Cubans may carry out more than 100 procedures in the same facility

Services and procedures linked to eight ministries and the Institute of Physical Planning are included.

Cubans will be able to carry out 106 types of services and procedures in the same facility, and then follow them online, through an application for smartphones called Gestram, Granma newspaper’s digital site reported this Wednesday.

With the aim of “simplifying and streamlining individuals’ procedures in an important group of public institutions,” Decree-Law No. 390 was approved. The decree regulates the experimental creation, organization and principles governing the functioning of the “services and procedures units,” the name of the new institution.

Included in those units, designed with the participation of the Agrarian and Technological universities of Havana (Cujae), are services and procedures linked to eight ministries and the Institute of Physical Planning, the newspaper explained.

Other services and procedures that may be incorporated are being studied, complying with the instructions of the President of the Republic, Miguel Díaz-Canel.

According to the Gaceta Oficial Ordinaria No. 94, the services and procedures units are created by the head of Municipal Administration, at the rate of one for up to 75,000 inhabitants.

In principle, such offices will be created experimentally in the provinces of Artemisa and Mayabeque, in addition to the Matanzas municipality of Cárdenas, Juan Manuel López, official of the Permanent Commission for Implementation and Development, explained to Granma.

The regulations establish the functioning of the units as a “one-stop window,” and contemplate the possibility of filing a lawsuit in the face of a possible violation of persons’ rights.

In one of its special provisions, the decree-law explains that the heads of national agencies and entities, who direct the services and procedures provided for in this experience, must develop within 60 days, as of this Wednesday, the procedures that will guarantee administrative simplification (reduction of bureaucracy) and the integration of processes in a single facility.

Decree-Law No. 390 is applicable to the services and procedures defined by the Central State Administration agencies and the following national entities:

  1. a) Ministry of Domestic Trade: Consumer Registry;
  2. b) Ministry of Justice: Civil, Property, Last Will and Testament Registries, Sanctions Office and Notarial Services;
  3. c) Ministry of Labor and Social Security: Employment activity that includes Self-Employment;
  4. d) Ministry of Finance and Prices: Collection of Fines and Taxpayers Registry;
  5. e) Ministry of Construction: Procedures and services associated with Housing except litigations;
  6. f) Ministry of Public Health: Health license;
  7. g) Ministry of Agriculture: Registries of Land, Livestock and Tractors;
  8. h) Ministry of Transportation: Transportation Operation License;
  9. i) Institute of Physical Planning: Procedures related to Housing, Self-Employment and Cadastral Service;
  10. j) Others authorized by the Council of Ministers.
