The U.S.\u00a0<\/span>oil\u00a0blockade<\/span><\/b><\/a>\u00a0against Cuba is heavily burdening the island\u2019s nascent private sector, where hundreds of small businesses have closed or suspended operations, while others are reinventing themselves and fighting to survive.<\/span>\u00a0<\/span><\/p>\n

U.S. pressure, combined with the structural crisis the country was already enduring, is creating an environment for private Cuban entrepreneurs that is as adverse as it is uncertain.\u00a0This is particularly challenging for a group Washington has\u00a0stated\u00a0on more than one occasion\u00a0that\u00a0it intends to support, as the lack of fuel strikes them on multiple fronts.<\/span>\u00a0<\/span><\/p>\n

Without fuel, neither workers, suppliers nor customers can count on reliable transportation; this disrupts supply chains and internal labor\u00a0organization, while also dampening consumer demand. Furthermore, power outages are becoming prolonged\u00a0since a\u00a0portion\u00a0of the national power generation relies on diesel and fuel oil,\u00a0thereby undermining economic activity.<\/span>\u00a0<\/span><\/p>\n

Lacking fuel, private businesses\u00a0(estimated at around 10,000 across the island)\u00a0are also unable to ensure a steady power supply using their own backup generators, vital for establishments such as bakeries or shops selling refrigerated goods.<\/span>\u00a0<\/span><\/p>\n

Moreover, during power outages, mobile and wired connectivity\u00a0frequently\u00a0fail, thereby\u00a0eliminating\u00a0the possibility of remote work and extinguishing any glimmer of a digital economy.<\/span>\u00a0<\/span><\/p>\n

\u201cIt has affected us deeply. After all, we are\u00a0a logistics\u00a0and delivery company,\u201d\u00a0Cuban entrepreneur Marta Deus acknowledged to EFE. She heads the popular platform\u00a0Mandao\u00a0\u2014\u00a0the island\u2019s equivalent of food delivery apps such as\u00a0Glovo, Rappi, or Uber Eats.\u00a0<\/span>\u00a0<\/span><\/p>\n

With a staff of 50 employees, orders have dropped by 50% since the oil blockade began, settling at an average of 120 per day. The core staff\u00a0remains\u00a0intact, although adjustments have been made\u00a0regarding\u00a0external services.<\/span>\u00a0<\/span><\/p>\n

She recounts that restaurants have closed or scaled back their operations; that they\u00a0have\u00a0had to\u00a0purchase\u00a0an electric vehicle to transport their workers to the central office and back home; and that they\u00a0acquired\u00a0electric bicycles and scooters for deliveries.<\/span>\u00a0<\/span><\/p>\n

Deus explains that the adaptation process has been\u00a0\u201cvery complicated,\u201d\u00a0but that they have\u00a0leveraged\u00a0the experience they had\u00a0been accumulating\u00a0in the provinces, where long power outages and fuel shortages had already been the norm for some time.<\/span>\u00a0<\/span><\/p>\n

Furthermore, this entrepreneur asserts that, so far, she has been unable to import fuel,\u00a0despite the measures announced by the U.S. to\u00a0facilitate\u00a0shipments to the island\u2019s private sector.\u00a0\u201cRegarding fuel, we are at zero. Personally, we\u00a0haven\u2019t\u00a0managed to secure any yet.\u00a0It\u2019s\u00a0not a simple matter. We are in the process,\u201d\u00a0she notes.<\/span>\u00a0<\/span><\/p>\n

In Havana\u00a0\u2014\u00a0home to nearly half of the micro, small and medium-sized enterprises (MSMEs) that have emerged in Cuba since they were once again permitted in 2021, following a ban of nearly six decades\u00a0\u2014\u00a0many restaurants, cafes and retail establishments\u00a0have\u00a0closed their doors in recent months.<\/span>\u00a0<\/span><\/p>\n

Many others,\u00a0ranging from service\u00a0enterprises\u00a0to small guest\u00a0houses,\u00a0are\u00a0\u00a0weighing\u00a0every option on the table in the face of the serious difficulties they currently confront, as well as the absolute uncertainty with which they face the future\u00a0\u2014\u00a0a future in which anything seems possible, even a U.S. military intervention.<\/span>\u00a0<\/span><\/p>\n

Reinventing\u00a0themselves<\/span><\/b>\u00a0<\/span><\/h3>\n

Others have decided to remain open. Laura Salazar, the manager of Loft Bah\u00eda\u00a0\u2014\u00a0a hotel,\u00a0restaurant\u00a0and caf\u00e9 complex in Old Havana\u00a0\u2014\u00a0told EFE that she is committed to innovating during this crisis, just as the business has done in the face of every\u00a0previous\u00a0challenge it has\u00a0encountered.<\/span>\u00a0<\/span><\/p>\n

\u201cSince opening, Loft Bah\u00eda has had to contend with a great many limitations. We opened in the wake of the pandemic; it has been a period in which we have\u00a0almost constantly\u00a0been facing a bit of\u00a0a downhill\u00a0battle,\u201d\u00a0she explains.\u00a0<\/span>\u00a0<\/span><\/p>\n

She describes how they have chosen to seek out new\u00a0\u201cmarket segments\u201d\u00a0in the face of declining tourism, secure transportation for employees, reorganize staff shifts and arrange new activities to attract different audiences.\u00a0\u201cWe\u2019ve had to reinvent ourselves,\u201d\u00a0she summarizes.<\/span>\u00a0<\/span><\/p>\n

She views the crisis with optimism:\u00a0there\u2019s\u00a0simply no other choice, she believes.\u00a0\u201cIt\u2019s\u00a0part of what\u00a0we\u2019ve\u00a0experienced ever since we\u00a0opened. Right now, the issue is oil, but in previous months and years, there was always some other challenge, and\u00a0we\u2019ve\u00a0continued to reinvent ourselves despite it,\u201d\u00a0she notes.<\/span>\u00a0<\/span><\/p>\n
