For several days the mobile customers of Etecsa have been gradually getting a message with new temporary rates

As of February 1st until April 30, 2014, the prepaid and postpaid customers can send short text messages (SMS, for its acronym in English) abroad for 0.60 Cuban Convertible Pesos (CUC).

Similarly, calls can be made to all the Americas at 1.10 CUC per minute (CUC / MIN)-except Venezuela (1.00CUC/MIN) – and for the rest of the world 1.20 CUC / MIN. The latter, the company clarifies, is only for prepaid customers.
