A few days ago\u00a0Granma\u00a0newspaper\u00a0referred to the\u00a0need to improve\u00a0productivity\u00a0to increase\u00a0wages calling for greater\u00a0sacrifice of\u00a0the workers\u00a0in order to\u00a0create\u00a0more wealth\u00a0as the only way\u00a0to improve their incomes.<\/p>\n

But the truth\u00a0is that many times\u00a0Cuban workers\u00a0are not the real responsible for\u00a0increasing productivity\u00a0and efficiency, but\u00a0the directors of\u00a0their companies\u00a0and bureaucratic\u00a0structures created\u00a0by the government\u00a0to control\u00a0and centralize\u00a0.<\/p>\n

Two of\u00a0these sad institutions were\u00a0already\u00a0dismantled:\u00a0Stockpiling\u00a0and Housing.\u00a0The first\u00a0was\u00a0famous for its\u00a0inefficiency\u00a0to distribute\u00a0the crops and\u00a0the second\u00a0one\u00a0had become\u00a0a nest of\u00a0corrupt\u00a0people\u00a0speculating\u00a0with\u00a0housing shortage.<\/p>\n

However, much remains\u00a0to be done in\u00a0the way of\u00a0bureaucratization\u00a0.\u00a0It is\u00a0a\u00a0Gordian knot\u00a0impossible\u00a0to untie\u00a0if there is not the will of taking\u00a0radical measures.\u00a0There are\u00a0structures\u00a0which disappearance\u00a0is essential\u00a0to progress.<\/p>\n

It is\u00a0also advisable\u00a0each one to occupy\u00a0the\u00a0place he deserves\u00a0.\u00a0I would say\u00a0that nowhere in\u00a0the world\u00a0the Ministry of\u00a0Transport\u00a0decides\u00a0the\u00a0brand\u00a0of the\u00a0engines\u00a0of the\u00a0buses\u00a0imported\u00a0by\u00a0transport companies.<\/p>\n

Unlike\u00a0Cuba,\u00a0in other countries\u00a0the\u00a0importers\u00a0do\u00a0not decide\u00a0what\u00a0to be bought\u00a0and to whom.\u00a0Their\u00a0role\u00a0is limited to make\u00a0the\u00a0necessary formalities\u00a0for passage\u00a0through customs\u00a0of products\u00a0or equipment that\u00a0customers decide\u00a0to purchaseaccording to their\u00a0needs.<\/p>\n

All these\u00a0entanglements\u00a0of\u00a0bureaucratic corruption\u00a0make\u00a0difficult the operation\u00a0of enterprises which\u00a0suffer\u00a0because\u00a0American\u00a0engines are imported\u00a0without\u00a0spare parts or\u00a0medical equipment\u00a0are rotting in\u00a0customs\u00a0waiting for\u00a0importers\u00a0to\u00a0pick them up.<\/p>\n

In recent days\u00a0I heard of\u00a0more\u00a0arrests of\u00a0senior officials of the\u00a0Cuban import companies.\u00a0Each\u00a0month one of them is put in jail, but corruption of those persons continue by selling\u00a0contracts\u00a0to the one who pay them the highest \u00a8commission.\u00a8<\/p>\n

In addition, an\u00a0important\u00a0foreign entrepreneur\u00a0has\u00a0just\u00a0been\u00a0condemned, who\u00a0thanks to these\u00a0mechanisms\u00a0stole\u00a0the country tens\u00a0of millions of\u00a0dollars.\u00a0How many\u00a0more\u00a0arrests\u00a0will be needed to\u00a0understand that that bureaucratic\u00a0labyrinth\u00a0is which\u00a0facilitates corruption\u00a0?.<\/p>\n

Cuban companies\u00a0are hamstrung\u00a0; they\u00a0should discuss\u00a0almost everything and\u00a0have no\u00a0freedom to manage their\u00a0benefits.\u00a0Some\u00a0even\u00a0have to ask permission\u00a0to engage the services\u00a0of a cooperative\u00a0or\u00a0self-employed sector.<\/p>\n

The truly\u00a0productive and efficient\u00a0businesses are not\u00a0allowed to freely\u00a0reinvest profits.\u00a0On\u00a0the\u00a0contrary,\u00a0they are\u00a0milked\u00a0by applying\u00a0an arbitrary\u00a0parity between\u00a0dollar and Cuban peso,\u00a0rate\u00a0used to\u00a0finance\u00a0the\u00a0unproductive ones.<\/p>\n

The workers did not create these\u00a0mechanisms\u00a0, they did\u00a0not appoint\u00a0incompetent\u00a0or corrupt\u00a0business leaders, they\u00a0did not\u00a0invent\u00a0unnecessary bureaucratic\u00a0structures either,\u00a0neither\u00a0were\u00a0those who decided to\u00a0set monetary\u00a0duality.<\/p>\n

Asking the\u00a0farmers\u00a0to increase\u00a0the harvest\u00a0without\u00a0provision of essential\u00a0inputs\u00a0for work\u00a0will\u00a0give\u00a0poor results.\u00a0The same shall happen if pressing\u00a0the workers\u00a0to improve\u00a0production\u00a0if the machines\u00a0are stopped\u00a0due to lack of\u00a0spare parts.<\/p>\n

The Cuban government should plan the economy\u00a0in a way\u00a0that\u00a0production processes not\u00a0to be stopped by lack of foresight;\u00a0the\u00a0business leaders\u00a0should\u00a0pay inefficiency\u00a0with their\u00a0positions\u00a0and\u00a0judicial punishments\u00a0for\u00a0corruption\u00a0should be\u00a0more severe.<\/p>\n

Paradoxically,\u00a0today\u00a0you\u00a0can\u00a0face\u00a0a tougher\u00a0sentence\u00a0for robbing in a\u00a0house\u00a0than that applied to\u00a0a minister who\u00a0speculated\u00a0with food\u00a0of all Cubans\u00a0or\u00a0to\u00a0those involved in\u00a0the deaths of dozens\u00a0of patients in Havana psychiatric\u00a0hospital.<\/p>\n

Granma\u00a0newspaper\u00a0asks “what\u00a0goes first:\u00a0wages or\u00a0productivity?”, and compares it to\u00a0the dilemma of the\u00a0chicken and the egg.\u00a0However,\u00a0it is\u00a0sailing alone\u00a0on the surface\u00a0because\u00a0there will hardly be\u00a0better results\u00a0if\u00a0the structures\u00a0and systems ofbusiness management\u00a0are\u00a0not changed.<\/p>\n
