Cuba: new measures approved for “improvement” of state enterprises

The Cuban Council of Ministers approved a group of new measures to “continue advancing in the improvement of state-owned enterprises,” as part of its current economic strategy, the official media reported. The regulations, approved during the September session of the island’s highest governing body, “tend to grant greater autonomy to enterprises,” while “making more flexible” the operation of the basic business units, according to the head of the Permanent Commission for Implementation and Development, Marino Murillo, quoted by Cubadebate. As part of the new measures, the distribution of retained earnings after taxes is made more flexible, with the elimination of the limit that has existed until now of up to five average salaries “without conditioning it to the fulfillment or overcompliance of the directive indicators,” explained Murillo. The generalization of “pay for high performance” was approved for the entire business system, which is currently a faculty of enterprises that apply the so-called Business Improvement, while also allowing retired workers to be hired to occupy the same position held at the time of obtaining their pension, “as long as it responds to the interest of the entity.” Likewise, state enterprises were authorized to hire the entity’s workers outside of their working...

Cuban universities prepare closure of school year interrupted by pandemic

Cuban universities are preparing to close the 2019-2020 school year, interrupted by the coronavirus pandemic and resumed this September in the country, except in the territories affected by the current outbreak of the disease. Cuban Minister of Higher Education José Ramón Saborido affirmed that the priority is to finish the completion of studies before October 30 and close the academic year in all universities “before the end of December,” the official newspaper Granma reported this Thursday. During a videoconference exchange with the rectors of the universities and the general directors of the entities of Science, Technology and Innovation, the minister said that to meet this objective in the current conditions it was necessary to “apply all possible variants that allow for the readjustment of the curricular design and guarantee that this process is carried out with quality.” Following this logic, thesis discussions of the University of Havana (UH)―which has not resumed its activities due to the pandemic― have been held in the provinces of residence of the graduates. An example of this are the final exercises of students of the Faculty of Chemistry of the UH before academic tribunals of Matanzas, the Agencia Cubana de Noticias news agency reported. According...

The 4,319 health workers in Ciego de Ávila began receiving doses of Nasalferon (nasal version of Interferon alpha 2-b) as a preventive measure to stop the transmission of COVID-19. Given the rapid spread of the coronavirus in that province in the last 15 days, the Cuban government sent a group of experts led by the national director of Science and Technological Innovation of the Ministry of Public Health, Dr. Ileana Morales, to help control the outbreak, the newspaper Juventud Rebelde reported. “In the world, along with the elderly, health personnel have been one of the most affected by the pandemic and where high numbers of deaths have been registered,” Morales said, quoted by the source. She stressed that in Cuba it is “our moral obligation” to take all possible actions to protect their lives. https://twitter.com/dpsCiego/status/1306237337932828674?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1306237337932828674%7Ctwgr%5Eshare_3&ref_url=https%3A%2F%2Foncubanews.com%2Fcuba%2Fsuministraran-interferon-nasal-a-todos-los-trabajadores-sanitarios-de-ciego-de-avila%2F Nasalferon―considered one of the leading products of the Cuban biopharmaceutical industry―has demonstrated its effectiveness against the coronavirus, by raising the immune system in the more than 20,000 Cubans who have received it, said Dr. Hugo Nodarse, a researcher at the Center for Genetic Engineering and Biotechnology. “Its preventive effect has a long-term projection.
