Cuba approves import of duty-free photovoltaic systems by individuals

The objective of the regulation is to increase the participation of individuals in the electricity generation matrix, to advance in the development of renewable energy sources on the island.

Cuba authorized this Wednesday the non-commercial import of photovoltaic systems, their parts and pieces, free of customs duties, by individuals.

The regulation aims to increase the participation of individuals in the electric power generation matrix, to advance in the development of renewable energy sources in Cuba, the source indicates.

Resolution 206/2021 of the Cuban Ministry of Energy and Mines, published in the Gaceta Oficial No. 67 Extraordinaria, defines photovoltaic solar energy as the electric power obtained by the direct transformation of sunlight into electricity, Cubadebate reported.

According to the resolution, the photovoltaic system is generally composed of: photovoltaic panels, direct and alternating current protectors, photovoltaic systems inverter, batteries for energy storage and electrical conductor.

It is also considered that the support structures (fixtures and screws), grounding systems and electric boards are part of this equipment; as well as the battery charge regulator, the cabinet for parts and components of the photovoltaic system and the electrical accessories for its assembly.

The document clarifies that the photovoltaic panels, the inverter, the support structures, electric boards, cabinets for parts and the grounding system can be imported independently from the photovoltaic system.

The regulation establishes the requirements for connection to the national electricity grid of the photovoltaic system in the private sector.

Meanwhile, it explains that individuals are responsible for the installation of the photovoltaic system and its sustainability, as well as for the re-contracting of the service to the Electricity Conglomerate, which will be in charge of certifying compliance with the installation requirements, in addition to guaranteeing the meter.

For its part, Resolution 319/2021 of the Ministry of Finance and Prices exempts individuals from paying customs duties for the non-commercial import of photovoltaic systems, their fundamental parts and pieces.
