They are teamed up with medical students, who check the people for symptoms of any of the associated diseases.<\/p>\n<figure id=\"attachment_63801\" aria-describedby=\"caption-attachment-63801\" style=\"width: 755px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/wp-content\/uploads\/2016\/02\/Movilizaci\u00f3n-mosquitos11.jpg\"><img decoding=\"async\" class=\"wp-image-63801 size-full\" src=\"https:\/\/oncubanews.com\/wp-content\/uploads\/2016\/02\/Movilizaci\u00f3n-mosquitos11.jpg\" alt=\"Movilizaci\u00f3n-mosquitos1\" width=\"755\" height=\"528\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2016\/02\/Movilizaci\u00f3n-mosquitos11.jpg 755w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2016\/02\/Movilizaci\u00f3n-mosquitos11-300x210.jpg 300w\" sizes=\"(max-width: 755px) 100vw, 755px\" \/><\/a><figcaption id=\"caption-attachment-63801\" class=\"wp-caption-text\">Photo: Diona Espinosa Naranjo<\/figcaption><\/figure>\n<p>It is not a military manoeuvre technically speaking, but rather an operation to support the healthcare system strategy that is trying to keep the disease out of the country.<\/p>\n<p>President Raul Castro summoned the people to give their support to these efforts in a public address: \u201cIt\u2019s necessary for every single Cuban to understand this fight as a personal matter, as a problem that concerns them all, primarily because it\u2019s their duty to their families.\u201d<\/p>\n<p>The high risk of the virus reaching the island nation has put in motion the healthcare campaign, following the state of emergency declared by the World Health Organization (WHO).<\/p>\n<p>Cuba\u2019s deteriorated hygiene and environmental conditions, and a low risk perception could be the perfect formula for an epidemic.<\/p>\n<figure id=\"attachment_63802\" aria-describedby=\"caption-attachment-63802\" style=\"width: 823px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/wp-content\/uploads\/2016\/02\/movilizaci\u00f3n-mosquitos-31.jpg\"><img decoding=\"async\" class=\"wp-image-63802 size-full\" src=\"https:\/\/oncubanews.com\/wp-content\/uploads\/2016\/02\/movilizaci\u00f3n-mosquitos-31.jpg\" alt=\"movilizaci\u00f3n-mosquitos-3\" width=\"823\" height=\"490\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2016\/02\/movilizaci\u00f3n-mosquitos-31.jpg 823w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2016\/02\/movilizaci\u00f3n-mosquitos-31-300x179.jpg 300w\" sizes=\"(max-width: 823px) 100vw, 823px\" \/><\/a><figcaption id=\"caption-attachment-63802\" class=\"wp-caption-text\">These posters warning people about the dangers of the disease have been posted around communities. Photo: Diona Espinosa Naranjo<\/figcaption><\/figure>\n<p>\u201cEach team has to inspect 100 households per day,\u201d said Osniel, one of the reservists assigned to the area of Cayo Hueso in Old Havana. \u201cWe have two daily debriefs, one at noon, and another one at 6:00 p.m. where we have to report the houses to which we had -or didn\u2019t have- access.\u201d<\/p>\n<p>\u201cWe only fumigate,\u201d he added, \u201cthe medical students are the ones who take people\u2019s names down, and take their temperature to detect cases of fever.&#8221;<\/p>\n<p>\u201cI work as a security guard, and I live near this area, like almost everyone who has been mobilized,\u201d added the young man in an olive green uniform, \u201cenhanced\u201d with fashion sunglasses.<\/p>\n<p>People have been encouraged to give their support to the campaign, and special permissions have been given to state-run company workers to get late to their workplaces. or don\u2019t go to work, so that they can guarantee that their houses are fumigated.<\/p>\n<p>But more binding measures have been taken: Resolution 23 of the Attorney General\u2019s Office has put in place procedures to hold liable those who refuse to cooperate. 200 police officers will be deployed to fine uncooperative people.<\/p>\n<figure id=\"attachment_63803\" aria-describedby=\"caption-attachment-63803\" style=\"width: 755px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/oncubanews.com\/wp-content\/uploads\/2016\/02\/Movilizaci\u00f3n-mosquitos-51.jpg\"><img decoding=\"async\" class=\"wp-image-63803 size-full\" src=\"https:\/\/oncubanews.com\/wp-content\/uploads\/2016\/02\/Movilizaci\u00f3n-mosquitos-51.jpg\" alt=\"Movilizaci\u00f3n-mosquitos-5\" width=\"755\" height=\"500\" srcset=\"https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2016\/02\/Movilizaci\u00f3n-mosquitos-51.jpg 755w, https:\/\/oncubanews.com\/en\/wp-content\/uploads\/2016\/02\/Movilizaci\u00f3n-mosquitos-51-300x199.jpg 300w\" sizes=\"(max-width: 755px) 100vw, 755px\" \/><\/a><figcaption id=\"caption-attachment-63803\" class=\"wp-caption-text\">Photo: Diona Espinosa Naranjo<\/figcaption><\/figure>\n<p>Daisy, the organizer of a Committee for the Defense of the Revolution (CDR) in the area of Espada and Jovellar streets, said she made sure that all her neighbours opened their doors.<\/p>\n<p>\u201cI called them myself one by one, or knocked on their doors,\u201d she said. \u201cIf they refuse to fumigate they\u2019ll have to pay a fine for 1,500 pesos\u201d (60 dollars).<\/p>\n<p>The magnitude of the campaign launched nationally is also aimed at stopping the spread of other diseases, which have reached a veritable level of epidemics.<\/p>\n<p>In Centro Habana, for instance, some constituencies that through 2015 had only reported 20 cases of dengue fever per month, saw those numbers go as high as 140 people infected in December 2015 and January 2016.<\/p>\n<p>\u201cIn Cuba there\u2019s a low risk perception, not because people don\u2019t care, but because the information published about these epidemics is virtually inexistent,\u201d the deputy director of Hygiene and Epidemiology at a policlinic in Havana told OnCuba on condition of anonymity.<\/p>\n<p>\u201cThere\u2019s cholera, and we\u2019ve been warned about the risks of yellow fever coming from Africa, but there\u2019s no mention of that in the media. Information about epidemics is treated as a political issue,\u201d he added.<\/p>\n<p>For a country lacking resources like Cuba, it may be easier, in the short term, to mobilize the Army than to put an end to the accumulation of garbage on street corners, or to fix the leaks in water distribution networks.<\/p>\n<p>\u201cPeople stopped caring because we\u2019ve been in the same situation for years, and nothing seems to change,\u201d said Manolo Iturralde, a man who lives on a fourth floor in Cayo Hueso.
