"2025-10-19T14:53:19","modified_gmt":"2025-10-19T18:53:19","slug":"cuba-to-rent-hotels-to-international-chains-managing-them","status":"publish","type":"post","link":"https:\/\/oncubanews.com\/en\/cuba\/cuba-to-rent-hotels-to-international-chains-managing-them\/","title":{"rendered":"Cuba to rent hotels to international chains managing them"},"content":{"rendered":"<p><span data-contrast=\"auto\">The Cuban government will rent some of the\u00a0<\/span><a href=\"https:\/\/oncubanews.com\/tag\/hoteles-en-cuba\/\" target=\"_blank\" rel=\"noopener\"><b><span data-contrast=\"none\">island\u2019s\u00a0hotes<\/span><\/b><\/a><span data-contrast=\"auto\">\u00a0to\u00a0international chains, which until now had only managed them, starting with the Spanish company Iberostar, according to EFE sources familiar with these negotiations.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This\u00a0represents\u00a0a paradigm shift\u00a0in a sector that until now had been tightly controlled by the Cuban state through the Ministry of Tourism and various companies within the GAESA business consortium, controlled by the Revolutionary Armed Forces (FAR).<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The first hotel on the island to implement this new formula is the Iberostar Origin Laguna Azul,\u00a0located\u00a0in Varadero. The agreement has already been signed and will begin to be implemented on January 1, 2026.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Prime Minister Manuel Marrero announced at this year\u2019s\u00a0FITCuba\u00a0trade fair that among the measures the\u00a0executive branch was considering\u00a0to boost\u00a0the sector, which is experiencing a slump, was the leasing of state-owned tourism facilities.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">These agreements, according to EFE, represent a qualitative leap forward compared to the first concrete announcement in this regard: the two letters of intent signed with Chinese counterparts\u00a0\u201cfor the negotiation of a lease for the Copacabana Hotel\u201d\u00a0in Havana, as reported in late April by the official newspaper\u00a0<\/span><i><span data-contrast=\"auto\">Granma<\/span><\/i><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The move, according to sources consulted, has a dual\u00a0objective. On the one hand, it seeks to increase the income\u00a0for the country, which is mired\u00a0in\u00a0a serious crisis\u00a0and urgently needs foreign currency to import basic\u00a0needs\u00a0such as food and fuel.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">On the other hand, it seeks to provide the large hotel chains operating on the island with greater autonomy and flexibility to improve service\u00a0\u2014\u00a0one of the main drawbacks of the sector today\u00a0\u2014\u00a0and, consequently, the image of these\u00a0facilities, which has suffered in recent years due to the country\u2019s crisis.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">According to EFE, the new system aims to begin with pilot\u00a0projects\u00a0in\u00a0facilities\u00a0belonging to various large international hotel chains.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Cuban authorities are negotiating the terms of these agreements separately with each chain, and\u00a0it appears there\u00a0are no common scales for setting the rent or fixed fees. Neither party has agreed to\u00a0disclose\u00a0the agreed rental amounts.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">More tourists, more foreign currency<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">With this decision, the Cuban government seeks to increase its foreign currency income in two ways.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Directly, through the revenue it receives from renting the\u00a0facilities\u00a0to hotel chains. Indirectly, this measure also\u00a0seeks\u00a0to boost a key sector in the country\u2019s economy.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">It is also one of Cuba\u2019s three main sources of foreign currency\u00a0\u2014\u00a0along with professional services and remittances\u00a0\u2014\u00a0which Cuba needs because it imports 80% of\u00a0what it consumes. This is intended to revitalize visitor numbers, which are currently at their lowest levels of the century, not including 2020 and 2021, due to COVID-19 restrictions.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">So far this year, international tourist numbers have fallen compared to 2024, when they were already the lowest in 17 years. Industry sources expect to end the year with around 1.8 million visitors, compared to 2.2 million in 2024 and 4.7\u00a0million,\u00a0the island\u2019s all-time high,\u00a0reached in 2018.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Hotels also perceive the measure as beneficial, according to people involved in the negotiations with the Cuban government, who spoke to EFE.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Firstly, because it allows them to have\u00a0\u201ccompletely autonomous\u201d\u00a0management for the first time. Until now, although they managed hotels owned by GAESA, they had to follow multiple official guidelines and obtain state approval for many issues, from investments to menus, including salaries.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Regarding\u00a0this last point, the new management model will allow hotel chains to set the salaries they pay their employees for the first time, instead of having to pay the\u00a0very low\u00a0state-set wages in Cuban pesos.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">After these pilot tests, the plan contemplates expanding the management change process to the country\u2019s hotels, although no\u00a0timeframe\u00a0has been set.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Despite the recovery experienced in Canc\u00fan (Mexico) and Punta Cana (Dominican Republic), tourism in Cuba has not recovered since the pandemic, both due to endogenous causes (economic and energy crises, monetary reform) and exogenous causes (U.S.\u00a0sanctions).<\/span><span
