Cuba and the United States: timid approaches or common agenda?

The United States-Cuba relations seem to find lately several common points on which work without both political positions change or give in too much.

The latest news about these days comes via a press statement by the Cuban Foreign Ministry, which discloses the Havana realization of “a technical meeting of experts in search and rescue operations” from both nations.

In this regard, the statement reveals that it was agreed, “on preliminary bases, an Operational Procedure for Aeronautical and Maritime Search and Rescue (…), which will be subject to the final approval of the two governments.”

With the clarification that “the talks were held in a climate of respect and cooperation,” the document notes the participation of senior leaders of Search and Rescue in both nations, as leaders of their respective delegations, representatives of public institutions on both sides of the strait.

This “technical meeting” is the third in which official delegations from both countries have engaged in just two months.

The first, with respect to migration, took place on July 17 in Washington where transcended, by the U.S. side, the decision to grant multiple entry visas, valid for five years,for  Cubans visiting the United States in character of “non-migrants”.

The second, a few days ago, was on “direct transportation of mail”, that was hindered by the U.S. blockade of Cuba.

Without more data than the MFA statement on the meeting on aeronautical and maritime search and rescue, it can be inferred that both governments try to bring together positions where they don’t have to change too much political positions and also move forward and achieve an atmosphere of normalization in matters of mutual interest.

With these approaches, Cuba and the United States seem to agree on a common agenda that are kind of a gigantic political will and even the occasional divine shove, could channel the growing political opinions of U.S. senators and politician on the absurd the aged US blockade against Cuba represents.

The Cuban-American maritime borders have been the scene of numerous political confrontations from people trafficking and terrorist attacks to the exodus like the 1980 Mariel or rafters crisis in 1994. Also, for several years, stealing of Cuban aircrafts to go to the United States, or illegal over flights of the Caribbean nation by American ships, have strained relations between the two countries and minimized or make impossible the existence of cooperation agreements between common institutions as coastguard.

    You forgotten that a Cuban authority’s in 1996, order and executed in internationals waters next to Florida,the shooting down of two airplanes whit American flags,and 4 American citizen losing their life in that terrorist accion ,for part of the Cuban government.
    If the United States of America,be respectful whit Cuba,that not means than we forgotten the reality,including in Octuber 1962,Cuba almost allowing the Soviet Union to streaking whit 25 nuclears missiles are country.
